9 W900KK-17-R-0013_Released_4_April_2017 General Section I - Contract Clauses 4/14/2017 Will the Government remove DFAR clause 252.244-7001, as this solicitation was issued as a small business set aside?
If the Offeror does not have an Approved Purchasing System in accordance with Part 44 of the FAR then consent to subcontract will be required in accordance with the Solicitation clause FAR 52.244-2
"Subcontracts" paragraph (c) which states "If the Contractor does not have an approved purchasing system, consent to subcontract is required for any subcontract that-
(1) Is of the cost-reimbursement, time-and-materials, or labor-hour type; or
(2) Is fixed-price and exceeds—
(i) For a contract awarded by the Department of Defense, the Coast
Guard, or the National Aeronautics and Space Administration, the greater of the simplified acquisition threshold or 5 percent of the total estimated cost of the contract; or
(ii) For a contract awarded by a civilian agency other than the Coast
Guard and the National Aeronautics and Space Administration, either the simplified acquisition threshold or 5 percent of the total estimated cost of the contract.
DFAR Clause 252.244-7001 can be removed from the solicitation.
This information will be updated in the upcoming amendment." Under
252.244-7001 "Contractor Purchasing System Administration" the contractor is required have an "Acceptable Purchasing System" which means a purchasing system that complies withthe system criteria in paragraph (c) of the clause.
No Change in solicitation.

12 Attachment_8_Performance_Work_Statement Page 8 of 40 1.6.11 Key Personnel 4/14/2017 Will the Government clarify if the alternate Program/Contract Manager
(P/CM) is considered Key Personnel?
The alternate Program/Contract Manager (P/CM) is not considered
Key Personnel. PWS 1.6.11 Key Personnel will be updated to note that Clause H.4 Addiition or Substitution of Key Personnel does not apply to the alternate P/CM
PWS Updated in Section 1.6.11 Key
Personnel
13 Attachment_8_Performance_Work_Statement Page 10 of 40 Section 1.6.16 Organizational Conflict of
Interest (OCI) 4/14/2017 The Solicitation states all products will be purchased through the
Army CHESS vehicle. As the services to perform the PWS will be procured directly under the BCTC-ES IDIQ, will the Government please modify this OCI clause to exclude CHESS service contracts and specify that the clause is applicable only to CHESS product based contracts?
Army CHESS is mandatory only for COTS hardware and sofware purchases. A CHESS Service provider for CLIN 0003 VTC Help Desk services for example would be able to provide that support as part of the Offeror's team. However, they would not be able to participate in any way with the solicitation of the other CHESS COTS hardware and software vendors as part of the Prime's subcontract compeition for
COTS Hardware or Software under CLIN 0008. A 'firewall' would need to exist to isolate that CHESS Service provider. This potential
OCI would need to be addressed in the proposal to ensure satisfactory
OCI avoidance or mitigation.
PWS 1.6.16 OCI provisions updated to clarify the OCI applies to CHESS vendors participating in conducting the COTS hardware and software subcontract compeition as part of the Prime's team.

System Administration 4/14/2017
As a small business under a $27.5M size standard, a CPSR approved system is not cost effective. Should the Government not remove DFARS clause 252.244-7001, will the Government accept alternative systems, procedures and/or certificates to demonstrate the
Offeror’s system(s) adequately sources, selects, negotiates and administers purchase orders and subcontracts? For example, an approved accounting system, ISO certification, CMMI-2 certification, etc.

