About this file
This Request for Proposal (RFP) solicits proposals for the National Cyber Range Complex Event Planning, Operations and Support (EPOS) requirement. Offerors must plan and execute events at National Cyber Range Complex sites in Orlando, Charleston, Patuxent River, and Fort Walton Beach. The RFP includes model task orders for Network Integration and Test Center support and Charleston site services.
Proposals are due April 6, 2020. The contract award date is December 17, 2020, with a post-award conference scheduled for January 19, 2021. Offerors must complete a distribution agreement and submit required documentation to obtain export-controlled and controlled unclassified documents. Subcontractors must also comply with distribution terms. The pre-proposal conference is rescheduled to March 16-17, 2020.

| 2 | W900KK-20-R-0011_NCRC_EPOS_Conformed_at_Amendment_0006_20200327 | Section L.3.2.3, page 141 | Section L.3.2.3 has been revised to include – “For IDIQ contracts, each Delivery/Task Order shall be counted as one “contract”.” This change is also mentioned in the CRM. Previously the instructions allowed IDIQs to be used for past performance if performed in a single location and having a single POC. |
Comment: This is a major change from prior solicitation requirements negatively affecting major proposal efforts where IDIQs were being used. Companies have based bid/no-bid decisions in great part upon citable past performance requirements in the solicitation for the last two years. We have completed our Past Performance Volume and sent out all PPQs. We leveraged several Single Award IDIQ contracts performed in substantially one location that have single points of contact. Referencing a Delivery/Task Order under a Single Award IDIQ contract with Delivery/Task Orders performed in substantially one location and with a single POC may not allow a bidder to adequately convey the relevant size, scope and complexity of work performed unless referenced at the IDIQ level (i.e. Individual Delivery/Task Orders for appropriate/similar work may be small but cumulatively add up to or exceed appropriate size, scope and complexity.
Question: Will the government allow Single Award IDIQ contracts with Multiple Delivery/Task Orders performed in substantially one location and with a single POC count as one contract usable for past performance if size, scope and complexity are appropriate at the IDIQ level?
| The Government's intent has not changed with respect to how orders under IDIQs would be counted as past performance examples. The change in language in Amendment 0006 was only to clarify the Government's intent that each order shall be it's own past performance example. | ||||
| 3 | W900KK-20-R-0011_NCRC_EPOS_Conformed_at_Amendment_0007_20200330.pdf | L.1.9.4.3, L.1.9.4.4, Page 126 | We are headquartered in Arlington, VA, and our workforce lives in the D.C./Maryland/Virginia (DMV) area. Given statewide Executive Order restrictions on movement and travel that were imposed yesterday (3/30/20) by the governors of Maryland and Virginia, will the government provide another way for offerors to submit technical questions that are subject to the distribution restrictions other than CD and hand delivery? This would require our employees currently living under lock down restrictions to travel for non-mission essential travel and may endanger not only their lives, but also put them at risk for receiving fines and penalties imposed by the state. | Solicitation Amendment 0008 was executed to allow for bidders questions containing export controlled information to be submitted via DoD SAFE. Please see Paragraph L.1.9.4.4 |
| 4 | W900KK-20-R-0011_NCRC_EPOS_Conformed_at_Amendment_0007_20200330 | Sections L.9.2 and L.10.2 outline the stand-alone appendices and documents for the Cost Volume and Administrative Volume, respectively. However, it appears that there may be stand alone documents in addition to the one listed. For instance, L.9.8.5 requires a PDF Compensation Plan which is presumably stand alone. L.10.8.10 is listed as “J_Property_Management_System_Plan” but actually describes multiple documents (OCI Plan, Property Plan, Reps and Certs) |
The question – can the contractor add and re-label separate stand alone documents as it determines is required within the solicitation? Or is it imperative that we adhere to the listed appendix label (i.e. Append A, or A_XXX) as denoted in Sections L.9.2 and L.10.2.
