1 Purpose

The purpose of the Engagement Skills Trainer (EST) II Data Collection and Demonstration Plan is to define and outline standard requirements under a competitive acquisition to evaluate risk with contractor’s proposed technical solution to meet or exceed EST II requirements.

The Government will contact Offerors within three weeks of proposal submittal to coordinate the

Data Collection and Demonstration event. The Government will conduct the event after all proposals are reviewed. The timeframe will be dependent on the number of offers submitted.

The Offeror shall be prepared for a one day (max 8 hour) data collection and demonstration at their facility.

1.1 Data Collection and Demonstration Technical Requirements

The EST II program provides initial and sustainment weapons training via simulation to the soldier at various training levels. The EST II is a virtual simulator easily configured for multiple scenarios and varying training modes. It uses a collection of terrain, weather, marksmanship target and hostile force models, and serves as a training gate in soldiers’ weapons qualification.

The Government will conduct two events: Ballistics Data Collection (maximum 2 hours) at the offeror facility and a Demonstration (maximum of 4 hours) with a one hour lunch break. NOTE:

Data Collection and Demonstration shall not exceed timeframes. During these events, there will be no discussions with government personnel. These events shall all take place on the same day that is coordinated between the offeror and the government PCO. Data collection and demonstration will be used in section M.3.3.5 – Sub Factor 5 – Data Collection and

Demonstration.

2 Ballistics Data Collection

Offeror shall provide the Government team in its proposal a one to two page white paper

(8.5x11, size 12 font) outlining detailed description of their required setup, tools used in the data collection, and process for data collection in accordance with (IAW) section 2 of this document.

The offeror’s white paper shall be submitted with the proposal. During the data collection, the

Offeror shall modify input parameters to its physics model to capture output data. This data shall be recorded in the RFP Attachment 2B “Ballistic Data Collection” spreadsheet by the Offeror, and provided to the Government upon completion of the two hour event for future evaluation.

2.1.1 Introduction

The weapon in Figure 1 illustrates that the bore line and the line of sight are parallel. Gravity causes the bullet to drop. The figure represents ballistic effects.

2.1.3 Required Test Equipment

The contractor shall provide the proposed system physics-based ballistic model, subsystem, all other equipment, and software required for the ballistic data collection. This will be documented in the white paper submitted with the proposal.

2.1.4 Ballistics Data Collection

The Government will utilize the white paper submitted with the proposal to evaluate the

Offeror’s physics-based ballistic model and compare the output to ARDEC ballistic data. Data collection shall focus on an M16A4 utilizing M855 rounds. This data shall not augment the proposal submitted.

Output data shall be recorded by the Offeror in the RFP Attachment 2B “Ballistic Data

Collection” spreadsheet at an altitude at sea level and a temperature of 70˚F. The completed spreadsheet shall be submitted with the proposal. Initial conditions will be changed as part of the demonstration (for example, temperature could increase or decrease by 38˚F, altitude could increase to 445m, change in wind direction, etc.). The Government will evaluate the flexibility of the proposed physics-based ballistic model in accommodating environmental parameters (such as altitude and temperature), and any coefficients that can be utilized to curve-fit to ARDEC ballistic data. During the Ballistic Data Collection, the contractor shall provide to the

Government six additional spreadsheets of data collection for future evaluation. The

Government will identify one initial condition to be changed for each spreadsheet.

2.1.5 Support Requirements

The Offeror will use their proposed physics-based ballistic model, Marksmanship Trainer, facility, and required personnel for the ballistic data collection.

3 Demonstration

Offeror shall provide the Government team in its proposal a one to two page white paper

(8.5x11, size 12 font) outlining detailed description of their required setup, tools used in the demonstration if not provided by the government (See Table 13), boresighting procedures, and process for the demonstration in accordance with the EST II Data Collection and Demonstration

Plan. The white paper shall support the Offeror’s proposed implementation approach and shall not be used to augment or modify proposal technical information. The Offeror shall provide a detailed description of its intended process to conduct a demonstration of its approach for translating physical coordinates to virtual coordinates and proper scaling in terms of Line of

Sight (LOS), boreline and trajectory.

3.1.1 Introduction

The weapon in Figure 2 illustrates that by raising the bore line above the line of sight, the effects of gravity are compensated for, and the bullet hits all targets near center of mass. The

LOS, bore line, and trajectory coincide at 25m, and the LOS and trajectory again coincide at

300m, but the bore line is above the target.

Notionally, the physical bore lines in Figure 2 below must correlate to a virtual bore line as illustrated in Figure 3.

Figure 2 – Ballistic Fly Out

The virtual bore line vector represents the initial conditions for the trajectory into the virtual scene as shown in Figure 3. In order to support precision marksmanship, the visible LOS must correlate to the virtual scene as depicted in Figure 3.

Figure 3 – Notional Virtual Scene Projection

The Government will review the demonstration setup white paper provided in the Offeror’s proposal, and will evaluate through a demonstration, that an M16A4 firing M855 rounds from a fixed location, the LOS and virtual bore line translate (per Figure 3) into the virtual scene correctly. The Offeror shall demonstrate this capability IAW with the EST II Data Collection and Demonstration Plan.

3.1.2 Demonstration Introduction

This demonstration will determine if the Offeror’s proposed system can model M855 ammunition to the same ballistic specifications outlined by the U.S. Army Armament Research, Development and Engineering Center (ARDEC) to include ballistic fly out, rise and fall of round, dispersion, and accuracy. A simple target model (Figure 5) shall be created by the

Offeror and placed in the rendered scene at a range of 100 meters, 300 meters, and 400 meters.

Shot samples and screen captures will be taken by the Offeror at each of these ranges and degree of fire, which will be provided to the Government and used to determine the error from the perceived ballistics of the actual ammunition at each range and degree of fire.
