Draft RFP
| DRFP ‐ Question # | Reference | Question | Response | |
| 1 | PWS 3.10.2.1 | For reference purposes, will the Government provide historical data on surges | ||
| that support this effort? | There is no data on historical surge support. | |||
| 2 | General | Will the Government provide the current staffing levels for this effort? |
We understand this will be for reference only and that offerors are required to propose their own baseline staffing for this requirement
| in accordance with the requirements in the PWS. | The current contractor performs IAW the PWS. We do not measure performance based on number of personnel. | |||
| 3 | General | Will the Government be transporting parts, tools and test equipment and other | ||
| materials at the Centralized Repair Facility to the new contractor’s facility, or will this be reimbursed under the Phase in Clin? | There is no reimbursable transportation of government-provided tools and test equipment, which will permanently remain at the government-owned facility at Ft. Sill, OK in accordance with Appendix A previously provided. | |||
| 4 | PWS _3.8.1.1 | Will the Government require current contractor to provide MIS data in a usable | ||
| soft-copy format (such as .csv) for upload? | The current contractor will provide the government all MIS data upon the completion of the contract period of performance for historical reference. Data will be in a usable format for the government. | |||
| 5 | General | Because the incumbent and Government have several years of historical materials | ||
| and shipping costs, would the Government consider providing a “plug number” for these CLINs? | The Government has established Not to Exceed (NTE) values for the Material and shipping. The Contractor will propose their fee to be calculated IAW Sec L&M in Attachment 3 Pricing workbook. The NTE values are the same for all vendor proposals. | |||
| DRFP ‐ Question # | Reference | Question | Response | |
| 6 | Sec L | The current iteration of the instructions state, “A standard, 12-point minimum font | ||
| size applies. Arial font is required. Tables and illustrations may use a reduced font size not less than 10-point and may be landscape.” With the understanding that Arial font is desirable because it is very clean and easy to read, it is also one of the larger standard fonts available (i.e. compared with Times New Roman or Calibri), meaning its impact on a 15 page volume is significant. Would the Government consider allowing Arial 10 or 11-point font for the main body of the text, and Arial Narrow 9-point font for tables and illustrations? This font is still extremely clean and easy to read at slightly reduced sizes, and would allow offerors to elaborate and provide greater detail in their proposals. | Yes. Sec L will be updated to accommodate this request. | |||
| 7 | Sec L | The current iteration of the instructions indicates submission of DVD/CD-ROMs and | ||
| hard copies (paper copies) of the proposal. The current trend throughout the rest of the DoD and civilian agencies is to submit proposals 100% through email or electronic upload, as this save time and money, as well as reduces risk for transmission of COVID-19 as a result of surface transfer. Would the Government consider transitioning to a fully electronic or email submission for ACT? | Yes. Sec L will be updated to accommodate part of this request. No paper copies are required. Email submission is not authorized. | |||
| 8 | Does the ACT Contractor provide Instructors for Periods of Instruction or Operators during scheduled training? We understand that we have to be able to turn on, operate, and shut down the trainers as a part of maintenance and for daily start up. |
1. Does the Contractor train Soldiers?
2. Does the Contractor Operate the devices to facilitate a period of instruction?
| 3. If yes, what Devices require Contractor Instructors and Operators? | 1. No, there's no Soldier Training required. 2. No, contractors do not operate devices to facilitate training. 3. N/A | ||
| 9 | Sec L | 1. The RFP page 167, Section L, paragraph 1 titled FORMAL COMMUNICATIONS |
AND SUBMISSION requires questions to be submitted via Attachment 12 of Section J.
| Will the government provide Attachment 12? | Sec L will be updated to reference Attachment 6 vice Attachment 12. It will be included in the RFP posting. | ||
| 10 | Sec I Clause and PWS question on cyber security CMMC. If applicable. | The RFP page 131, Subparagraph (b) states; |
252.204-7021 CONTRACTOR COMPLIANCE WITH THE CYBERSECURITY MATURITY MODEL CERTIFICATION LEVEL REQUIREMENT (NOV 2020)
(b) Requirements. The Contractor shall have a current (i.e. not older than 3 years) CMMC certificate at the CMMC level required by this contract and maintain the CMMC certificate at the required level for the duration of the contract.
Will the government provide the CMMC Level required for this contract?
| CMMC is currently not a requirement under this contract. Provision 252.204-7021 has been removed from the RFP. | ||||
| 11 | M - Evaluation Factors for Award | Will the Government consider changing the acquisition strategy from LPTA to Best Value - Trade Off? Based on our understanding of current acquisition authority guidance, there are 8 criteria that must all be demonstrated/validated by the KO as not applicable to justify an acquisition being deemed LPTA. We don't believe this scope of work is in compliance with all eight criteria. Recommend the Government reconsider the former acquisition criteria when LPTA was more of a common practice. It is understanding that DoD/Army philosophy on LPTA acquisitions has significantly changed over the last few years. | The LPTA methodology was analyzed in accordance with FAR 15.101-2 c. LPTA acquisition for this solicitation is authorized and within the scope of work. Use of LPTA acquisition will be re-evaluated and verified before contract award. | |
| DRFP ‐ Question # | Reference | Response | ||
| 12 | PWS p 20 | What is current MIS configuration being used by the incumbent and Government to accomplish the current workscope? | 13 | Appendix A, Appendix B, Appendix C | The PWS states: The contractor shall provide appropriate engineering functions, repairs, system testing, technical oversight, management, and logistical support necessary to maintain and sustain the TADSS and the Material Support Package (MSP) in a fully operational condition. The contractor shall also provide facilities management, required equipment, and expertise to provide maintenance and sustainment functions. To meet this requirement, there is currently insufficient information in the DRFP for anyone other than the incumbent to develop an an adequate BOE, labor mix and competitive price in an FFP environment using an LPTA acquisition To level the playing field, will the Government consider providing the labor categories and level of effort being used to support the ACT mission today? If not, request the Government provide the LCATS and sufficient workload data, specific number and type of systems at each manned, unmanned and remote site, MTBF for each of those systems by site, number of service calls monthly/annually to unmanned/remote sites. | The current contractor performs IAW the PWS. We do not measure performance based on number of personnel. 12 months of historical maintenance data will be provided for Situational Awareness. The Government isn't providing this data as Government furnished information for use on the RFP and it comes as-is with no guarantees of accuracy. Number and types of systems has been provided in the Appendix A. | |

Based on the specific nature of needed skill sets for staffing, it may be necessary to provide salaries that go beyond the wage determinations. (ie, electrician will need GFP specific knowledge that goes beyond common electrician skills). | This effort is subject to the service contract act and wage determinations. The wage determination is the minimum that you must pay the applicable employee not the ceiling for the employee. | |
| 21 | Appendix A, PWS | |||
| p. 1, 2 | For Class B, C devices the Appendix does not provide the location for such devices segregated into CONUS locations.