| The compensation plan required by L.9.8.5 shall be included as part of the cost/price volume submission. Paragraph L.10.8.10 (and L.6.8.10) have been amended to clarify the Government’s intent. | |||
| 5 | W900KK-20-R-0011_NCRC_EOPS_Conformed_at_Amendment_0002_20200227.pdf | L.3.7.1.2 | This section states: “The Offeror shall clearly identify and describe the work that the affiliate/subsidiary/parent company will be performing under the NCRC EPOS effort. The description of the work performed by the affiliate/subsidiary/parent company will be considered in determining the relevancy of the past performance information provided for the affiliate/subsidiary/parent company. If the Offeror fails to demonstrate the affiliate/subsidiary/ parent company’s meaningful involvement in the performance of the resultant contract, the contract or effort will not be considered relevant and will not be evaluated and may result in an “Unknown Confidence (Neutral)” rating. The information provided for the Offeror and each proposed major subcontractor must include the entire company name, company address, CAGE Code, DUNS Number and type of work to be performed by citing the applicable NCRC EPOS PWS subparagraph number. Offerors shall clearly identify the anticipated percentage of work for which the major subcontractor is responsible.” |
Will the Government please clarify the difference between the requirement in this section and that of Section L.3.7.1.1 with respect to the work to be performed under NCRC EPOS? Section L.3.7.1.1 indicates offerors are to distribute program requirements amongst the prime contractor and all teaming partners; this section asks for this information, along with other corporate information, only for major subcontractors. Are offerors to provide the CAGE Code and DUNS for all subcontractors? Further, will the Government please clarify how this information impacts the relevancy evaluation of our past performance references?
The purpose of the Section 1 - Organization/Teaming Arrangement portion within the Past Performance volume is to understand how the offeror's past performance examples relate to this proposed effort. For instance, by requiring this information, the Government is seeking to ensure that an offeror is not using a past performance example from a subcontractor / subsidiary / affiliate, etc that will not be involved with the EPOS effort.
Amendment 0006 made numerous changes to the past performance volume to clarify the Government's intent.
6 W900KK20R0011_Attach_31_Compliance_Matrix_20200327 We understand the compliance matrix for technical volume will not be evaluated but want to understand if Factor 2 PWS and CDRL content in subject attachment 31 is only an example or if that content is the only PWS and CDRL requirements the Government will evaluate. In other words, are the PWS and CDRL requirements listed in attachment 31, Factor 2, columns D & E, the only requirements the Government wants addressed in the proposal or should the Offeror address all PWS and CDRL requirements of the SB Lot?
| Offerors are to follow the instructions in sections L and accordingly the evaluation criteria in section M for Factor 2. Attachment 31 (Compliance Matrix) as mentioned in the solicitation will not be evaluated and was provided as a "a preliminary NCRC EPOS Compliance Matrix (see Section J, Attachment 31) to assist the Offeror in correlating Section L instructions with Section M evaluation factors." | ||||
| 7 | W900KK20R0011_Attach_31_Compliance_Matrix_20200327 | Description of ID/IQ PWS Para reference 3.26 under Factor 2, Subfactor 2.3, “Capability Assessmentsechnology Investigations and Prototype Development,” does not coincide with ID/IQ PWS titles. Is it correct to assume that both ID/IQ PWS 3.26 and 3.27 are meant to be referenced in the capability matrix? | The Compliance Matrix (Attachment 31) does include IDIQ PWS 3.26 and 3.27. However, the title to PWS 3.27 was misaligned or included with PWS 3.26 title. Compliance Matrix (Attachment 31) has been updated to correct this. | |
| 8 | Model Performance Work Statement (PWS) for National Cyber Range Complex (NCRC) Event Planning, Operations, and Support (EPOS) Small Business (SB) Task Order XXXX NCRC Information Technology Service Management (ITSM) PWS-2019-046 | 4.23.2 | Section 4.23.2 of the ITSM PWS, Enterprise Trouble Ticketing/Problem Reporting/Help Desk was recently amended to remove the sentence “Upon approval by the Government, the Contractor shall implement and manage the system along with the associated help desk capability.” There are no longer references to a help desk capability in the PWS paragraph, however the PWS title does mention a help desk. Should the Offer understand that the PWS requirement includes an associated help desk capability? | The associated help desk capability has been removed from ITSM PWS 4.23.2 requirement. Title of that section has been updated to include only "Enterprise Trouble Ticketing/Problem Reporting". |
