These include but are not limited to: medical examinations, immunizations, passports/visas/etc., and security clearances.
(b) Travel Policy. The Government will reimburse the Contractor for allowable travel costs incurred by the Contractor in performance of the contract in accordance with FAR Subpart 31.205-26. Travel required by tasks assigned under this contract shall be governed in accordance with: Federal Travel Regulations (FTR), prescribed by the General Services Administration, for travel in the contiguous United States; Joint Travel Regulation (JTR), Volume 2, DoD Civilian Personnel, Appendix A, prescribed by the Department of Defense, for travel in Alaska, Hawaii, and other outlying areas of the United States; and Standardized Regulations (Government Civilians, Foreign Areas), Section 925, "Maximum Travel Per Diem Allowances for Foreign Areas," prescribed by the Department of State, for travel in areas not covered by FTR and JTR.

No travel or subsistence shall be charged for work performed within a fifty-mile radius of the Contractor’s office. The Contractor shall not be paid for travel or subsistence for Contractor personnel who reside in the metropolitan area in which the tasks are being performed. Travel performed for personal convenience, in conjunction with personal recreation, or daily travel to and from work at the Contractor’s facility will not be reimbursed.

G.3 OPTIONS/RANGE PRICING
The Government reserves the right to exercise Delivery Order options, in accordance with its requirements for Gunnery Training Systems (GTS) provided under the Delivery Order optional CLINs included in the Range Pricing tables within the Attachment 5 Proposed Prices Spreadsheet. The Government reserves the right to exercise none, part, or all of the options at any time during the respective Delivery Order’s period of performance. Any quantity not fully exercised under a Delivery Order Option CLIN/SLIN shall be available for exercise in any later Option CLIN/SLIN at the unit price applicable to that later CLIN/SLIN for the same Delivery Order. This carryover of unexercised options shall be cumulative; however, in no event will the Government exercise Delivery Order options beyond those available under the Delivery Order, except via a bilateral contract modification.
In the event the Government has a valid Delivery Order requirement for additional GTS supplies or services, accelerated option exercise will be utilized within the same Delivery Order. All accelerated options will be converted from the same Delivery Order’s out-year option CLIN/SLIN. All accelerated options will be exercised at the current year contract pricing via a bilateral contract modification.
If an order is placed within (offeror to propose) days [default shall be 90 days if offeror does not propose] of a previous order, the quantity of the current order shall be considered cumulative with the previous order quantity to determine the applicable quantity range for the purposes of range pricing. The latter order will be at the current year pricing.
G.4. SMALL BUSINESS PARTICIPATION
(a) Small Business Participation data shall be submitted on a semi-annual basis in accordance with the Small Business Participation Utilization Report requirement outlined within Contact Data Requirements List (CDRL) A0AL (Section J Exhibit A) and the awardee’s proposed Small Business Participation Commitment Document, listed in Section J Exhibit A. The Contractor shall report actual small business utilization achievements relative to proposed small business participation in performance of the contract (including subcontracting dollars/percentages relative to total contract value / total subcontracting). In addition, the report shall include the results of efforts to:
(1) Increase use of qualified small businesses through competition for acquisition of supplies or services, to enhance ability to meet performance specified in the contract.
(2) Engage small businesses, to increase capability and capacity, to serve as alternative sources, and to increase the quality of supplies or services to meet performance specified in the contract.
(3) If applicable, leverage Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program funded technologies with high potential for transition to meet performance specified in the contract. If applicable, include the total number, and dollar amount of each, Phase III SBIR, or STTR contracts.
(b) Awardees proposed Small Business Participation Commitment Document will be incorporated into the resulting contract as a Section J attachment. The Small Business Participation calculations and data shall include contract amounts on all delivery orders placed against all CLINs. The Small Business Participation amounts and percentages shall be measured by comparing the total obligated amount on delivery orders to the total actual amount performed by Small Business concerns on those delivery orders. Failure to meet the overall Small Business Participation of _____(to be completed at contract award) in each 12-month performance period, beginning from contract award, will affect the assessment provided in the Contractor Performance Assessment Report System (CPARS) under Utilization of Small Business.
