6America’s Force of Decisive Action
Why IEWTPT: IEWTPT fills a military intelligence (MI) specific warfighting function training gap at
Home-station supporting sustainment of critical individual and collective tasks/skills. It Is the key simulation enabler for MI analyst/operator training supporting HUMINT, SIGINT, GEOINT, and All Source tasks. IEWTPT trains/supports collection, processing, exploitation, dissemination (PED) /cross-queuing of multi-discipline intelligence data supporting mission command.
What does it provide the Soldier: IEWTPT provides Warfighting Commanders at all echelons the ability to train the Intelligence Warfighting Function (IWF) based on accurately portraying the operational environment by simulating and stimulating MI warfighting equipment where system operators and analysts are able to synchronize their Intelligence, Surveillance, and Reconnaissance (ISR) assets
(in a training environment) to exploit exercise intelligence data and provide the commander with required, accurate, and executable intelligence information.
Requirement
7America’s Force of Decisive Action
APB - Performance
Key Performance Parameter Threshold Objective
KPP 1 (Create) Realistic Target Environment
Rationale: The TCC must provide a realistic target environment to ensure full functionality for the intelligence systems equipped with TSAs. This realistic environment must support all intelligence disciplines and functional areas:
SIGINT, IMINT/GEOINT, HUMINT, CI, OSINT and MASINT.
Prophet capabilities developed but not fielded.
Provide realistic target environment for two
Intelligence disciplines
Provide realistic target environment for all
Intelligence disciplines
KPP 2 Stimulate Multiple Sensors
Rationale: The TCC must simultaneously stimulate all the intelligence sensors and or collectors identified in this CPD that will have TSAs (see CPD).
Stimulate three of the intelligence sensors and/or collectors simultaneously as identified in the CPD.
Stimulate all of the intelligence sensors and/or collectors as identified in the CPD.
KPP 3 (Provide) Static and Dynamic Training Events
Rationale: The TCC must stimulate all types of TSAs with a simulated target environment using the current and objective
CSs during static and dynamic training events
System provides simultaneous stimulation of up to 90 intelligence sensors
(in a sim environment)
(JCATS)
System provides simultaneous stimulation of up to 90 intelligence sensors (in a sim environment) (JLCCTC)
KPP 4 (Provide) Static and Dynamic Training Events
Rationale: The TCC must be capable of receiving simulation feeds, interoperating/interfacing/interacting with constructive simulations and stimulating intelligence sensors and collectors that are not always geographically collocated.
Drive intelligence sensors and/or collectors deployed worldwide with the TCC and simulations capability via
Local Area Network/Wide
Area Network).
Drive intelligence sensors and/or collectors deployed worldwide with the TCC and simulations capability via
Local Area Network/Wide
Area Network) or wireless capability at all fielded locations.
KPP 5 Support Net-centric Military OperationsEvents
Rationale: Required KPP was waived by J6/J8 as these systems will never touch an operational network.
Waived by J6/J8 Waived by J6/J8
Required Mission Capabilities
8America’s Force of Decisive Action
Government Communications with
Industry
Articulate what are we trying to accomplish
Keep industry in the loop on all requirements (Pre-
Solicitation Conference, One-on-Ones)
Lay out a realistic time line
Funding in a resource constrained environment
9America’s Force of Decisive Action
Put in place a new 5-year contract to complete approved program Army
Acquisition Objectives (AAO) with emphasis on Better Buying Power guidance for competition and improved productivity in order to field dominant training capabilities that support MI Soldier Readiness
This acquisition will add eight (8) additional Technical Control Cell (TCC) systems to meet Full Operational Capabilities (FOC) requirements while adhering to Army Common Operating Environment/Computing Environment and cybersecurity mandates
Endstate: What We Must Accomplish
