Question 1: Site Improvements/Grading:

Appendix M, Site Assessment Report, Page 4 states that the available area for new Female Barracks is about 9,700 sqm (97x100m) including the existing Building #105; however, as per Appendix C, the Female Compound concept site plan and Appendix B RTC J Layout the proposed available site for the Female Compound is shown as (197x102m) which equals to 20,094 sqm. Please provide clarification for the differences

ANSWER:

The ATST report was not required to determine available space on the compound. Their comment was not based upon knowledge of the final site layout and requirements. Therefore, Appendices B & C should be followed, as directed in the SOW.

Question 2: Site Demolition:

The SOW, Technical requirements and Appendix B RTC J Layout show that the below items shall be removed:

a: Compound Wall, b: Existing Generators Shades and, c: Clearing and Grabbing of the Site, Please confirm that removal and displacement of the below items are not part of the Contract and will not be removed:

CONNEX, storage, cooler unit, wooden canopy, steel canopy, shade, fence, Jersey barrier, bunker, HESCO and bollard around building #105 and etc. as shown in Appendix M. Site assessment report, Page #10, all of the mentioned items currently existing on the site, which is proposed for construction of the Female Compound.

ANSWER:

CONNEX boxes, coolers, jersey barriers, and bunkers shall be relocated for temporary storage to the location shown on attached. HESCO barriers shall be disassembled and stored at the same location. Fill material shall be stockpiled in same area. Wooden canopies and bollards shall be demolished and disposed. Steel canopy is part of the work described for relocation/removal of the generators (All other items are not in the scope of work). Additionally, three rubber hall/barracks shall be disassembled and temporarily stored at location shown.

Question 3: Water System

The SOW Para# 2.4.1.2 states that for existing Male Compound, the contractor shall replace the existing plastic water tank to a new 100,000 liter concrete ground storage tank and also shall provide a new 25,000 liter elevated water tank. Further, the technical requirement Para# 2.5.5 requires that the bottom of the tank should be about 20.0m above finished grade. Please clarify is the Water Tower for this elevated tank is part of this contract?

ANSWER:

The Water Tower is required to provide an elevated tank. An elevated tank is a requirement of this contract. Yes.

Question 4: Sanitary Sewer System:

Appendix J- Water Sewer shows the sewer line layout for existing Buildings #105 and states that the existing sewer line may be relocated, as necessary, to accommodate the new construction. Also in the same area proposed for the New Female Compound many other facilities exists including a CONNEX, Temporary Barracks, storage, cooler unit, wooden canopy, steel canopy, shade, fence, jersey barrier, bunker, HESCO and bollard around building #105, but no drawings exist for the sewer lines for these facilities. Please clarify if there are existing sewer systems for these facilities that need to be removed.

ANSWER:

There are no known lines in that area. If lines for these temporary structures are discovered during construction, the lines shall be capped and abandoned in place.

Question 5:

The SOW, Para # 2.4.2.2 and Technical requirement, Para #2.5.3 state that existing Buildings in the Male Training areas shall also be connected to new septic treatment and disposal field.

Will the Government please provide the existing sewer line drawings in order to know the approximate locations of these lines for connection to the septic treatment and disposal field?

ANSWER:

No as-built drawings exist for the men’s compound. Contractor should make allowance in their proposal for the effort to determine locations.

The SOW, Para #2.5.2 states that the source of power for this contract is connection to existing distribution system and the contractor shall utilize two existing 1250KVA Generators on Shed #902 to feed power to new and existing Building #105, however no drawing exists for existing distribution system to show the connection point for the new system.

Please clarify and provide the drawings for existing distribution system.

ANSWER:

This is a design build. The Contractor is to assess and investigate the existing electrical distribution system and submit their design to the Government for approval. No existing drawings exist for the electrical distribution system.

Contractor should make allowance in their proposal for the effort to determine locations.

Question 7:

The site assessment report shows the status that one of the 1250KVA Generators has leakage and a second is damaged and not working, However the SOW states that the contractor shall provide 1800A Manual Transfer switch to connect two existing Generators, as referenced in Appendix M. Site Assessment Report, Page #6 and SOW, Para # 2.5.2.

Please verify if these Generators are to be repaired under this contract. Also, please confirm that the second Generator, which is damaged, is in repairable condition, or if the second, damaged Generator must be replaced with new Generator by the Contractor under this contract.

The generator is NOT to be repaired under this contract. The damaged generator is currently being repaired by our O&M contract.
