| 13 | Draft RFP | M | Evaluation Factors for Award | 120 | Section M states the award will be made based on the best overall value of the proposal and the relative order of importance is as follows: The Program Management/Technical Factor is significantly more important than the Past Performance Factor and the Past Performance Factor is more important than the Cost/Price Factor. NOTE: ALL EVALUATION FACTORS OTHER THAN COST OR PRICE, WHEN COMBINED, ARE SIGNIFICANTLY MORE IMPORTANT THAN COST OR PRICE. | |
| Section C PWS defines the tasks and activities required to provide Program Management (PM), engineering support services, logistics, procurement of Commercial-Off-The-Shelf (COTS) Information Technology (IT) hardware and software, furniture, audiovisual and video teleconference equipment and installation services in support of the Battle Command Training Capability-Equipment Support (BCTC-ES) mission to provide training enablers for Mission Training Complex (MTC) locations and new MTC Military Construction, Army (MCA) projects. | Issue One – Objective Evaluation Criteria Relating to Overall Best Value The Specifications of the PWS and the evaluation/award criteria clearly are looking for best value solution; however, there are not clearly defined metrics or parameters to differentiate best value objectively. The BCTC-ES requirements require a mature small business with robust enterprise resources, existing management tools, and skilled program management professionals (PMP), to manage multiple and simultaneous complex program tasks and deployments, to CONUS and OCONUS sites. Without measurable criteria the government may risk awarding a less capable company based on generally capricious award criteria that will ultimately yield a Low Price Technically Acceptable (LPTA) solution and execution. | The Government intends to utilize the Best Value Subjective Tradeoff Process utilizing the factors and subfactors identified in the solicitation. In Section M, the Offerors are cautioned that while the Government will not evaluate every PWS requirement for the purposes of the source selection evaluation, the awardee Contractor will be required to comply with all the PWS requirements during task performance. The BCTC-ES contractor has a requirement to purchase COTS IT hardware and software through the US Army Computer Hardware Enterprise Software and Solutions (CHESS) program. | ||||

| j.) PWS 5.2.12 End to End Integration … For site refresh equipment, the Contractor shall ensure that there is proper integration and functionality with legacy and new equipment installations. This work may be requested in conjunction with the FFE fielding or during updates to an MTC as part of the planned refresh cycle or IAW the requirements of the task order. | Issue Two – Contract Type - The US Government is stipulating FFP contract type for all CLINs except travel related CLINs. Our analysis indicates that each of the PWS call-outs above is more properly suited for cost reimbursable contract types. Each of the examples given above relays multiple potential issues with regard to FFP contract type. We will highlight three issues below that clearly present generally untenable risk to the contractor in a fixed price setting which would ultimately result in increased cost to the US Government through the incorporation of risk mitigation costs into the current CLIN contract type in the best value approach. | ||||||||
| First, the contractor is not fully in control of the schedule, resources required (e.g. US Government personnel available for installation support, training, etc.), or technical baseline (which according to the PWS must be agreed upon by an IPT of various BCTC-ES stakeholders). Second, the contractor is not fully aware at Task Order solicitation regarding the validity or comprehensive nature of provided AE drawings and specifications and third the contractor is unable to forecast hardware and software revisions and/or End of Life, End of Service impacts from multiple OEMs across multiple configurations at each of 34 separate sites. | The schedule risk associated with each fielding event will be mitigated utilizing a Material Fielding Agreement between PEO STRI and the gaining organization. The planning process will initiate with the execution of site survey prior to each fielding event to identify the requirement and establish a timeline for execution based on procurement lead times and availability of the gaining organization's resources. Continuous dialog will be maintained with the site through a series of in process reviews leading up to the fielding. The technical baseline will be idenitfied by the Government. The IPT role is to monitor the status of information technology hardware and software on the DoD Unified Capabilities Approved Product List (UC APL), recommend changes based on UC APL status, industry standards and original equipment manufacturers (OEM) end-of-sale, end-of-life and end-of-support annuncements. The requirement for each fielding event will be identified by the Government following the site survey in a subsequent Task Order RFP with each resultant fielding event on a separately priced Task Order. The Government still believes FFP is appropriate. Previous fielding events have been executed utilizing FFP. | ||||||||

| 16 | Draft RFP | Has a contractor performed similar work to this for the Government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the Government? | The BCTC-ES effort was previously performed under the Constructive Training Systems (CTS) contract W900KK-10-D-0002 by a large business. Based on market research, the decision was made to separate the CTS effort into three distinct requirements: BCTC-ES (W900KK-17-R-0013), Common Battle Command Equipment Support (W900KK-16-R-0042) and the Joint Land Component Constructive Training Capabilty fielding, help desk and information assurance and vulnerability assessment patch mangement (W900KK-13-D-0002). |
