About this file
This sources sought notice requests capability statements from interested parties for a consolidated integration and development contract supporting the Persistent Cyber Training Environment program. The contract requires integrating software, hardware, and associated testing to develop and sustain a cloud-based training platform. Capabilities must include agile development, third-party integration experience, infrastructure support, and cybersecurity expertise. The contract will have a ceiling of $800 million over five to seven years. Responses are due by November 2, 2018 and will be evaluated to determine procurement approach. The Department of the Army seeks to award an indefinite delivery/indefinite quantity contract to a single contractor performing software development, integration, testing and fielding at the secret level and above.

Acquisition Recap - Contract Scope What CYBER TRIDENT Is What CYBER TRIDENT Is Not
Enterprise approach which protects and leverages the current PCTE investment in cyber training software and related infrastructure
Ground up rebuild of the PCTE platform without leveraging current Cyber Innovation Challenge capabilities
Product based contract capable of utilizing a number of contract types (FFP, CPFF)
Services based contract procuring FTEs
Highly collaborative environment with daily Government interaction within the Integrated Development Environment
Government waits for finalized product with limited interaction in the process
Leverages the IT Box requirements generation process and SCRUM Agile development framework
Waterfall approach in which all requirements are defined and documented
Multiple, dynamic & concurrent tasks will be put on contract throughout the period of performance
Single, sequential tasks that are managed and finalized prior to additional work being put on contract
Contract has significant ceiling for supporting customer funded efforts
Contract estimated ceiling is full PCTE program budget
PCTE “Objective Contract”: To effectively manage multiple, concurrent tasks the Government retains ultimate integration responsibility.

Interest” −A situation where a company has an unfair competitive advantage, either through providing assistance or advice to the Government, or in a performing other contract work
−Contracting Officer responsibilities:

• Avoid, neutralize or mitigate OCI’s before contract award
• Exercise common sense, good judgement and sound discretion
31DISTRIBUTION STATEMENT A. Approved for public release.
Proposal Considerations
• Organizational Conflicts of Interest (OCI)
− Unequal access to information
• A contractor has access to nonpublic information as part of its performance of a government contract and that information may provide the firm an unfair competitive advantage in a later competition for a government contract.
− Biased ground rules for competition
• A contractor, as part of its performance of a government contract, has in some sense set the ground rules for the competition for a government contract.
− Impaired objectivity
• A contractor’s work under one government contract could involve evaluation itself or a related entity, either through an assessment of performance under another contract or an evaluation of proposals. In these cases, the contractor’s ability to render impartial advice to the government could be appear to be undermined by the relationship with the entity whose work product is being evaluated.