| 9 | W900KK-20-R-0011_NCRC_EPOS_Conformed_at_Amendment_0007_20200330 | What is the font and size requirements for header/footer and caption text? | Paragraph L.1.20.1 has been revised to capture headers, footers, and captions which shall be no smaller than 10-point font size. | |
| 10 | W900KK20R0011_Attach_01_NCRC_EPOS_IDIQ_PWS_Amendment_20200327 | ID/IQ PWS Para 3.11 states “Key Personnel roles will be identified in each Order.” Question: Are specific names required as part of the proposed identification of Key Personnel roles? | Specific names are not required as part of the proposed identification of key personnel roles. Also, please see the Government's response provided for CRM ID #169 in the Window 1 responses posted to beta.sam on 27 Mar 2020. | |
| 11 | W900KK-20-R-0011_NCRC_EPOS_Conformed_at_Amendment_0007_20200330 | Amendment 0007, Section L.10.8.10.4 states “Additionally, a NCRC EPOS Rate Guide shall be submitted with the Cost/Price – Volume IV”. Question: Is the NCRC EPOS Rate Guide submitted with the Cost/Price – Volume III, or Admin – Vol IV, or both? | The NCRC EPOS Rate Guide is to be submitted with Volume III - Cost/Price. | |
| 12 | W900KK-20-R-0011 Attach 14 CHS PWS.pdf | 4.24.3 Para 2 | This section states “Attachment 22 in Section J shows some representative event timelines”; however, Attachment 22 in the solicitation states it is reserved. Will the Government please clarify this reference? | The CHS PWS section 4.24.3 paragraph 2 has been updated to remove the incorrect attachment reference. |
| 13 | W900KK-20-R-0011 Attach 01 NCRC EPOS IDIQ PWS | 3.11.1 | Section 3.11.1 states that the contractor agrees to assign “only Key Personnel who resumes were submitted and approved . . .” Will the Government please confirm no key personnel resumes are to be submitted with offerors’ proposals? | Please see the Government's response provided for CRM ID #169 in the Window 1 responses posted to beta.sam on 27 Mar 2020. |
| 14 | W900KK20R0011_Attach_31_Compliance_Matrix_20200327 | Attachment 31, Compliance Matrix includes reference to IDIQ PWS Para 3.32, yet answer #129 in file: W900KK20R0011_CRM_20200327 states “Reference to Section 3.32 of the ID/IQ PWS SEMP will be removed from the Technical Compliance Matrix for the SB lot under Subfactor 2.1.” Question: Did the Government mean to delete reference to Section 4.26 of the ITSM PWS SEMP from the Technical Compliance Matrix for the SB lot under Subfactor 2.1 instead of reference to Section 3.32 of the ID/IQ PWS SEMP? Will an updated compliance matrix be provided? | Compliance Matrix has been updated to remove the SEMP reference for the SB lot Subfactor 2.1. | |
| 15 | W900KK-20-R-0011 NCRC EPOS Conformed at Amendment 0002 20200227 | L.3.7.2.2 | Will the Government please confirm that offerors are not required to include the draft past performance questionnaires and PPQ cover letters with their proposals? | Per Paragraph L.3.7.2.2, completed questionnaires shall not be sent back to the offeror. Per Paragraphs L.3.7.2.1 and L.3.11, Offerors are to provide a tabular summary of their past performance examples as part of their Past Performance Volume |
| 16 | W900KK-20-R-0011 NCRC EPOS Conformed at Amendment 0002 20200227 | Section L.2.7, L.3.8, L.4.8, and L.5.9 | Will the Government please confirm that offerors are to provide the Glossary of Abbreviations and Acronyms as Attachment 1 and not as a numbered section of their respective volumes? | Please refer to Paragraph L.1.21.6 which was added via Amendment 0006 to provide clarity on the Government's expectations. |
| 17 | W900KK-20-R-0011 NCRC EPOS Conformed at Amendment 0002 20200227 | Section L.3.11 | Will the Government please confirm that the past performance questionnaire list can be embedded in the volume as a table and included as a separate excel file on the DVD/CD? | Correct. Per paragraph L.3.7.2.1, Offerors are to provide a tabular summary of their past performance examples as part of their Past Performance Volume. Per L.3.11 offerors are to provide the table in a separate excel file. |
| 18 | W900KK-20-R-0011/Conformed Amendment 007 | L, Clause 52.215-1 Instructions to Offerors, (c) (2). Page 118 of 218 |
Reference Amendment 006 Mar 27, Answer to Question 320 Answer provided to Question 320 did not address the issue. Initial Round 1 question was - Instructions as stated “The first page of the proposal must show - -“ followed by several requirements.
