W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227 L.7.7.4 RFP Amendment 0002 section L.7.7.4 describes requirements for Offerors to address Contract Relevancy and Performance. Similarly, Attachment 35 (Past Performance Contract Description) page 2 contains a Contact Relevancy Narrative section. The wording on Page 2 of Attachment 35 is not reflected in the instructions for this Solicitation (i.e., there is no Section L.12.14, the Relevance Narrative is part of Section 4 instead of Section 3 (L.7.7.4), and there is no Appendix E in the Past Performance Volume.

a. Is the offeror permitted to delete Page 2 of Attachment 35 in their submission?

b. Is the offeror permitted to embed the contents of Attachment 35 (in Word) into the Past Performance Volume or does the government wish a separate file?

c. Is the offeror permitted to create the Contract Relevancy Narrative as Section 4 of the proposal in Contractor format?

d. Or should Section 4 be provided in Attachment 35. The wording in sections L.3 and L.7 of the RFP has been modified to clarify the Government's intent with respect to the Past Performance Proposal requirements. Additionally, Attachment 35 has been revised to remove reference to a relevancy discussion. The content presented in Attachment 35 corresponds to the requirements in sections L.3.7.3 and L.7.7.3, "Section 3 - Contract Descriptions" and shall be part of Section 3 of the offeror's Past Performance Proposal. Per sections L.3.7.4 and L.7.7.4, the offeror shall address relevancy in Section 4 of their Past Performance proposal.

a. See above narrative.

b. See above narrative.

c. Offeror's shall comply with format instructions in L.1.20.

d. See above narrative.

This section also states that “Font size restrictions do not apply to reproduced solicitation documents.” Attachment 35 (Past Performance Contract Description) contains a table and narrative section which do not comply with the font requirements specified in L.1.20.1. May Offerors change the font of the provided solicitation documents to comply with L.1.20.1?Please refer to the Government's response for CRM ID #1
3W900KK20R0011_Attach_35_NCRC_EPOS_Past_Performance_Contract_Description and W900KK-20-R-001_NCRC_EPOS_Conformed_at_ Amendment_0002_20200227L.7.7.4RFP Amendment 0002 section L.7.7.4 describes requirements for Offerors to address Contract Relevancy and Performance. Similarly, Attachment 35 (Past Performance Contract Description) page 2 contains a Contact Relevancy Narrative section. Please confirm that the Contract Relevancy and Performance narrative described in L.7.7.4 should be provided in the Contract Relevancy Narrative section of Attachment 35.Please refer to the Government's response for CRM ID #1

a. Should the offeror reconfigure Attachment 32 to be portrait, or remain landscape?

b. Should the offeror use a separate Attachment 32 for major subcontractors, or all contracts combined into one sheet?

c. Is the offeror permitted to embed the contents of Attachment 32 (in Word) into the Past Performance Volume or does the government wish a separate file? a. See updated Attachment 32 which has been changed to a portrait orientation.

b. The content presented in Attachment 32 corresponds to the requirements in sections L.3.7.2 and L.7.7.2, "Section 2 - Past Performance Contracts" and shall be part of Section 2 of the offeror's Past Performance Proposal. The offeror is permitted to present multiple tables, if necessary, to comply with the requirements in L.1.20; however, the Government's intent is to receive a simplified summary of the offeror's past performance.

c. See response b, above.

5 RFP L.1.9.4.4 The RFP states that, “Offerors shall hand carry and/or mail digital copies of the NCRC EPOS Solicitation Comment Form(s) on DVD-R/CD-ROM.”

1) Is it acceptable for offerors to FedEx digital copies of the comment form?

2) Are there additional security instructions applicable to FedExed or mailed DVDs/CDs?

1) Yes, Offeror's may FedEx digital copies of the comments form.

2) There are no additional security instructions applicable to FedExed or Mailed DVDs/CDs.