(c) If, at any time during contract performance, the Contracting Officer determines that Small Business participation levels are not being maintained at or above the goal, the Contractor will be required to submit a plan for reallocating resources in a manner that will ensure the goal will be met. The reallocation plan should be submitted no later than 15 days after notice from the Contracting Officer and implementation should begin within 20 days thereafter.

This Section provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The Offeror's proposal must include all data and information requested and must be submitted in accordance with these instructions. The Offeror shall not submit additional proposal information that is not specifically requested by this Solicitation. Such additional proposal information will not be considered during the evaluation process. The Offeror’s proposal shall be compliant with these submission instructions (Section L). Non-conformance with the instructions provided may result in an Offeror being found non-responsive and ineligible for award.
In presenting material in their proposal, Offerors are advised that quality of information is more important than quantity. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated assertions. Elaborate brochures or presentations, binding, detailed art work and other documents beyond what is sufficient to present a complete and effective proposal, are unnecessary and are not desired. The proposal shall be specific, detailed, and complete as to clearly and convincingly demonstrate that the Offeror has an understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements.
The proposal should not simply rephrase or restate the Government's requirements, but rather, shall provide convincing rationale to address how the Offeror intends to meet the Gunnery Training Systems (GTS) requirements. Paraphrasing the Statement of Work (SOW), the Specifications or parts thereof is inadequate, as are phrases such as “standard procedures will be employed” or “well-known techniques will be used.” Mere reiteration of the requirement or standard reference material is considered inadequate and non-compliant. It is the Offeror’s responsibility to present enough information to be meaningfully evaluated without discussions.
OFFERORS ARE HEREBY ON NOTICE THAT A FAILURE TO SUBMIT ALL THE REQUIRED DOCUMENTATION IN EXACTLY THE MANNER (TIMELINESS AND FORMAT) SPECIFIED IN THE SOLICITATION MAY CONSTITUTE A BASIS FOR THE GOVERNMENT TO REJECT A PROPOSAL AS NON-COMPLIANT AND THEREFORE UNACCEPTABLE, AT THE SOLE DISCRETION OF THE PROCURING CONTRACTING OFFICER (PCO).
L.2. GENERAL INFORMATION
L.2.1. It is requested that all questions pertaining to this solicitation and its attachments are submitted via e-mail to the points of contact (POC) below:
Primary: Nick Mueller, Contract Specialist Email: nicholas.j.mueller7.civ@mail.mil U.S. Army Contracting Command-Orlando Partnership II Building, 3100 Technology Parkway Orlando, FL 32826
Alternate: Helen G. Simpson, Contract Specialist Email: helen.g.simpson2.civ@mail.mil U.S. Army Contracting Command-Orlando Partnership II Building, 3100 Technology Parkway Orlando, FL 32826
Procuring Contracting Officer (PCO): Daniel L. Veenstra Email: daniel.l.veenstra.civ@mail.mil U.S. Army Contracting Command-Orlando Partnership II Building, 3100 Technology Parkway Orlando, FL 32826
L.2.2. Questions concerning this solicitation shall be received no later than 14 calendar days after the solicitation is released. All questions shall be submitted to BOTH primary and alternate POCs for this solicitation, in writing, via email, utilizing RFP Section J Attachment 7 - Industry Question and Comment Form. The email subject heading must include “RFP W900KK-21-R-0055”. Questions received after the deadline may not be answered.
If an Offeror perceives its Questions/Comments may reveal proprietary or protected information, it must clearly mark the subject sentence or paragraphs and notify the Government that it considers the information proprietary. If the Government does not agree the information is proprietary, the Government may choose not to answer the question. The Government will post the non-proprietary answers/responses via an amendment to the solicitation, without Offeror identification, to beta.SAM.gov. The Government will not provide responses to questions that would reveal a potential Offeror’s confidential business strategy or technical solution. In the event of any conflict between the responses to questions/comments and the solicitation, the solicitation (including any amendments) shall take precedence.
L.2.3. Proposal Due Date: Proposals are due no later than date and time stated on SF33, Block 9. In accordance with FAR 15.208, any proposal, modification, or revision, that is received at the designated Government office after the exact time specified for receipt of proposals is “late” and may not be considered. Offerors are prohibited from submitting multiple or alternate proposals for consideration.