Please clarify whether this reference of “first page” is a separate page as a file for inclusion onto the DVD disk or if this information is required on the cover page of each Proposal Volume?
This question was in reference to the Government’s requirement as to the CONTENT of the “first page”. Is it the intent of these instructions that all of the noted material must be placed on the cover page of each individual volume? Or is it the intent that a separate “first page” should be included with the proposal that contains this required information?
| For purposes of compliance with provision 52.215-1, the “first page” refers to the first page of the transmittal letter provided as part of the administrative volume. As stated in Paragraph L.6.3, the transmittal letter shall include the information required at FAR 52.215-1(c)(2) and the other information contained within L.6.3. | ||||
| 19 | W900KK-20-R-0011 NCRC EPOS Conformed at Amendment 0002 20200227 | L.1.19.1 and Attachment 29 | Will the Government increase the page limitation on the Closed Environment Challenges scenario to 20 pages to accommodate the additional requirement for a Blue Team Operations Plan? | Page limitation requirement remains the same at 15 pages. Please also see the Government's response provided for CRM ID # 392 in the Window 1 responses posted to beta.sam on 27 Mar 2020. |
| 20 | W900KK-20-R-0011 NCRC EPOS Conformed at Amendment 0002 20200227 | Section L.6.3.2 | Section L.6.3.2 requires offerors to include a contact list of “all key proposal preparation personnel.” Will the Government please define this requirement more clearly? For example, is the Government seeking contact information for all writers, contributing SMEs, proposal manager, pricing analysts, contracts and subcontracts personnel, and other shared services support staff, or a much narrower group? | Per Paragraph L.6.3.2, offerors shall identify the point(s) of contact empowered to make decisions and sign the resultant contract / orders. Additional contacts may be provided at the offeror's discretion. This point of contact(s) would be who the Government would contact in the event of a need for clarifications or discussions, or any proposal related correspondence. |
| 21 | W900KK-20-R-0011 NCRC EPOS Conformed at Amendment 0002 20200227 | Section L.6.8.1 and L.6.9.1 | Sections L.6.8.1 and L.6.9.1 require an “original signature” on the SF33 and DD Form 1155. Because this is an electronic submittal, will the Government allow an electronic signature on these documents? | Please see the Government's response provided for CRM ID #14 in the Window 1 responses posted to beta.sam on 27 Mar 2020. |
| 22 | W900KK-20-R-0011 NCRC EPOS Conformed at Amendment 0002 20200227 | Section L.6.8.1 and L.6.8.14 | Section L.6.81 states that offerors are to submit Sections A-K (along with SF33) as a single as a single, searchable PDF; Section L.6.8.14 states that the submission instructions “should lead a reader to conclude the Administrative Information Volume V submission shall include a complete document (W900KK-20-R-0011, Section A – M).” |
Will the Government please confirm that offerors are to submit the entire solicitation (e.g., SF 33, only Attachments 10 and 11, and Sections A – M) in Volume V?