6W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.7.4, L.8.3, L.9.3, L.10.4Several references in Section L specify the contents of each volume’s Cover Sheet/Title Page, and make reference to “Amendment Number if applicable”. The examples given seem to indicate this reference is to an amendment to the Offeror’s Volume submission “(e.g., Volume I, Amendment 1 – Past Performance)”.
Is the Amendment Number referring to the Solicitation Amendment or an Amendment to the Offeror’s proposal submission, such as in the case of a revised proposal following initial proposal submission, in accordance with 52.215-1 INSTRUCTIONS TO OFFERORS--COMPETITIVE ACQUISITION?Based on the example given, the Government's intent is for offeror's to note whether a submission is an original submission or a revision to a previous submission. The RFP will be updated in numerous areas to clarify.
7W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200228L.7.7.1.2L.7.7.1.2 states that Offeror’s should cite the applicable NCRC EPOS PWS subparagraph number to indicate the type of work to be performed by the Offeror and each proposed major subcontractor.

In addition, it states: Offerors shall clearly identify the anticipated percentage of work for which the major subcontractor is responsible.

a. Does this requirement refer to the NCRC EPOS Sample Information Technology System Management (ITSM) PWS or the NCRC EPOS IDIQ PWS subparagraph numbers?

b. Does “the anticipated percentage of work for which the major subcontractor is responsible” refer to the ITSM Model Task Order only, or to the full NCRC EPOS Lot 2 effort? Paragraph L.7.7.1.2 (and L.3.7.1.2) has been updated to clarify the Government's intent. The purpose of Past Performance Section 1 - Organization/Teaming Arrangement is to provide further substantiation and insight in support of the rationale provided by the offeror under Section 4 - Contract Relevancy and Performance. Specifically, the content addressed in these Sections 1 and 2 and throughout the entire Past Performance volume shall correspond to the Past Performance examples initially referenced in Paragraph L.7.2.3 (and L.3.2.3) and outlined in further detail in Paragraphs L.7.7.2.2 (and L.3.7.2.1).

Additionally, the definition of major subcontractor in Paragraph L.7.1.3 (L.3.1.3) has been modified to broaden the definition.

a) Reference to specific PWS paragraphs is no longer required.

b) The past performance references selected by the offeror as part of its past performance volume shall be selected based on the requirements of the model orders identified in Paragraphs L.7.2.3 (and L.3.2.3) . The anticipated percentage for work for which the major subcontractor is responsible refers to the ITSM model task order only in the NCRC EPOS Lot 2 effort (and the CHS model task order only in the NCRC EPOS Lot 1 effort).

8W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200229L.1.15One of the companies named in L.1.15 is a direct and frequent competitor of many small businesses who will be proposing as either Prime or as a subcontractor on NCRC EPOS. Will these firms have access to competition sensitive information such as the cost/pricing volume and any associated spreadsheets, or will their access be limited to non-competition sensitive/non-price information? Access to such competition sensitive information could severely damage a small business’s ability to successfully compete against the company named in L.1.15. If access to competition sensitive information will not be restricted, other than the NDA, what actions is the Government requiring these firms to take to ensure Offerors’ competition sensitive, proprietary data is protected and not used against Offerors in other acquisitions? How does the Government intend to monitor these firms’ compliance with these actions and NDAs?As indicated in L.1.15 "These individuals will be authorized access only to those portions of the proposal data and discussions that are necessary to enable them to perform their respective duties. Such firms are expressly prohibited from competing on the subject acquisition unless the Contracting Officer has determined the possibility of an actual or potential Organization Conflict of Interest (OCI) has been mitigated." Cost/Pricing information will be evaluated by government personnel. From your end, ensure proprietary technical information is marked in accordance with the instructions.
9W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200230L.7.3, L.7.9, L.8.2, L.8.9, L.9.2, L.9.10, M.10.1NCRC EPOS Compliance Matrix

The above referenced Instructions state that the NCRC EPOS Compliance Matrix should be in each individual Volume, yet M.10.1 states that the NCRC EPOS Compliance Matrix should be in Administrative Information Volume (V) (IV?). The instructions for Volume IV do not require the NCRC EPOS Compliance Matrix.

