This sources sought notice seeks capabilities statements from potential offerors for a consolidated integration and development contract to support the Persistent Cyber Training Environment program. The Army Contracting Command-Orlando intends to award an indefinite-delivery/indefinite-quantity contract with a ceiling of $800 million and a period of performance of five to seven years. The contract will require integrating software, hardware, and associated testing to develop and sustain a cloud-based cyber training platform. Offerors should have experience coordinating software integration from multiple providers; continuous integration/delivery methods; managing dispersed, classified efforts; and working within the Risk Management Framework at secret and top secret levels. Capabilities statements are requested by November 2nd, 2018 and should demonstrate experience in areas such as software development and integration; virtualized and cloud environments; management information systems; and supporting geographically dispersed efforts at secret and above.

1.1 Technical

1.1 Agile Development

Operations (DevOps)

A. The offeror shall describe their approach to improve and innovate the current PCTE agile development process detailing, at a minimum, each of the below tasks:

1) Improvement of offeror backlog task completion rate (velocity) and reduction of incomplete tasks (user story under‐delivery) at sprint reviews

2) Methods for improving the tracking and visibility of task dependencies between the offeror and the existing PCTE contractors

3) Methods for improving communication between existing PCTE contractors (e.g. Cyber Innovation Challenge contractors, Government Off The Shelf (GOTS) development teams, University Affiliated Research Centers (UARCs)) and Government functional teams (e.g. Development, Platform Operations, Event Operations).

B. The offeror shall describe their approach to improve and innovate the continuous integration / continuous delivery (CI/CD) pipeline, detailing, at a minimum, each of the below tasks:

1) Extent to which the CI/CD pipeline is automated

2) Number of stages, types of testing, and testing technologies 3)Tools and techniques used to advance software between stages of pipline including air gaps.

4) Methods and tools used to manage defect reports and analysis, including root cause analysis as necessary

5) Software patching / continuous delivery technique for all Government Furnished Regional Compute and Storage (RCS) (to secret up to top secret instances).

6) Ensuring common software baselines across multiple RCSs and classification instances

C. The Offeror shall provide a complete description of their technical solution and approach to develop, integrate, and test the platform capabilities IAW Delivery Order 3 Statement of Work.

A‐B.The Government will evaluate the effectivness, adequacy, and feasability of the Offeror's approach to improve and innovate the current PCTE agile development process and CI/CD pipeline IAW the Base SOW Section 3.2

C. The Government will evaluate the effectivness, adequacy, and feasability of the Offeror's approach to provide a technical solution and approach to develop, integrate, and test the platform capabilities IAW Delivery Order 3 Statement of Work.

1.2 Infrastructure /

Platform Operations

A. The Offeror shall describe their approach to support and innovate the operations and sustainment of the PCTE Platform Regional Compute and Storage (RCS) infrastructure and services. The Offeror's approach shall describe, at a minimum, the below aspects of PCTE RCS infrastructure and Platform Operations:

1) Support as many sandboxes as needed (e.g. develoment, integration, testing, and production).

2) Configuration management of infrastructure software

3) Data backup and protection

4) Infrastructure and configuration to support rapid CI/CD, automatic scaling and load balancing of existing PCTE contractors software across RCS instances

5) Methods and tools used for error reporting and monitoring platform

6) Uninterrupted delivery of the platform that is accessible at the warfighter's point of need

7) Tier 3 Technical Support

8) Method or technique for collecting user feedback to improve the PCTE application

A. The Government will evaluate the effectivness, adequacy, and feasability of the Offeror's approach to support and innovate the operation and sustainment of the PCTE Platform Regional Compute and Storage (RCS) infrastructure and services.

1.3 Cybersecurity

Posture

A.The Offeror shall describe their process for securing the system, maintaining patch compliance, and monitoring the PCTE platform, including any improvements they would apply to the current system. In addition to best practices, the Offeror shall describe their process and methodology for maintaining the integrity of the PCTE platform against a variety of threats. The Offerors shall describe their solutions to these PCTE challenges and issues detailing, at a minimum, each of the below tasks:

1) Storage and risk evaluation of malware before allowing it to run in the environment

2) Securing event areas to prevent cyber hazards from breaching their boundaries

3) Secure external connections to other cyber ranges and hardware devices

4) Securing and cleaning a system in case of a breach by malware internally or threat actors externally

5) Protecting the user facing portion of the PCTE platform

6) Protecting vendor intellectual property from insider threats

7) Maintaining systems across classifications

8) Method for compartmentalizing malware that is designed to escape virtualized environments

A. The Government will evaluate the effectivness, adequacy, and feasability to which the Offeror's processes are in accordance with DoD, Army, and industry regulations and best practices as well as for securing the system, maintaining patch compliance, and monitoring the PCTE platform, including any improvements they would apply to the current system

1.4 Third Party

Integration and Coordination

A. The Offeror shall describe their process for coordinating, collaborating, and innovating in a multi‐vendor environment by maximizing and enhancing third party organization's technology and capabilities into the PCTE program to include:

1) Process used to identify capabilities that provide value to the PCTE user base

2) Description of innovative or novel tools and techniques used to enable integration with external capabilities

3) Description of how third party organizations and contractors providing PCTE technology insertion will be incorporated into the Agile DevOps process previously described in the Offeror's proposal

A. The Government will evaluate the effectivness, adequacy, and feasability of the Offeror's novel approach and process for coordinating and collaborating in a multi‐ vendor environment as well as innovative approach for integrating technology and capabilities that provide enhancement to the PCTE program.

1.5 Transition Plan A. The Offeror shall describe a detailed transition plan that documents how the Offeror will take responsibility of operations and be fully operational to meet the requirements described in the SOW, and at a minimum, include the following:

1) Plan to ensure existing deadlines are met and service to warfighters are not negatively affected

2) Description of transition related milestones and schedule for project and contract management among existing PCTE contractors

3) Detailed plan of facility implementation and accreditation

4) Implementation of Tier 3 Technical Support capability

5) Define activities within the Transition‐In Plan that can be worked in parallel of the implementation of the development environment.

A. The Government will evaluate the effectivness, completeness, adequacy, and feasability of the Offeror's overall transition plan of development and operations to ensure sustainment and improvement of critical processes.

1.6 Overall

Management

A. The Offeror shall describe an overall management approach to meet responsibilities and deadlines to include the proposed organizational team structure and working relationships and agreements with partners, sub‐contractors, the Government, and members of the PCTE user representatives as defined by the following at a minimum:

1) Organizational structure demonstrates alignment to interrelationships of PCTE critical program activities

2) Logical plan for subcontracting in a timely fashion

3) Plan for regular reporting of critical program information to the government

4) Plan for regular interaction with the PCTE end users that indicates mature knowledge of the user organizational structure and the Offeror's plan to maintain operational relevance for PCTE.

5) Labor Categories with associated hours for Delivery Order 1, 2, and 3

B. The Offeror shall describe a detailed plan for managing materiel and facilities associated with the PCTE program to include the following at a minimum:

1) Procure, maintain, and renew software licenses for Commercial Off The Shelf (COTS) tools, applications, and development products

2) Detailed plan to ensure a cost effective approach to evaluating system licensing usage to better enable the Government to make smart licensing procurement decisions

3) Implementation and Maintainence of an automated supply management and acountability process for Government Furnished Equipment (GFE)

A. The Government will evaluate the effectivness, completeness, adequacy, and feasability of the Offeror's proposed management approach.

B. The Government will evaluate the effectivness, completeness, adequacy, and feasability of the Offeror's plan for managing materiel and facilities as well as enabling smart licensing procurement decisions.