RFP SF-33 W900KK-17-R-0013 100 Factor II Volume II Past Performance 4/14/2017
The RFP states: Note: The letters of consent and commitment are excluded from the past performance page count. There are no additional instructions concerning the two letters except for Letters of
Commitment under Section 4 New Corporate Entities on page 102 where the instructions describe past performance of former employees. Does the USG intend for Offerors to provide both letters of consent and commitment for subcontractors in the proposal response? If so will the Government provide guidance on the desired intent and content of the letters and provide instructions as to where to the letters should be located?
There is no prescribed format for the Letters of Consent and
Commitment. They may be combined if desired and should be provided in Volume II Past Performance and are excluded from the page count. The intent is to ensure the proposed subcontractor(s) that is considered in the Past Performance Evaluation will actually be available after contract award.
No Change in solicitation.
RFP SF-33 W900KK-17-R-0013 33
H.1. ORGANIZATIONAL CONFLICTS
OF INTEREST (SERVICES) 4/14/2017
What OCI limitations is the US Government emplacing upon Furniture
Dealers / Resellers? For example, could a furniture reseller that is a preferred reseller for Hayward (or other proprietary lines) prime or subcontract on the BCTC-ES effort given the requirements of the
Interior Design team to recommend products for procurement? In our opinion and review of the OCI requirements within the solicitation, furniture resellers would not be allowed to participate in this solicitation. Please verify.
Competition is required at the ordering level under CLIN 0008, 1008, 2008, 3008, 4008. Therefore, the FF&E and CHESS hardware and software will need to be competed at the time the orders are being placed. Any potential OCI from an offeror's team member would need to be addressed in the proposal to ensure satisfactory OCI avoidance or mitigation.
No Change in solicitation.
Attachment 4 Attachment 4c 4/14/2017
Instructions state to input “Fixed Fully Burdened Labor rate from
Attachment 6” … we assume this was intended to read “Attachment
3”?
Attachment 4c will be updated to correct the reference from
Attachment 6 to Attachment 3.
Updated Attachement 4 "Scenario Cost-
Price Workbook"
Attachment 2 4/14/2017
Cost Price Workbook provides labor categories and hours for CLINs
0005 and 0007 (and associated Option CLINS 1005, 1007, etc.) Does the Government intend for contractors to use the labor categories and hours shown for these CLINs? Or, should the contractor disregard the labor categories and hours and assert their own labor categories and hours. If so, how can the contractor know which MTC (S, M, L) and specific location the site survey and installation is to address.
Without this information, it would be difficult for the contractor to determine a reasonable Basis of Estimate (BOE).
Offerors should provide their composite Fully Burdened Fixed Labor
Rates in Attachment 2a using the labor categories and hours provided by the Government. However, Attachment 3 is to be used to illustrate how the composite “fully burdened labor rates” are derived from the labor categories specific to the offerors' approach. i.e. the Offeror must show how the Attachment 3 labor catergories are condensed into the labor categories provided by the Government in Attachment 2a.

Large MTC (rows 266, 266 and 269 respectively - SOLARWINDS ORION v10.3 SL250 SVR-LIC W/1YM) 4/14/2017
Is the “Solarwinds” software license the only software license required for annual renewal? Do the license renewals coincide with calendar year or contract year (we note that SF33 states renewal annually)?
How many deployments of Solarwinds license are required (i.e. are the deployments shown in the referenced spreadsheets accurate and complete?). We acknowledge that PWS Addendum 4 provides additional software license requirements. Is the contractor required to include these SW licenses in CLIN 0004?
Yes. Solarwinds is the only annual renewal required under this solicitation. The license renewals will occur not later than 1 October each year. Addendum #5 will be added to the PWS to provide number of licenses required and locations. The price of the Solarwinds licenses only are to be included under CLIN 0004, 1004, 2004, 3004, 4004.
Updated Attachement 4 "Scenario Cost-