Please clarify the instructions and evaluation. The solicitation has been revised. Compliance Matrix is only required for the Technical Volume.
10W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.5.8.6.23, L.9.8.6.21The instructions for each NCRC EPOS Lot Cost/Price Workbook reference Wage Determination. Will the Government provide the applicable Area Wage Determination for the locations in which pricing is required? The requirements for NCRC EPOS are considered professional service; therefore, Wage Determinations have not been included in the solicitation.
11aW900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.9.8.15.3, Page 188This paragraph number appears to be in error. Please confirm that it should be L.9.8.6.15.3Yes, this is an administrative error and the Government will correct this.
11bWhat color of funding is the NCRC either both or SB Lot 2NCRC EPOS is funded with RDT&E funding for both lots.
12W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.3.7.1The instructions in 3.7.1.1 state: “provide an outline of how the NCRC EPOS program requirements will be assigned within the Offeror’s corporate entity and among the proposed joint venture, teaming partners and subcontractors” which would involve all subcontractors. Section 3.7.1.2 states “Offerors shall clearly identify the anticipated percentage of work for which the major subcontractor is responsible” which would limit the narrative to major subcontractors only. Request the government clarify whether the Organization/Teaming Arrangement narrative includes only major subcontractors or all subcontractors. Please refer to the Government's response for CRM ID #7.
13W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.5 and L.5.8.6.19Would the government please clarify what is meant by the following statement in Section L.5.8.6.19, “As previously stated, proposed cost information for subcontractors shall be furnished in the same format and level of detail as prescribed for the Offeror described in the first paragraph of the Cost/Price section above.”? Would the government please provide the section number/reference for what the first paragraph of the Cost/Price Section is referring to? Would the government also consider providing a separate Section to include all the details required by all subcontractors and information required by major subcontractors as Section L.5 Cost/PRICE-Volume IV (FACTOR 4) is content rich and is difficult to understand what is being requested by the government and from whom. Rationale: We want to provide the level of detail required by the government and we want to be respectful of our Small Business Subcontractors to not require information that the government doesn't intend to use for evaluations. This level of detail will be particularly burdensome for Small Businesses to comply with.
Section L.5.8.6.19 has been revised. A separate breakout for subcontractors will not be provided.
14W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.6.8.1 (Page 167 of 221)Would the government please confirm that an electronic signature (a real pen and ink signature on paper that has been scanned and enabled electronically via PDF) would be acceptable in places throughout the solicitation that requires "original signature"? Rationale: Offerors usually have a very high-level person such as a Vice President that is the authorized signature authority who may not be readily available in person to sign documents. This would create an administrative burden and potential delays in Offerors being fully responsive to the government. The solicitation will be amended in multiple places to allow for either a scanned or original hand written signature from an official within the Offeror's organization that is authorized to bind the offeror to such an agreement.
15W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.6.9.3 (Page 169 of 221)Would the government please remove the requirement for the entire NITC Model Task order (Section J, Attachment 6) to be submitted in Volume V? Rationale: There are no fill in data points for the Offeror to complete in Sections A-J outside of what is required for Section B which is already required for Volume V in Section L.6.9.2. This requirement for Attachment 6 (27 pages) to be included in Volume V increases the administrative burden on Offerors by substantially increasing the size and review time for Volume V and provides no additional benefit to the Government.Attachment 6 has been updated to include the front page, the SF 1155. Per instructions in Paragraph L.6.9.1, the Offeror is to sign the SF 1155 and return the partially executed NITC Task Order in Volume V. Similarly, the offeror is required to sign and return the signed cover sheet of the original solicitation (the SF 33) and a signed version of each solicitation amendment (SF 30), as directed by paragraphs L.6.8.1 and L.10.8.1.
16W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227Paragraph: I. Event OverviewThe Event overview section for the scenario provided in attachment 28 states that the event will be for an intermediate-sized cybersecurity training event. What does intermediate-sized event mean? Is it synonymous with the medium sized event described in attachment 16? If it is different from the event in attachment 16, how many teams and what are the distribution of roles and personnel across these teams if different from the USCYBERCOM standard? The reference to intermediate-sized event in attachment 28 is the same as the medium sized training event described in attachment 16.

Documentation Change: Attachment 28 – Cyber Training Event Scenario: Change 1st sentence of Event Overview to reference footnote as follows: “… requests support for an upcoming, intermediate-sized1, one week cybersecurity training event.” And include footnote that reads “The reference to intermediate-sized event here is the same as the medium sized training event described in attachment 16”