| As specified in Paragraph L.6.8.1, the signed SF 33 shall be combined with other sections of the solicitation (Sections A-K) and provided as a single PDF file. Numerous changes have made within Paragraphs L.6 and L.19 to clarify the Government's intent. As stated in the Government's response provided for CRM ID #100 in the Window 1 responses posted to beta.sam on 27 Mar 2020, the offeror is not permitted to omit items. | ||||
| 23 | W900KK-20-R-0011 NCRC EPOS conformed at Amendment 0002.pdf | Section L.1.19.1, Volumes of Material Table | To allow offerors to provide a comprehensive, detailed, and tailored response for each scenario within the 15-page limit, will the Government permit offerors to submit a five-page, evaluated introduction section in Factor 1 detailing a high-level and streamlined approach to event planning and execution? This will allow offerors to hone our approach and solution to completing each scenario while also providing our high-level technical approach and understanding of NCRC requirements and environment. | Please see the Government's response provided for CRM ID # 67 and 253 in the Window 1 responses posted to beta.sam on 27 Mar 2020. |
| 24 | W900KK-20-R-0011/Conformed Amendment 007 | Section L.1.17.2 | Delivery Instructions are not justified with current virus concerns. Hand carry of proposals will not be possible for most Offerors. Nor is it clear that the Contracting Office will have personnel to receive and process proposal submissions. To ensure a Monday morning 27 April delivery Offerors will have to submit proposals no later than Friday afternoon (24th) with expectation that they will get the stated “signed, dated, time stamped receipt” from the contracting office no later than noon on Saturday (25th). If no response from the Contracting Office to that effect, it will be necessary for Offerors to resend a second back up proposal submission on Saturday to ensure meeting the Monday (27th) due date. |
Request that the Government revisit the delivery requirements stated in Section L.1.17.2 in light of current National situation.
| Due to the situation presented by the COVID-19 National Emergency – Paragraph L.1.17 has been updated to provide revised proposal submission instructions. | ||||
| 25 | W900KK-20-R-0011/Conformed Amendment 007 | Attachment 30 | Attachment 30 and the L criteria requirement instruct the offer to add an acronym list a separate Table of Contents, Figures and Tables to the narrative on each of the three scenarios. This takes valuable space for each scenario as well as is repetitive of the requirements for the Technical Volume itself. Request elimination of the requirement for this information being part of each scenario. | Attachment 30 Event Support Plan Outline (ESP) has been updated to remove Administrative Contacts, Appendix A, Tables 1 and 2. |
| 26 | W900KK-20-R-0011_NCRC_EPOS_Conformed_at_Amendment_0008_20200331.pdf | Section L, paragraph L.1.21 Electronic Offers | Given the quarantine-in-place order issued by local authorities in response to the COVID-19 pandemic, could the Government arrange for remote electronic delivery of proposals, e.g., upload via DoD SAFE? Or alternatively, to permit mailing of the CDs with the postmark being the accepted effective date of submittal given the pandemic-related disruptions to the USPS and common carrier services (Fedex, UPS)? | Please refer to the Government’s response provided for CRM ID 24. |

| Various | The Government response to CRM 410 states, "The DD Form 1423s applicable to each order shall be submitted in the Cost/Price Volume." However, there is no requirement in Section L to provide the 1423s back to the Government. Attachment 12 makes no reference to the CDRL and Attachment 06 says the CDRL is NSP. Please clarify the Government's expectations for the CDRL. | The Government’s response to Solicitation Question Window 1 CRM ID 410 should have only stated, “The quantity and unit of measure has been revised to reflect tangible deliveries associated with the services performed under the NCRC EPOS orders. No contract line item for the deliveries may contain a quantity less than the number of deliveries anticipated. Use of 1,000 Each eliminates the possibility of a contract deficiency report (CDR) during performance and a need to repeatedly modify the contract.” As previously noted, the cost of preparing the required not separately priced CDRLs and other deliverables shall be included in the price of the other discretely proposed tasks. Offerors are not required to fill out and submit DD Form 1423s as part of the cost/price volume. | |
| 28 | W900KK20R0011_Attach_33_NCRC_EPOS_Past_Performance_Questionnaire.docx | pages 1 and 3 | Attachment 33, the NCRC EPOS Past Performance Questionnaire, contains red text on pages 1 and 3. Please confirm whether the Government will provide an updated Att. 33, or whether offerors should use the redlined version, or create a clean version reflecting the intent of the red text? |
Will the Government confirm this approach?
