NOTE: INFORMATION PROVIDED IN THIS ANNOUNCEMENT IS FOR EARLY AND UP FRONT INDUSTRY INFORMATION AND PLANNING PURPOSES ONLY. THE DRAFT RFP MAY BE AMENDED UP TO THE POINT OF RELEASE OF THE FINAL RFP. WITH THE RELEASE OF THE DRAFT RFP ALL POTENTIAL OFFERORS ARE HEREBY NOTIFIED THAT ALL FUTURE COMMUNICATION WITH THE GOVERNMENT SHALL BE THROUGH THE CONTRACTING OFFICER.
The purpose of this announcement is to disseminate the draft Request for Proposal (RFP) package for the Enterprise Training Services Contract (ETSC) to industry and to provide instructions regarding the ETSC Industry Day to be held on 18 April 2016 in Orlando, Florida.
The attached draft RFP Package includes: 1) Draft solicitation, including Sections L – Instructions to Offerors, and Section M – Evaluation Factors for Award; 2) Section J Attachments with the exception those identified as “reserved” and 3) Exhibits - List of Contract Data Requirements List (CDRLs). The Government recommends contractors utilize the provided Question/Comment Form (Attachment 6) to submit recommendations, concerns and clarifications regarding the subject documentation by no later than 1300 hours, 26 April 2016.
As part of the Industry Day the Government intends to hold a series of one-on-one sessions with contractors. These opportunities will be held April 18-22, 2016, Eastern Standard Time, at the Tech Point II Building located at 3051 Technology Parkway, Orlando, FL 32826-3256 (Also known as the Air Force Agency for Modeling and Simulation (AFAMS)). The Government requests only those parties seriously considering competing as a prime contractor reply to establish a date/time slot for this event. Requests will be scheduled on a first-come first-serve basis. The following sample represents the daily schedule for this event.
Sessions will not exceed forty-five minutes in length. If teaming arrangements have been made and the team wishes to consolidate its one-on-one sessions, they may do so but shall not be allowed more than the forty-five minute time period. Due to this time constraint, it is recommended that each party formulate its questions/comments/recommendations in advance and provide an electronic copy to the Government Points of Contact no later than seventy-two hours prior to their designated time slot. The Government cannot guarantee that it will be capable of providing a response to any and all of the provided questions/comments/recommendations prior to the discussion.
Monday, April 18, 2016, one-on-one opportunities will commence as follows:
SLOT 1 – 1300-1345
SLOT 2 – 1400-1445