17W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.6.8.1 (Page 167 of 221)Would the government please revise the language that states, "SF33 requires an original signature executed by an official registered in the System for Award Management (SAM) as authorized to bind the contractor to perform the contract"? Offerors have numerous representatives within their organizations that have authority to bind the company at varying levels and all these representatives (authorized signatory for the Offeror) are not necessarily captured in SAM. SAM is primarily designed as a repository of REPS and CERTS not a list of all authorized individuals to bind a company. We suggest the government modify this language to state "SF33 requires an original signature executed by an official authorized to bind the contractor to perform the contract."Please refer to the Government response for CRM ID #14.
18W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.6.8.10.4 (Page 168 of 221)The government is requiring the Small Business Participation Commitment Document (SBPCD) in Volume III per Section L.4.2.2 of the Solicitation as well as Volume V per Section L.6.8.10.4 . Would the government please remove the requirement for the SBPCD document to be included in Volume V or clarify where the SBPCD document should be located? Rationale: To prevent administrative burden and possible error in submission and review. We recommend that this document only be in one Volume from each Offeror.Yes. The Government has removed the requirement to include the SBPCD in Volume V. Section L.6.8.10.4 has been revised to delete this requirement.
19W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.6.13 (Page 170 of 221)Would the government please clarify if an abbreviations and acronyms list is desired for content just Volume V like the other four volumes or does the government want a master list of all abbreviations and acronyms listed in the entire proposal (Volumes I-IV) included with Volume V?Paragraphs L.6 and L.10 have been revised to clarify the Government's intent and streamline/simplify the information being requested.

24List of Past Performance Contracts/W900KK20R0011 Attachment 32/originalEntire FormThe RFP Section L.3.7.2.2 requires questionnaires be provided to the Program Manager and PCO for up to 5 contracts. Attachment 32 List of contracts only includes fields for a single POC for 3 contracts. Offerors would be required to modify the form to provide the requested information on 5 contracts. Request the government provide guidance on modifying Attachment 32 or provide revised Attachment 32 which contains sufficient fields to provide all the RFP requested information. Please refer to the Government's response for CRM ID #4.
25Past Performance Questionnaire Cover Letter/W900KKK20R0011 Attachment 34/originalEntire FormThe cover letter provided includes a no later than date of no later than 15 days from receipt of request or 21 February whichever occurs first. The February 21st date is passed. The content of the letter is an image inserted into the document which prevents being able to enter the fields required for the recipient. Request the government provide revise cover letter with dates that can be complied with and editable fields. Receipt of the revised letter is critical since the current version is not usable and offerors cannot release the questionnaires to the required POCs.Attachment 34 has been updated with the following changes:

1) File type updated to native MS Word Format.

2) Government POCs have been updated

3) Due date language was corrected

Please refer to Paragraphs L.3.7.2.3 and L.7.7.2.3 which provide additional information concerning the updated Government POCs.

Additionally, the Government acknowledges that Attachment 34 is not signed by the PCO; it is merely a tool for providing information to the parties that will be completing the Past Performance Questionnaires.

L.3.7.3, L.3.7.4The RFP instructions separate the contract descriptions containing basic contract data in Section 3 from relevance narrative in Section 4. Attachment 35 provides direction for the narrative for each reference to follow the contract data. Request the government clarify which sequence is required: each contract data description followed by its respective relevance narrative; or all contract data descriptions in one section, followed by all relevance narratives in a separate section. Please refer to the Government's response for CRM ID #1.
27W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227
L.5.6.8The RFP states, "All dollar amounts provided shall be rounded to the nearest dollar and shall reflect United States currency.". Will the Government please confirm this only applies to the model task order prices and not the rates guide or the fully burdened rates?Government confirms rounding does not apply to the Rate Guide or fully burdened rates. Section L.5.6.8 has been updated accordingly.
28W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227
L.5.8.1.2 (Page 155 of 221)Relative to CPFF contract type, the provisions in the solicitation deviate significantly from FAR 52.216-7 Allowable Cost and Payment, and FAR Subpart 42.7 Indirect Cost Rates, incorporated into the solicitation, which prescribe policies and procedures for establishing (a) Billing rates; and (b) Final indirect cost rates. It appears by the indirect rate caps the Government is interested in establishing a fixed labor rate on a CPFF engagement. Would the Government please update this section to be in alignment with the referenced FAR provisions? The Government's intent is to achieve an acceptable level of cost certainty, and as such has requested that offeror's propose not-to-exceed fully burdened rates. However, as noted in the RFP, labor rates may be adjusted or re-negotiated due to unforeseeable factors at the discretion of the Contracting Officer.

