About this file

This is Amendment 0002 to a Request for Proposals (RFP) for Emergency Medical Services (EMS) at Fort Leavenworth, Kansas, issued by the U.S. Army Medical Readiness Center Office West on May 4, 2026. The amendment extends the solicitation deadline from May 13, 2026 at 10:00 AM to May 15, 2026 at 11:00 AM and provides answers to industry questions regarding the procurement.

The amendment addresses nine industry questions regarding the scope of services. Key clarifications include: the Senior Level Paramedic position is a non-personal services requirement with government requirement for 24/7 coverage with hours determined by the offeror; EMS receives approximately 263 calls annually (up to 300 anticipated); billing is not per-run but invoiced monthly to the government; the contract effective date is June 1, 2026; the government will provide bay space at Fire Station #2 for ambulance housing and designated sleeping quarters and office space for EMS crews; dispatchers may be off-site if services are not delayed and documentation through the computer-aided dispatch system is enabled; and wage determinations should be based on the separate Wage Determination document dated December 3, 2025, not the solicitation examples. The amendment confirms the government provides all housing facilities including garaging, sleeping quarters, kitchen access, and fitness equipment for full integration with the existing fire department. Offerors must acknowledge receipt of this amendment prior to the extended response deadline by completing items 8 and 15, acknowledging receipt on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

SUMMARY OF CHANGES

Block 14 (Description of Amendment/Modification):

A. The purpose of this amendment is two-fold: 1) to provide answers to questions from industry and 2) extend the solicitation until 15 May 2026.

Questions and Answers

Q. Is there a minimum number of hours per week that the "Senior Level Paramedic" must be on site (at Fort Leavenworth) overseeing operations?

A. This is a non-personal services requirement, and the offeror determines the amount of hours each employee works. The government's requirement is for 24/7 coverage.

Q. Could you share a little more information about how requests for EMS to respond on Fort Leavenworth are received?

A. Typically medical calls are made to 911 which is answered at the county/regional dispatch center. The dispatcher there will confirm that the patient location is on Fort Leavenworth and the call is bounced to our dispatch on the installation. In the past where ALS services were provided by the county, initial patient contact by BLS fire department personnel would trigger the ALS response request back to the county.

Q. How many calls a year are you estimating that EMS will receive?

A. Average number of calls over the last three years is ~263; we anticipate that we could experience as many as 300 calls per year.

Q. If we are selected to perform these services, do we bill patients/soldiers that we transport OR are we not allowed to bill patients/soldiers?

A. No, the offeror will invoice the government monthly for the services rendered, this is not a per run requirement.

Q. It appears that the RFP is trying to get this service in place by June 1st. Solicitations are due May 13th. How long will it take to select a vendor for this RFP? Is a July 1st start date an option instead of June 1st?

A. The effective date of the contract is 1 June 2026, which allows the offeror to start coordinating with Leavenworth personnel.

Q. Are there any specific time requirements of the Medical Director other than what is listed in the

RFP?

W81K0026RA0270002

A. No.

Q. I would like to confirm that all housing of the ambulance and staff (including garaging and sleep rooms) are provided by the Fort (DOD?).

A. This is correct. The government will provide bay space at Fire Station #2 for the ambulance and there is already designated sleeping quarters and office space for EMS crews at the station. There is also access to normal overnight shift work amenities like a full kitchen and fitness equipment. We anticipate full integration with our existing FD team.

Q. Our current Dispatch Center is not located on Fort Leavenworth. Will we be allowed to use our dispatchers that are not physically located on Fort Leavenworth? Who will our dispatchers be receiving requests for service from?

A. The PWS requirement for EMD is centered around pre-arrival instructions and transport coordination with local area medical facilities. I'm not going to use prohibitive language related to where the dispatchers are located but if not on site with our on base dispatch center, then the primary concern is ensuring no delay in services in addition to enabling documentation of activities through our computer aided dispatch system.

Q. Page 21 of the solicitation refers to wage determinations; however, above this section is stated that this is for information only and is not a "wage determination". Could there be some clarification as to what the wage determinations are currently for these positions? We do have the current 12-3-2025 wage determination document sent in the email. My assumption is that the "Wage Determination" document is what wages should be based off of. (Not the solicitation example?)

A. Yes, the Wage Determination is what wages should be based off of.
