AFGHAN TECHNICAL SUPPORT TEAM INSPECTION REPORT (ATAST)
Mechanical report
Sewer System:
1 - Layout the pipe network for disposal from Building 105 to the septic field (A) 2 - Identify septic tanks in the expansion area and the new female compound.
3 – How/does it connects to disposal system for the men’s expansion area?
4 – Size and layout of septic system (A).
Location: Building # 105 The sewer pipe comes out from the building # 105(Pipe diameter 4”) through manholes to the lift station (Pipe diameter 6”) then transfer by pumps to above ground septic tank (pipe diameter 8”).
Location: Building # 105 Sewer Manholes All sewer manhole are connected to the north site of building # 105 the mention manhole connected to the lift station the distance between sewer manhole and lift station is 60 m the diameter of pipe is 8”
Location: Septic Tanks Above ground septic tank for Building # 105, G3 area (capacity was 50M3) which feed by lift station, and underground septic tank for G4 area which is feed by gravity (size 8.1x3M) but the depth was not possible to measure because it was full of sewer.
The mention septic tanks haven’t any connection with each other.
Water System:
5 - Need schematic plan of base water distribution mains (not necessarily to individual building?)
6 – How are three wells on the compound connected to each other and to the treatment area (Building 879)? Size/type of pipes and layout.
7 – From where does building 105 receive water? Does it come straight from the elevated tank (851) or from the treatment area (building 870-men’s compound)?
Show pipe layout and size.
8 – What is the capacity of the elevated tank (851)?
9 – Does the water from the well (Building 800) go the treatment plant or into the elevated tank? Does it have any treatment of its own in Building 800? Size/type of pipes and layout.
10 – Does the water from the well near the wall dividing the main compound from the men’s expansion area go to the treatment area first/ Size/type of pipes and layout.
Location: Well house # 800 The well # 800 was not connecting to the other wells and treatment area (building
870) also it doesn’t have any treatment, its own in building 800. It goes direct to the elevated water tank first, then it distribute to the building # 105 and G4 area (Pipe diameter 2” type PVC and GI)
Location: Building # 870 well house, treatment area and Water Well in open area These two wells are connected with each other in treatment area which is located outside of building # 870. (Pipe size 2” type GI and PVC)
Capacity of elevated water tanks was 35 M3.
Some questions are answered by drawing detail to show approximately the layout of sewer pipe and water pipes for more information please see Appendix B-I photo report and drawing detail.
Electrical report
RTC Jalal Abad site visit important issues have been noted as below:
1. Totally there were six generators at site, two 1250 KVA, two 500 KVA and two 250 KVA all prime power rated. Generator details are as below.
Two 500 KVA prime power rated generators were located in generator house# 901 feeding J3 area classes and soldiers’ barracks. One was working during the day and other at nights. Generators voltage ratings were 400/220 V 50 Hz. Total load on the generators during operation was 150 KW maximum. Current condition of the generator was not so bad. Each had run time of 7380h36m, 1620starts and 8093h26m, 1583starts. Approximately during one month ITT is responsible for generators maintenance, before ITT ANP themselves were responsible for servicing the generators. ITT generators responsible person said before we come here the generators were in a very bad condition and now they taking care of the generators and its operations are normal. The generators name plate data is: power factor 0.8 cos ȹ, phase 3, rated current prime 757 A and rated speed 1500 RPM. Total load on the generator is around 150 KW.
Two 1250 KVA generators which were located in generator shed# 902, each was 1250 KVA prime power rated, 395 V phase voltages. Load on the generators phases were not balanced. One phase shows 174A, but other shows 0.2A and the third phase shows 148A. Total connected load on the generator# 2 was 68.4 kW (85.5 KVA) in order that generator prime power was 1250 KVA hence there was 6.84 percent load on the generator. In standard we must have minimum 40% load on the generator or else the generator is getting damaged and consumes oil. Approximately during one month ITT is responsible for generators maintenance, before ITT ANP themselves were responsible for servicing the generators. Current condition of these generators was not good. There was oil leakage in generator# 2. Generator# 1 was damaged according to responsible person explanation it’s about 1 year that is damaged and not working. The active generator voltage was 395V 50HZ. Total load on the generator is around 68.4 KW. The generators name plate data is: year of manufacture 2009, power factor 0.8 cosɸ, rated voltage 415/240 V, phase 3, rated current 1739 A, rated RPM 1500, maximum altitude 152.4 m, maximum ambient temperature 50 ˚C.
Two generators which were located in generator shed# 900 were relocated beside the two 1250 KVA generator to operate the compound during the night. One of the two generators was operational but the other was damaged. For name plate data of the generator please refer to appendix B-2 photo# 12.
2. Building # 105 main panel main breakers was 200A. Spare breaker was not available in the panel. According to ANP head of engineering explanation, that there was extra generator which was feeding building# 105 and now it does not exist at the site.
3. Current population of the compound as per compound head of maintenance is “500 people”.
4. It was asked about communication manholes at site, but we couldn’t identify any communication manhole at site.
AFGHAN TECHNICAL SUPPORT TEAM INSPECTION REPORT (ATAST)
5. For drawing the single line diagram of the compound, all buildings total loads are needed. We asked the ANP head of Engineering about the drawings, he said that we don’t have any drawings at hand.
6. There wasn’t any transformer in the site.
For more details about generators please refer to photo report.