| The red text included in Attachment 33 are not “tracked changes” or “redlines”. The text in red is intentional and meant to emphasize the instructions to those filling out the data. | ||||
| 29 | W900KK-20-R-0011_NCRC_EPOS_Conformed_at_Amendment_0008_20200331 | L.2.8 | L.2.8 states "The NCRC EPOS Compliance Matrix must provide a single integrated index for the entire proposal", however Attachment 31 was changed to include only the Technical Volume with Amendment 0006 and the matrix was removed from the other volumes. Please confirm it is the Government's intent for Offerors to provide the Compliance Matrix for the Technical Volume only. | Paragraphs L.2.8 and L.8.9 have been updated to clarify the Government’s intent. |

Within Attachment 12 Sample Charleston Site Services Model Task Order PDF, CLIN 2005 – Capability Assessment & Technology Investigation & Prototyping has an NTE value of $250,000, which follows the same pattern of CLINs 0005, and 1005. However, within Attachment 37 NCRC EPOS Lot 1 workbook, there is no NTE value for CLIN 2005. Should there be an NTE value of $250,000 for CLIN 2005 in Attachment 37? |
Will the Government please clarify whether this requirement is only for the Prime and "Major Subcontractors" or for the Prime and all teaming partners?
NTE value of $250,000 has been added to CLIN 2005.
Paragraphs L.5.8.6.23 (and L.9.8.6.21) have been updated to clarify the Government's intent. Plug values are only applicable to the prime's proposal.
31 W900KK-20-R-0011_NCRC_EPOS_Conformed_at_Amendment_0008_20200331 DFARS 252.246-7001 We believe that for the deliverables being priced, a Warranty of Data is not indicated; we therefore request for this clause to be removed. If the Government desires to retain the clause, please indicate what would constitute nonconforming data so the offeror can price this warranty appropriately.
Will the Government please confirm that this requirement is only for the Prime and "Major Subcontractor"?
| The Government will not remove DFARS 252.246-7001 from the solicitation. Per the clauses, the contractor warrants that all technical data delivered under this contract will at the time of delivery conform with the specifications and all other requirements of this contract. This is a responsibility of the prime contractor, who is ultimately responsible for the work performed by any of their subcontractors at any tier | ||||

a) Amendment 0006 provided an updated version of Attachment 34, the NCRC EPOS Past Performance Questionnaire Cover Letter. Therefore, we believe both references in in L.3.7.2.3 to Attachment 33 should be Attachment 34.
b) The reference to Amendment 0005 should be Amendment 0006, which is when the updated cover letter was provided.
| c) Amendment 0004 did change the POC info, but it was contained in paragraph L.1.6 instead of L.1.4 | RFP paragraph L.3.7.2.3 has been updated to correct these typographical errors. | |||

| L.1.20.3 states that "Legible tables, charts, diagrams, drawings, figures, graphs, illustrations, and schematics may be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed 11 x 17 inches in size. However, each 11” x 17” page counts as two (2) pages." Using an 11"x17" foldout for each scenario still keeps the Offeror within the 3 allotted foldout pages for that volume; however, those foldout pages will still count within the 15-page limitation for each scenario. | ||||

| 36 | W900KK-20-R-0011 NCRC EPOS conformed at Amendment 0002 20200227.pdf | Section L.5.8.3 | This section instructs offerors to provide additional supporting data if they do not have an Indirect FPRA per the following solicitation language: “Offerors who do not have a Government-approved direct and/or indirect Forward Pricing Rate Agreement (FPRA) (no older than one year) or only have provisional billing rates must provide. . .” |
Will the government amend this section to read as follows: Offerors who do not have a Government-approved direct and/or indirect Forward Pricing Rate Agreement (FPRA) or Indirect Forward Pricing Rate Recommendation (FPRR) (no older than one year) or only have provisional billing rates must provide . . .”