Cost Price Workbook is updated.
RFP SF-33 W900KK-17-R-0013 23-24 Inspection and Acceptance and Prompt Payment 4/14/2017
Where and how will the Government conduct inspection and acceptance at Task Order level? What constitutes acceptance of delivery for each CLIN? (e.g. Are the labor CLINS assumed to be billed monthly, material deployments billed at completion of the delivery and associated inventory by the COR, etc.?). Without clarity on Inspection/Acceptance (I/A) and contract financing, it is difficult to estimate FCOM.
CLINs 0001, 0002, 0003, 0004, 0005, 0006 and 0011 are inspected and accepted at Government facilities in Orlando, FL. CLINs 0007, 0008, 0009 are inspected and accepted at the MTC installation location(s) in the Task Order. CLIN 0010 for Over and Above work will be inspected and accepted as indicated in the Task Order. As indicated in Section B, CLINs 0001, 0002 and 0003 are FFP billed monthly; CLIN 0004 is billed annually; CLINs 0005-0010 are billed upon completion of the site survey or site installion; and CLIN 0011 is billed annually.

RFP SF-33 W900KK-17-R-0013 53 Allowable Cost and Payment 4/14/2017
Since this solicitation is a small business set-aside and given stipulation of 252.246-7000, we believe that Fast Pay, 52.213-1 may be relevant and should be added to the contract (particularly given the current ambiguity of I/A). Additionally, given the small business set aside nature of the acquisition, DFAR Clause 252.232-7004 should be included in the contract (stipulating prompt payment terms and conditions for small businesses with liquidation at 90%). Will the
Government be amending the contract to include these clauses? If not, how can the small business contractor achieve progress payments? What form of contract financing will be provided so that the contractor can properly estimate FCOM?
Currently, the Government is not anticipating providing contract financing. As indicated in Section B, CLINs 0001, 0002 and 0003 are
FFP billed monthly; CLIN 0004 is billed annually; CLINs 0005-0010 are billed upon completion of the site survey or site installion; and CLIN
0011 is billed annually. The time frame from start to completion of a site survey is 30-45 days. The time frame from start to completion of a site installation is 60-90 days. Therefore, minimal contractor financing is required. The Government may consider financing requests from the Awardee after contract performance begins.
No Change in solicitation.
RFP SF-33 W900KK-17-R-0013 67 Subcontracting 4/14/2017
The RFP States: “(d) If the Contractor has an approved purchasing system, the Contractor nevertheless shall obtain the Contracting
Officer’s written consent before placing the following subcontracts:
TBD Upon Award”. Can the Government provide clarification regarding what type subcontracts will require COR approval? It is difficult to prepare a fixed priced proposal without some degree of latitude related to subcontracting.
At this time the Government does not anticipate a requirement to consent to any subcontracts that are part of the original competitive offers. During contract administration, the Government may add a consent requirement if needed.
No Change in solicitation.
RFP SF-33 W900KK-17-R-0013 77 Ordering From Government Supply Sources 4/14/2017 Will the Government provide a FSS/GSA authorization letter upon award?
Yes. A draft letter will be provided as Attachment 10 Attachment 10 FSS/GSA Authorization
Letter provided
Attachment 4 Attachment 4c 4/13/2017
We assume the Government inserted labor categories as information only? That is, the contractor is required to insert their own determination of appropriate labor categories? Please verify.
Section L Paragraph 3 Volume III
Cost/Price paragraph l is updated
Attachment 4 Attachment 4e 4/14/2017
Instruction number 2 reads, “2. Enter the proposed price for each
CLIN in Attachment 7a and 7b”. Could the Government clarify where the prices for each CLIN are to be input? We are unable to locate an
Attachment 7a and 7b (the same question applies to the instruction on Attachment 4f).

PWS 4
Background: Risk Management
Framework & Cybersecurity 4/14/2017
With regard to Risk Management Framework (RMF) and Cyber
Security status of each site, is the contractor to assume that each site currently has an existing site accreditation? If not, which sites do currently have “site” level accreditation? Are there “type” accreditations in place for any of the existing hardware systems?
Please explain the Government’s intentions related to maintaining both type and site accreditations? Or, is the general assumption that implementation of refreshed hardware within the existing site boundary will require platform level validation only and not full system level re-accreditation?
Yes. The Offeror should assume that each site has a current RMF accreditation. The contractor will not be involved in site accreditation or re-accreditation. The requirement is only to purchase and install
COTS products on the DoD Unified Capabilities Approved Product
List.