L.2.4. Date of Anticipated Award: The Government anticipates that the award will be made in the 1st quarter of the FY 2022. This information is provided for use as a basis for schedules and burden (labor, overhead, etc.) calculations.
L.2.5. Pursuant to FAR provision 52.215-1, the Government intends to evaluate proposals and award a contract without conducting discussions with Offerors. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and non-price standpoint. The Government reserves the right to conduct discussions if the PCO later determines them to be necessary. In the event the PCO concludes that conducting discussions is in the best interests of the Government, the PCO will establish a competitive range, with approval from the SSA, before entering into discussions.
After evaluating all proposals, in accordance with the evaluation criteria in Section M, the PCO may determine that the number of most highly rated proposals that might otherwise be included in the competitive range exceeds the number at which efficient competition can be conducted. Offerors are therefore advised that the PCO, for purpose of efficiency, may also limit the number of competitive range offerors, at his sole discretion.
Should discussions take place, all offerors in the competitive range will be allowed a minimum of seven (7) calendar days to submit Final Proposal Revisions (FPRs). The Contracting Officer will schedule the discussion sessions, and each offeror within the competitive range will be notified of the time and place at least three (3) business days prior to their discussion session. Appropriate security clearances should be provided by the offerors in sufficient time to process the requests. The Contracting Officer will provide additional instructions with the notification. The discussion sessions may take place virtually, telephonically, or at a facility of the Government’s choosing in the Orlando, FL area.
Upon submission of FPRs, the Government DOES NOT intend to conduct further discussions with Offerors, therefore, the Offeror’s FPR should contain the Offeror’s best terms from a price and non-price standpoint.
L.2.6. The Government intends to award a contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value to the Government, in accordance with established criteria in Section M. The Government will utilize the subjective trade-off analysis in determining the best value.
L.2.7 Offerors shall ensure that each proposal Volume submitted contains only the information relevant to that specific, individual Volume. The Offerors are cautioned that each Volume of the proposal is evaluated as stand-alone against the criteria set forth in the Proposal Submission Instructions (Section L) and Evaluation Criteria (Section M). If the data is not contained in the appropriate Volume of the proposal, it will not be evaluated. It is incumbent upon the Offerors to ensure they properly submit their proposals. The Government will consider information it requires for proposal evaluation that is not found in its designated Volume as the Offeror having omitted it from the proposal. Information previously submitted to the Government should be assumed unavailable during this proposal evaluation and source selection process.
L.2.8. The Government requests that the proposal be valid for at least 320 calendar days from the proposal due date. Offerors are cautioned that in order for their proposal to be eligible for award, the proposal shall be in compliance with the terms and conditions set forth in this solicitation.
L.2.9. If an Offeror believes that the requirements and/or instructions in the solicitation contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the solicitation’s POCs identified in section L.2.1, via email, with supporting rationale.
L.2.10. To be eligible for award, the Offeror must also adhere to the directions and submit the required information under Volume V, Contracting Information. Large Business Offerors Only shall provide a Small Business Subcontracting Plan meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003 (or DFARS 252.219-7004 if the Offeror has a Comprehensive Small Business Subcontracting Plan). The Small Business Subcontracting Plan is a requirement for award to a Large Business and will be incorporated into the resultant contract. The Small Business Subcontracting Plan shall reflect and be consistent with the commitments stipulated in the Offeror’s proposed Small Business Participation Plan.
L.2.11. Proposals shall not contain classified information and proprietary information shall be clearly marked with data use restrictions located in the header/footer area of each page where applicable.
L.2.12. Determination of Contractor Responsibility. The Government may use information other than that provided by the Offeror to make a determination that the Offeror is a Responsible Prospective Contractor as per FAR 9.104. Such information is obtained from sources outside the proposal and may include the Defense Contract Audit Agency (DCAA), the Defense Contract Management Agency (DCMA), or various Government databases, in addition to other means. The extent to which the Government uses the financial information in the determination of Contractor responsibility is at the sole discretion of the Contracting Officer.