It is our understanding that this additional data should not be required under FPRR
| The Government has not exempted Offerors with an FPRR from this requirement because Offerors may not choose to comply with the FPRR, in which case the Government wishes to gain an understanding of how the Offeror has determined their proposed rates. | ||||

As the IDIQ, CHS, and NITC TOs will be awarded on the same date, will the Government allow the Contractor to hold one combined meeting to satisfy the requirements for PAC and Kickoff meetings, located in Orlando, FL?
| The IDIQ PAC and NITC PAC/Kickoff Meeting will occur at the same time in Orlando, FL. The CHS TO will be competed and awarded after IDIQ award and thus its PAC/Kickoff meeting will be held at a later date. | |||

Because there are several supporting documents that we typically insert into proposal submissions as scanned PDF “images” (e.g., fully executed (signed) documents, Excel cost information, system audit approvals, and forward pricing rate agreements), will the Government consider revising this requirement to “Do NOT* submit documents in PDF format that are copied as images to the extent possible”?
| Paragraph L.1.20.6.2 has been updated to allow for such signed documents to be scanned and incorporated into the PDF, as appropriate. | ||||

| 42 | EPOS_W900KK20R0011_CONOPS_20200122 | 2.4, 2.5 | Section 2.4 describes IOC and FOC for the range. Per the description, it appears IOC may or may not enable the CHS Site awardee to achieve the requirements for 20 events on the base year with 4 concurrent events and it will not enable the awardee to meet OY1 objectives (40 events, 6 concurrent). Per the CONOPS, FOC is notionally 1-3 years after IOC. It will enable the awardee to achieve OY 1 event requirements. |
Section 2.5 implies that there is another contract that is/will be building out the facilities from IOC to FOC and turning it over to the Services after FOC.
1. Please confirm there is another contract responsible for building out the IOC and FOC range infrastructure.
2.
a. How many days from award does the Govt. anticipate the range will be at IOC?
b. If the range will be at IOC, what is the scope of CHS contractor’s role in achieving FOC and when will FOC planning begin?
3. On Day 1, will the range have ATO and A&A? If not, what is the scope of CHS contractor’s role in achieving those?
CONOPS are provided for informational purposes only. Offerors must submit their proposals IAW Sections L and M for the CHS sample model task order.
1. There are other contracts in place or being planned for building out the range infrastructures at the sites.
2a. Range infrastructures will support IOC capabilities at time of associated TO award.
2b. There are no current plans for the CHS Contractor to have a role in expanding the range infrastructure to support FOC capabilities.
3. The CHS Contractor will be provided a turn-key system; having already gone through A&A and having an ATO.

| 57 | NCRC RFP Amendment 0008 | RFP L.9.8.1.3 and L.9.8.2 | Section L.9.8.1.3 states "The rates contained in the NCRC EPOS Rate Guide will be based on the Offeror’s fiscal year and will include rates for the base year and all Option Years." L.9.8.2 states "rates proposed shall be according to the offeror’s fiscal year and on a 40-hour work week." This also applies to subcontractors. We respectfully request that rates be based on contract year rather than fiscal year as this will add complexity to Task Order proposals tracking all team members fiscal years and rates. We understand that for billing, actual fiscal year rates will be used on Cost Plus Fixed Fee CLINs. | As stated, the requirement enables the Government to align its proposal analysis with actual exected expenditures and allows offerors to propose their actual, unadjusted rates. As such, the Government maintains its request that rates be based on the offeror's fiscal year. |

Attach_37, Tab 1 Instructions (1.) states “All direct labor and all indirect costs associated with NCRC EPOS TOs shall be priced in accordance with (IAW) the Rate Schedule set forth in this workbook. All fully burdened rate ceilings shall be binding for the NCRC EPOS effective period, in accordance with section L.5.8.1.1 of the solicitation. All applicable quantities, costs, unit prices, and amounts shall be filled in for each task order (TO 01 NITC and TO 02 Model CHS Site Services). Pre-existing "plug values" have been provided by the Government for several CLINs and are not to be altered.”