L.5.8.1.1; L.5.8.1.3; Attachment 37 Tab 1 and 3 Section L.5.8.1.1 and L.5.8.1.3 refers to the "NCRC EPOS Rate Guide" while Attachment 37 includes the Rate Guide as part of "Tab 3 Rate Schedule"

Would the government confirm that the "NCRC EPOS Rate Guide" is established by "Tab 3 Rate Schedule" Columns Q-Z? Would the government consider adding an additional Tab 4 to Attachment 37 with a suggested name of "Tab 4 NCRC EPOS Rate Guide? Rationale: This would separate Offerors proprietary information from the rate guide while also keeping the same naming convention consistent within the Solicitation and Attachment 37.The Rate Guide is not established by the Tab 3 rates; the Rate Guide shall be a separate document so that it can be incorporated into a contract, if awarded.

L.3.2.5, L.3.7.1.2Section L.3.2.5 refers to the Charleston Site Services TO for past performance reference. Section L.3.7.1.2 requires information on offeror and major subcontractors be mapped to the NCRC EPOS PWS subparagraph number. This leaves ambiguity regarding which PWS to map to; Attachment 1, the IDIQ PWS or Attachment 14, the Charleston Site TO PWS. Would the government confirm that the correct PWS to map to is Attachment 1, the IDIQ PWS?Please refer to the Government's response for CRM ID #7.

L.4.7.2, L.4.10, M.4.4 The RFP states, “Enforceable/binding agreements will be weighted more heavily than non-enforceable/non-binding ones.” Would the government please confirm that it considers fully executed teaming agreements as enforceable/binding agreements? Would the government please clarify whether this requirement pertains to all subcontractors or just major subcontractors? If the government intends this statement to include workshare would the government, please consider removing this requirement or requiring this at the Task Order level where the Prime and Subcontractor will know what specific tasks/services are required? Rationale: It is difficult if not impossible to estimate the appropriate workshare at the IDIQ level before the prime understands the specific type of work to be performed, the personnel needed, and level of support required to meet the PWS requirements. The level of detail provided at the Task Order level would allow both the prime and subcontract to understand the government’s requirements and determine an accurate workshare distribution; without that level of detail both companies are basically creating a best athlete approach which would effect workshare and may vary from what is agreed upon based on personnel and resources available at the time of the Task Order release. The Government considers "enforceable commitments" with respect to Paragraph L.4.7.2 and M.4.4 as agreements that are signed by both parties (the prime and the sub). The Government acknowledges that commitment documents are being requested in relation to an unawardable task order.

With respect to the Offeror's question concerning workshare - the 25% small business subcontracting goal is based on 25% of the applicable cost of the action, not 25% of the effort.

L.3.7.2The RFP instructions require 2 questionnaires per contract reference. This requirement can be a limiting factor in providing the most relevant references. Many government contract personnel are unwilling to complete questionnaires at all, especially in situations where the contract submits CPARs reports and views that as satisfying this requirement. In other cases, the COR is normally the individual designated to complete questionnaires and the CO does not complete them. The two-questionnaire requirement is also dependent upon the immediate availability of multiple government personnel within a defined timeframe which is not always possible. Request the government accept CPARs as an indicator of performance for the questionnaires; or at least accept CPARs in lieu of one of them. This will enable offerors to provide the government with the most representative contracts for evaluation.Paragraphs L.3.7.2.2 and L.7.7.2.2. have been updated to allow for either the Program Manager, Contracting Officer, or Contracting Officer's Representative to complete the Past Performance Questionnaire. Additionally, verbiage was added to clarify the intent that the Government is seeking only one completed questionnaire from each past performance example.

L.5.8.3 The RFP states, "The Offeror and each subcontractor/team member shall provide the following information on each and every proposed indirect rates applied to direct labor, travel, and Material, other direct costs." Comparing this statement to the language in section 5.8.2, it appears this would only apply for subcontractors/team members above $10M annually, will the Government please verify?

Yes, this is correct. Section L.5.8.3 will be revised to match L.5.8.2.

Furthermore, "Tab 2 Labor Trace Matrix" defines four levels (Junior, Journeyman, Senior and Master) but "Tab 3 Rate Schedule" only allows a single price for each LCAT.Offerors shall adjust as needed for each level to include all applicable labor rates.

L.5.8.1.3; L.5.8.6.23 L.5.8.1.3 refers to potentially lowering the ceiling rates proposed in the "NCRC EPOS Rate Guide" due to FPRA reductions. L.5.8.6.23 states that "at the discretion of the Contracting Officer, labor rates may be adjusted or re-negotiated due to unforeseeable factors".