No Change in solicitation.
PWS 4 Background 4/14/2017
What are the intended DOD 8500.2 and NIST SP 800-53 Controls for the solicited systems?
Proposed solution sets must satisfy standard DoD Security controls which will be identified and provided upon contract award. Some examples are shown below.
- Commercially provided IA and IA-enabled IT products that have been successfully evaluated against a National Information Assurance partnership (NIAP)-approved Protection Profile for a specific technology type, if such a profile exists.
- If no NIAP-approved Protection Profile exists for a specific technology type but a commercially provided information technology product relies on cryptographic functionality to enforce its security policy, the cryptographic module must be FIPS-validated.
- Employ only information technology products on the FIPS 201-approved products list for Personal Identity Verification (PIV)

5.2.7.3 COTS Products and FFE
Installation 4/14/2017
What constraints should the contractor anticipate during installation, configuration and testing of refreshed hardware / software within an existing facility? That is, how will the Government coordinate training down time such that refreshed components of an integrated system can be configured and tested; realizing that in some cases, refreshing system hardware may require reconfiguration of legacy equipment
(taking the entire system down for a period of time)?
During the site survey(s) task orders, this type of information will be provided to the contractor in the Material Fielding Memorandum between PEO-STRI and the subject MTC.

5.2.7.3 COTS Products and FFE
Installation 4/14/2017
With regard to the following statement (final paragraph of PWS
Section 5.2.7.3) is the US Government requiring the BCTC-ES contractor to prove full operational capability of and MTC as part of all refresh and MCA deployments: “The contractor shall perform an end-to-end test following installation, integration and training/orientation activities to ensure training system is operational and ready for transition to MTC staff.” This statement implies that the BCTC-ES staff is capable of proving perfect operational capability of all training software within the MTC (including tactical interfaces, etc.). Is this what the Government intends? It would seem that the BCTC-ES contractor should be responsible for proper installation and integration of the portion of the architecture deployed, with no responsibility for proper functionality of the training software.
The contractor's responsbility will be to demonstrate connectivity from the termination point back to the switch/server. PWS paragraph
5.2.7.3 paragraph 5 is change to read: "The Contractor shall perform an end-to-end test following installation, integration and training/orientation activities to ensure the network infrastructure is operational and ready for transition to the MTC staff."
PWS 5.2.7.3 paragraph is updated
PWS 5 1.3 Objectives 4/14/2017
What responsibility does the LCCS contractor have for RMF currency on the existing sites? What requirements does the BCTC-ES contractor have to coordinate with the LCCS contractor? How can the
BCTC-ES contractor confirm system functionality before implementing a refresh installation thereby ensuring system functionality before the refresh? Who has ultimate responsibility for system functionality following a refresh installation?
There is no requirement for the contractor to interface with the Life
Cycle Contract Support provided. During the Site Survey the contractor will be able to determine system functionality before the refresh. Refreshes will occur via a second and seperate task order from the site survey task order. The contractor's responsbility will be to demonstrate connectivity from the termination point back to the switch/server after the installation.
No Change in solicitation.
PWS 20 5.2.4 Hardware and Software Integration 4/13/2017
The PWS states “The contractor shall be responsible for testing connectivity from the patch panel to final outlet.” Could the
Government clarify what is intended by this statement? What is the final outlet? For example, some systems flow out to tactical interfaces that drive simulations; will the Government provide these interfaces during testing and ensure that all interfaced systems are fully operational to support BCTC-ES Contractor testing? Or, should the
BCTC-ES contractor anticipate providing signal analysis at the point of interface to prove the BCTC-ES contractor’s implementation is proper and that signal continuity exists throughout the installed BCTC-
ES equipment. Regretfully, our experience indicates that legacy and tactical systems may not operate properly. There must be some bounding to what the BCTC-ES contractor is responsible for.
PWS paragraph 5.2.4 second sentence is updated to read: "The
Contractor shall be responsible for testing connectivity from the patch panel to termination point."
PWS 5.2.4 paragraph is updated
PWS 33 Technical Exhibit 3 – Estimated Workload Data 4/14/2017
We believe this data is provided as informational only and that the statement “The offeror should propose fully burdened fixed labor rates for the labor categories and quantities of labor based on the PWS” implies that the contractor is to bid what they believe is required to implement the PWS, not necessarily the exact labor categories and hours relayed in Technical Exhibit 3. Please verify.
Yes. The data provided in Technical Exhibit 3 is for informational purposes. However, Attachment 3 is to be used to illustrate how the composite “fully burdened labor rates” are derived from the labor categories specific to the offerors' approach. Then the Offeror must show how the Attachment 3 labor catergories are condensed into the labor categories provided by the Government in Attachment 2a.
Offerors should provide their composite Fully Burdened Fixed Labor
Rates in Attachment 2a using the labor categories and hours provided by the Government.

