1. SCOPE

The U.S. Army Program Executive Office Simulation, Training and Instrumentation (PEO STRI) has a requirement to provide the next generation simulator for marksmanship training to the U.S. Army. The program shall use an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract effort with range pricing for systems and weapons and Time and Materials (T&M) provisions. Contract Data Item Requirement Lists (CDRL) called out in the Performance Work Statement (PWS, PEO-STRI-12-W023) identify deliverable requirements for the EST II program, to be funded with each individual Delivery Order (DO).

This Statement of Work (SOW) describes the work to be accomplished by the contractor in providing the Engagement Skills Trainer (EST) II weapons and configured systems to comply with the EST II System Requirements Document (SRD), PRF-PT-00581. This SOW defines efforts required for the EST II program under an ID/IQ contract. This SOW activates the applicable CDRLs contained in the PWS required under this DO.

The winning contractor will receive GFE EST systems with legacy weapons produced by Cubic and FATS, and available data. These EST systems are for verification of the technology refresh. The contractor shall develop a production representative prototype system and supporting documentation for the Verification, Validation & Accreditation (VV&A) training capabilities in accordance with the SRD.

This DO identifies the Test and Evaluation (T&E) scope of work:

1. Any additional scope of work

1. Scope of work relationship to the program baseline

1. Initial program baseline CDRLs

1. All funding requirements for the scope of work to be executed under the individual DO

1.1 Mission Objective

This T&E delivery order shall demonstrate to the government that the system has been tested to show compliance with the contract requirements for technical and operational capabilities and performance. The contractor shall plan, execute, and support all T&E functions to include T&E policy, implementation, and compliance; T&E documentation development, coordination, and approval; Integrated Product Team (IPT) participation and other T&E related product support, test program planning, and program execution; test analysis, evaluations, and assessments; and the development of required test resources. The purpose of this task order is to delineate the technical and analytical services to be provided to the T&E division for the specified period of performance.

2. APPLICABLE DOCUMENTS

The following documents of issue shown on the document summary list form a part of this PWS to the extent specified herein.

2.1 Government Documents

In accordance with (IAW) PWS section 2.1

2.2 Availability of Government Documents

IAW PWS section 2.2

2.3 Order of Precedence

In the event of conflict between documents referenced herein and the contents of this SOW, the contents of the SOW shall be the governing requirement.

3. REQUIREMENTS

This SOW defines the effort required for T&E, managing, documenting, and delivering EST II. The Contractor shall produce an EST II Training System that meets the performance requirements as defined in the EST II SRD (PRF-PT-00581). This effort shall consist of retrofitting two 10-lane heavy legacy systems, which shall be used for validation of Fire Team (FT), squad and Initial Entry Training (IET) standard configurations.

The winning contractor will receive two 10-lane legacy EST systems with simulated weapons produced by Cubic and FATS, with available data. These EST systems are provided for the execution and verification of the technology refresh requirements. The contractor shall upgrade the legacy systems to a technology refresh baseline. These along with technical documentation required for the Verification, Validation & Accreditation (VV&A) training capabilities in accordance with the SRD requirements. Upon Government approval the upgraded systems will become the U.S. Army baseline.