Attach 37, Tab 1 Instructions, (2. Pricing and Rates) states “All TOs issued shall be priced IAW the ceiling rates set forth in the Rate Schedule identified in Tab 3 of this Workbook. The Rate Schedule is intended to cover the most commonly used labor categories necessary to fulfill the more consistent requirements expected for TO execution. These rates represent the burdened labor rates for each labor category and will apply to all related direct labor hours to be applied throughout the effective period of the contract. The fully burdened hourly rates represent ceiling rates and the Contractor may, at its discretion, elect to propose lower hourly rates while pricing individual TOs.”
The highlighted sentence conflicts with the Government response to the question #185 states “The rates included within the Rate Guide are not to be exceeded for the life of the contract. Offerors may propose lower rates for use in individual task orders.”
Based on the Government Response to Industry Question 185, we recommend the following change to remove the conflict in direction, with the Government deleting the highlighted sentence in section L.5.8.6.23 as the sentence conflicts with the government’s response (highlighted in blue) to the question #185 .
Question: In addition the sentence (highlighted in green and red) seem to imply that the proposed rate schedule in Att 37, Tab 3 Rate Schedule will be binding as ceiling rates and incorporated in EPOS Rate Guide. Can government clarify that the fully burdened rates proposed in the Tab 3 Rate Schedule in Att 37 will be separate and distinct from the fully burdened rate proposed for EPOS Rate Guide, and the ceiling for the rates schedule applies to the Task order 001 and the Charleston Sample task order with the understanding that the fully burdened rates in the Tab 3 Rate Schedule must be at or below the EPOS Rate Guide fully burdened rate for same labor category?
| The Government confirms that that the fully burdened rates proposed in the Tab 3 Rate Schedule in Attachment 37 will be separate from the fully burdened rate proposed for EPOS Rate Guide, and that the fully burdened rates in the Tab 3 Rate Schedule must be at or below the EPOS Rate Guide fully burdened rate for same labor category. Solicitation Section L.4.7.3 History of Compliance with FAR 52.219-8., paragraph L.4.7.3.1
The government is requesting the Offeror to provide historical evidence of their utilization of Small Businesses as a percentage of the Total Contract Value / Price for the past 3 years based on the release date of the RFP (February 25, 2020). As the dates of execution of contracts vary, and the estimated values for a 3 year history from Feb 25, 2017 through Feb 24, 2020, may not be easily calculated or obtained. Would the government allow Offerors to provide the percentage of Small Business utilization based on the previous contract fiscal year for the past 3 fiscal years to address this requirement?
We recommend the requirement to be changed to the following:
L.4.7.3.1 All Offerors shall submit evidence of compliance with FAR 52.219-8, entitled Utilization of Small Business, consisting of three (3) past relevant contracts to include evidence of attainment of Small Business Participation requirements as a percentage of Total Contract Value/Price for the past three (3) contract fiscal years based on the fiscal year term dates starting at or before the date of the release date of this solicitation for each relevant contract to include requirement identification and achievement. Relevancy is defined as efforts of the same scope of the NCRC EPOS program (i.e. Range Operations, Event Planning & Execution, Range Modernization, Site Operations, etc.).
| Revised RFP Section L.4.7.3.1 to include the following: "Offerors shall submit evidence for contracts with performance within the aforementioned three (3) year timeframe, even if contract performance ended at the beginning of the three (3 year timeframe; for example, if contract performance ended 25 FEB 2017, the Offeror shall submit evidence for the three (3) previous calendar years (2014, 2015, and 2016)." |
