About this file
This memorandum for record and related federal contract opportunity solicitation provide details for the Gunnery Training Systems Technology Refresh procurement. The Department of the Army seeks to upgrade existing gunnery trainer systems and procure new licenses for the Scalable Advanced Graphics Engine software. The solicitation requires new and upgraded licenses for a total value of $1,586,313, an increase over the initial justification's $877,000 estimate due to licensing restrictions. Offerors must submit proposals by February 12, 2021 for the technology refresh of Abrams, Bradley, Stryker, and LAV-25 gunnery trainers to be performed by the Project Manager for Soldier Training under the Program Executive Office for Simulation, Training and Instrumentation. Awarded contracts are expected in the first quarter of fiscal year 2022 to support risk management framework certification requirements.

MEMORANDUM FOR RECORD
SUBJECT: Gunnery Training Systems (GTS) Technology Refresh, W900KK-21-R-0055; Amended Justification
1. References:
a. Gunnery Training Systems Far Part 6 Brand-Name Justification and Approval (J&A) for Other than Full and Open Competition, Control No. ACC ORL 20-017 dtd 24 November 2020.
b. Army Federal Acquisition Regulation Supplement (AFARS) 5106.303-1-90 - Requirements for amended justifications.
2. The reference a. J&A approved the required use of Scalable Advanced Graphics Engine (SAGE) software, developed and licensed by Lockheed Martin, for the pending GTS solicitation.
The dollar value of the justification was $877,000 for the purchase of both new and upgrades to existing SAGE licenses. Upon providing industry responses to the GTS Draft RFP, Lockheed Martin (SAGE OEM) informed the Government that, based on the SAGE End User License Agreement (EULA), SAGE licenses could not be transferred or sublicensed to a third-party contractor, and contractors without an existing SAGE license for the applicable GTS would be required to purchase new licenses at the commercially available price. After further discussions with Lockheed Martin, 217 of the required 379 SAGE licenses upgrades are available for purchase by all potential offerors at the upgrade price. Offerors will be required to procure new SAGE licenses for the remaining GTS which require upgrades. This results in a change of the approved justification from $877,000 to $1,586,313.
3. The reference b. AFARS paragraph provides the following three requirements which require the contracting officer to obtain an approved, amended J&A: 1) the J&A dollar value increases beyond the authority of the previous approving official; 2) A change in the competitive strategy further reduces competition; or 3) A change in requirements affects the basis for the justification. The dollar value increase of the approved justification from $877,000 to $1,586,313 is not beyond the previous approving official’s authority, there have been no changes in the competitive strategy that further reduces competition, and there has not been a requirements change that affects the basis for the justification. Based on the aforementioned, there is not a requirement for the contracting officer to obtain and amended and approved J&A.