How does the government anticipate implementing these changes to the "NCRC EPOS Rate Guide" and would it only be applicable on an individual Task Order basis? Rationale: Offerors rates are extremely competitive and ceiling rates shouldn't be adjusted without Offerors full written agreement before work starts.

Any renegotiation or adjustment to the contractually bound not-to-exceed rates would result from an agreement between the PCO and the contractor.

contractor facilities, and the Government facilities in Orlando, FL; Charleston, SC; Patuxent River, MD; and Ft. Walton Beach, FL." Attachment 37 only allows for one set of labor rates, is it the Government's intention for the client site rates to encompass the four locations mentioned or will the Government create a section for each location in Attachment 37?

As noted on Tab 3 of the Cost/Price Workbook, the Offeror may adjust the spreadsheet to include all applicable rates/locations.

:L.3.1.3, L.3.7.1.2, L.3.7.3Section L.3.1.3 defines major subcontractor as those projected to receive more than $10 million on subcontracts. Section L.3.7 requires information on each proposed major subcontractor to evaluate past performance. Section L.3.7.3 limits the number of reference contracts from subcontractors to 2 references. There is the potential that teams will have more than 2 major contractors based on the $10 million criteria, but only 2 complete contract references in Section 2 and 3. Request the government clarify the L.3.7.1.2 requirements to indicate whether the specific information is required for only the 1 or 2 major subcontractors for which full contract information is being provided in Section 2 and 3, or whether this information is also required for major subcontractors in addition to those providing contract references for Section 2 and 3.Please refer to the Government's response for CRM ID #7.

51Solicitation AmendmentLockheed Martin is in receipt of the subject Solicitation Amendment noting the destruction requirement for draft documents distributed under Distribution Agreements dated prior to 21 February 2020. We noted that no timeline for destruction is identified in the Distribution Agreement.

Lockheed Martin desires to ensure that there is ample time to conduct a thorough review of all LM document recipients and data repositories. Please advise if the Government has a desired timeline for destruction.

Additionally, in the past the Government has on occasion provided red-lined documents when changes have been made. Kindly advise whether red-lined PWSs will be provided so that we can quickly identify the changed areas and make the appropriate updates to our in-process proposal

All NCRC EPOS Distribution Agreements approved prior to 21 February 2020 were revoked on 25 February 2020. Data Custodians were instructed via beta.SAM.gov to ensure ALL draft documents, to include briefing slides and Comment Review Matrices, are not used for proposal preparation. The Government requested notification when the documents are destroyed in accordance with terms and conditions contained in the NCRC EPOS DA. Please complete destruction no later than 5 April 2020. An e-mail containing these instructions will be sent to each contractor that received an approved NCRC EPOS DA prior to 21 February 2020.

The Government will consider posting compared documents moving forward.

Reference Section/Paragraph: L.5.8.6.23 NCRC EPOS Lot 1 Proposal Cost/Price WorkbookDiscussion: Several Labor Category Descriptions contain years of experience required. We are asked to price four levels (I, II, III, and IV) for each Labor category.
Question: Would the government clarify the years of experience required for each specific LCAT by level? Or would the government consider providing years of experience for each level and eliminating the years of experience in the Labor Category Description?Offerors have the latitude to propose the level of expertise. Years of experience in the labor category definition are typical expectations but are not restrictive.
53W900KK-20-R-001_NCRC_EPOS_Conformed_at_Amendment_0002_20200227L.7.7.4.3, L.7.7.4.4Several instructions in L.7.7.4.3 and L.7.7.4.4 are duplicated verbatim. For example:

L.7.7.4.3 – “…provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid recurrence.” And L.7.7.4.4 – “Provide a brief explanation of the reason(s) for problems or shortcomings that occurred during contract performance and any corrective action(s) taken to avoid recurrence.”

L.7.7.4.3 – “All requests for deviation and requests for waiver shall be addressed with respect to causes and corrective actions.” And L.7.7.4.4 – “Address any failures to meet the proposed delivery schedule, requirements for Requests for Deviation and Requests for Waiver with respect to causes and corrective actions.”

Question: Is it acceptable for the Offeror to address these duplicative instructions in a single narrative response?

The applicable paragraphs have been amended to streamline and clarify the Government's intent.
