About this file

This document contains a synopsis and draft solicitation for the Construction Equipment Virtual Trainer (CEVT) program. The U.S. Army intends to issue solicitation number W900KK-19-R-0080 on November 1, 2018 to procure simulators for five types of construction equipment through a single-award Indefinite Delivery/Indefinite Quantity contract with a ceiling of $27 million over five years. The North American Industry Classification System code is 333318 and Product Service Code is 6910. Questions may be directed to the named Contract Specialist. The draft Statement of Work and documents in the attachments indicate the Army requires motion-based simulators to train soldiers on operating equipment such as motor graders, scrapers, dozers, wheel loaders, and excavators. The simulators must provide realistic terrain effects and equipment handling to enable skills transfer from simulation to actual equipment.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

INSTRUCTIONS TO OFFERORS

Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items L.1 Introduction. This section provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The Offeror’s proposal must include all data and information requested and must be submitted in accordance with these instructions. The Offeror shall not submit additional proposal information that is not specifically requested by this Solicitation. Such additional proposal information will not be considered during the evaluation process. The Offeror’s proposal shall be compliant with these submission instructions (Section L). Non-conformance with the instructions provided may result in an Offeror being found non-responsive and may result in an unfavorable proposal evaluation.

The Offeror shall provide a transmittal letter and an Executive Summary of the overall proposal, to include all proposed teaming arrangements. The transmittal letter shall state that the Offeror is able to meet all program requirements and to confirm receipt and acknowledge acceptance of all amendments. The transmittal letter shall also include title of RFP; RFP number; Government issuing office identification; full official name and address of firm; name and phone number of the individual designated as the responsible contact for the firm; reference to the enclosures or volume numbers; and, the date of the enclosures or volumes if different from the date of an Offeror’s proposal. An authorized official of the Offeror shall sign the transmittal letter.

Offerors shall assume that the Government has no prior knowledge of their facilities and experience. The Government will base its evaluation only on the information presented in the Offeror’s proposal. The Government will not assume the Offerors will do anything that is not expressly stated in their proposal.

In presenting material in their proposal, Offerors are advised that quality of information is more important than quantity. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated assertions. Elaborate brochures or presentations, binding, detailed art work and other documents beyond what is sufficient to present a complete and effective proposal, are unnecessary and are not desired. The proposal shall be specific, detailed and complete as to clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements.

The proposal should not simply rephrase or restate the Government's requirements, but rather, shall provide convincing rationale to address how the Offeror intends to meet the CEVT requirements. Paraphrasing the Statement of Work (SOW) (SOW-2018-031), the System Requirements Document (PRF-PT-706), or parts thereof is inadequate, as are phrases such as “standard procedures will be employed” or “well-known techniques will be used.” Mere reiteration of the requirement or standard reference material is discouraged and may be considered inadequate and non-compliant. It is the Offeror’s responsibility to present enough information to be meaningfully evaluated without discussions.

The Offeror must include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. Offerors are encouraged to use quantitative terms wherever possible and avoid the use of qualitative and subjective terms to the maximum extent practicable. Offerors are cautioned that while the Government will not evaluate every SOW requirement for the purposes of the source selection evaluation, the awardee/Contractor will be required to comply with all SOW requirements during performance of the contract. The Government may determine that an Offeror’s proposal is non-compliant, and therefore ineligible for award, if the proposal indicates that: it cannot or will not meet any of the SOW requirements; provides an approach that clearly does not meet any of the SOW requirements; or, includes data which prompts the Government to question the Offeror’s compliance with any of the SOW requirements. The Source Selection Authority may reject all proposals received in response to a solicitation, if doing so is in the best interest of the Government.

OFFERORS ARE HEREBY ON NOTICE THAT A FAILURE TO SUBMIT ALL THE REQUIRED DOCUMENTATION IN EXACTLY THE MANNER (TIMELINESS AND FORMAT) SPECIFIED IN THE SOLICITATION MAY CONSTITUTE A BASIS FOR THE GOVERNMENT TO REJECT A PROPOSAL AS NON-COMPLIANT AND THEREFORE BE DEEMED UNACCEPTABLE, AT THE SOLE DISCRETION OF THE PCO.

L.2 General Information It is requested that all questions pertaining to this solicitation and its attachments are submitted via e-mail to the points of contact (POC) below.

Primary Mrs. Jessica G. Abioye/Contract Specialist Phone: (407) 208-3320 Email: jessica.g.abioye.civ@mail.mil U.S. Army Contracting Command, ACC-ORL-OPA 12211 Science Drive, Orlando, FL 32826-3224.

However, the Government reserves the right to enter into discussions at the sole discretion of the PCO. In the event the PCO concludes that conducting discussions is in the best interests of the Government, the PCO will establish a competitive range before entering into discussions. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a price and non-price standpoint.

1. The Government intends to award a single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract, resulting from this solicitation to the responsible Offeror whose proposal represents the best value to the Government in accordance with established criteria in Section M or equivalent solicitation criteria. The NAICS Code is 333318, Other Commercial and Service Industry Machinery Manufacturing. The Government will utilize the subjective trade-off analysis in determining the best value.

1. Offerors shall ensure that each proposal Volume submitted contains only the information relevant to that specific Volume. The Offerors are cautioned that each Volume of the proposal is evaluated stand-alone against the criteria set forth in the Proposal Submission Instructions and Evaluation Criteria and if the data is not contained in the appropriate volume of the proposal, it will not be evaluated.

Whereas Offerors shall not make any changes to the Solicitation, all objections, or any exceptions to the terms and conditions shall be submitted using the Question and Comment Matrix. Questions and Comments received after the deadline in paragraph L.2.a may not be answered prior to proposal submission or at all. 1. The Offeror shall describe their Dynamic Terrain (DT) solution. The Offeror shall provide details on:

0. How each of the five construction equipment variants affects the DT (machine to terrain effects: discuss excavating, plowing, stockpiling, moving, grading, and compacting soil capabilities, spoilage, vehicle tracks in soil, ability to collapse the edge of a trench).

0. How the DT affects the performance of each of the five simulated construction variants equipment (terrain to machine effects: soil resistance to digging and pushing, capability for equipment to travel in and over deformed terrain).

0. DT details and parameters: resolution (size of clumps, fineness), conservation of soil mass, soil resistance effects, and area and depth of the database that can be deformed.

1. The Offeror shall describe the proposed design of the common visual system. The Offeror shall discuss the image generation capabilities including the ability to portray dynamic terrain effects in real time (lag times). The Offeror shall discuss the display system configuration including: total field of view for each variant, display types, display resolution, display orientation, and display gaps.