“Furniture Package” worksheet row 2; Haworth is called out as the basis of design for furniture products. Haworth is a proprietary line limited to specific distribution and reseller channels. Will alternates be authorized to ensure adequate levels of FFP competition at the Task
Order level?
The contractor will be required to compete the FF&E requirements using FSS authorization. As part of the site survey, the Training
Facilities Report and Recommended Bill of Materials, the specifications and/or salient characterics of the FF&E to be procured will be determined. Those will then be utilzed by the contractor to conduct the competitive procurement of the FF&E.

Attachment 1 BCTC-ES FFP Packages 4/13/2017
Is the contractor constrained to recommending and ultimately buying the relevant systems within the FFP package? Or, can the contractor through design analysis and competitive research offer alternative solutions that are not included in the FFP Package? If the contractor is restricted to the FFP Package items, how will the government account for product obsolescence (e.g. one of the sheets indicates that it is 10 years old, there will likely be obsolete / discontinued part numbers)?
The contractor will be required to compete the FF&E and COTS
Hardware and software requirements using FSS/CHESS authorizations. As part of the site survey, the Training Facilities
Report and Recommended Bill of Materials, the specifications and/or salient characteristics of the FF&E/COTS products to be procured will be determined and the contractor may offer alternative recomemendations/solutions. After Government analyis the final FFP package will then be utilzed by the contractor to conduct the competitive procurement of the FF&E/ COTS products.

Contractor format is stipulated but DI-MGMT-80227 content requires cost and specific hours tracking information. This information would be inappropriate to provide in a fixed price environment. Contractor recommends that US Government stipulate no cost or specific (by labor category) hours tracking to be relayed in A002 much the same as cost data has been removed from A001 (Integrated Program

M.4.3. FACTOR 2: PAST
PERFORMANCE: 4/5/2017
On page 116 of the solicitation it defines what an Offeror is as follows:
“Offeror refers to the proposed prime contractor, joint venture entity, affiliate/subsidiary/parent company, team members and all major subcontractors.” We are interpreting that to mean the Government will be evaluating the past performance of the team as a whole. Is this correct?
The reason we are asking is as a Prime we have successfully managed other major Government contracts but none of them are relevant to this contract. All of our major subcontractors for this contract do have relevant past performance that has occurred within the last three years. How would the Government evaluate this situation? Would the relevant experience of the major subcontractors overcome the deficiency of the Prime not having relavent past performance?
Yes. The Government will be evaluating the past performance of the
Offeror team as a whole in accordance with the evaluation instructions and evaluation criteria in Section L and M. However, the Government cannot provide a more detailed answer to the hypothetical situation presented. Note: Under L.1.14, In accordance with the Small
Business Act (15 U.S.C. section 46) the potential prime contractor may not expend on subcontractors more than 50% of the amount paid under the contract (not including the cost of CHESS IT Hardware purchases and FSS FF&E purchases)
