SCIF Requirements

1. Is the requirement going to be just TS or will it need to be SCI with ICD 705 standards? TS SCI fully compliant with ICD 705. To be fully compliant with ICD 705 requirements will require sponsorship by the Government throughout the accreditation process which can take 12-24 months depending on the network connections, etc.

2. What scope do you envision happening in the Contractor classified area? Scrum teams, hosting the Dev RCS, CMF training? This will help us size how big the classified space will need to be compared to the unclass area.

Remote access to installed RCS, test activities, configuration access to end points, classified content authoring and development to support a team of up to 20 workstations. The potential exists in the future for RCS equipment (server room) to be placed in the classified area in a future modification to the contract in accordance with the posted RCS specification sheet.

3. How will the scope be split between the Gov't classified space and the Contractor's?

The Government will have its own classified area in its facility that will provide PCTE a means to perform classified work while the contractor’s facility is being built out. The Government intends to have a continuous classified presence in Government owned facilities throughout the life cycle of the PCTE program. As the program evolves, this breakdown of tasks will be further defined. The Government intends to have a limited, but persistent, presence in the contractor’s classified facility.

4. The government stated in Industry Day they will allow a "reasonable" amount of time for the classified space to be ready. What is reasonable to you...6 months after contract award, 12 months? Also, will the work be performed at the Government site before then, or are you looking for innovative solutions to bridge the gap until the classified space is accredited.

The contractor shall have a SCIF facility sufficient to hold the GFE (equipment type and quantities will be provided) and required work space ready for Government accreditation IAW ICD 705 standards within 12 months from base contract award. At this point the Government would begin the accreditation process and sponsorship.

5. What security level will this SCIF be certified to?(i.e. SCI, DoD TS, SAP) TS SCI and SECRET PCTE enclaves need to be accessible from the contractor’s classified space.

6. What government standard will the SCIF be built to? (ICD 705?)

ICD 705-2 and IC Tech Spec – for ICD/ICS 705

7. What external communications networks will be entering the SCIF? (NIPR, SIPR, etc.)

DREN/Commercial ISP, JMN, JIOR, JWICS.

8. What type of internal data communications (LAN) will be required (Copper or Fiber?) if Copper is Shielded twisted pair required?

The contractor shall follow IC Tech Spec – for ICD/ICS 705 for technical specifications of internal data communications.

9. Will there be any special internal SCIF computing requirements? Servers? Tempest?
