About this file
This document summarizes questions received in response to a solicitation seeking maintenance and repair of main rotor blades. The government will no longer require an upgrade from part number 7015009100041 to 7015009100043, and has adjusted quantities and deleted CLINs accordingly. Pricing should be provided as requested in the solicitation for overhaul CLINs. The government does not intend to add separate CLINs for expensive parts or container components. Master blades and historical part replacement percentages will not be provided. The subcontracting plan, PVA pricing details, and support for a scrap determination are clarified. Delivery locations are identified and the response deadline is provided. Approved sources for the work are identified as Sikorsky, International Aviation Composites, and Israel Aerospace Industries.

DEPARTMENT OF THE ARMY
U.S. ARMY CONTRACTING COMMAND - REDSTONE
BUILDING 5303 MARTIN ROAD
REDSTONE ARSENAL, ALABAMA 35898-5000
16 April 2019
The following questions were received in response to solicitation W58RGZ-19-R-0198.
The Government’s response appears below each question:
1) Please confirm that assets will be inducted as PN 70150‐09100‐041 and repaired to PN 70150‐09100‐043.
- Response: The Government has reviewed this requirement and has determined that the Upgrade from PN 70150‐09100‐041 to 70150‐09100‐043 is no longer needed. Accordingly, CLINs 0002AA and 0003AA have been deleted. The quantities applicable to these CLINs have been added to the remaining CLINs. The total estimated quantity applicable to this solicitation is unchanged.
2) Page 6 item 0002AA ;page 8 item 0002AB; page 9 item 0002AC ; page 11 0003AA; page13 0003AB; page 14 0003AB there are lines with dollar value to be filled in under columns titled Unit Price and Amount. Can you please clarify what data should be filled in on these lines?
- Response: The blanks in the Unit Price and Amount columns should be left blank. Under each CLIN, there is a section which states, “OFFEROR IS REQUIRED TO FILL IN PROPOSED UNIT PRICE:.” The proposed pricing for each CLIN should be placed into these sections using the blanks provided for each ordering period.
3) Item 0003AB calls for Overhaul Category III of the MRB; should we price a Blade with only Category III Overhaul? Most MRBs that require Category III require also Categories I and II.
- Response: The pricing for each overhaul CLIN should include everything necessary to return the items to Condition Code A, as defined by Army Regulation 725-50.
4) Item 0005AA Containers refers only to pricing for new containers. Can an additional line 0005B be provided to cover costs for several container repairs (replace cover latches, blade support, etc) to avoid purchasing additional new containers?
- Response: At this time, the Government does not intend to add an additional
CLINs for containers or components of containers.
5) Expensive Spare Parts: The solicitation does not include percentages of MRB requiring expensive parts replacement as part of the Overhaul. We request that the government add additional separate CLINs for these expensive parts so that this cost is removed from the estimated parts pricing costs for the main MRO CLINS. These expensive parts will be added by the special CLIN on a case by case basis at Government approval thus saving costs to the Government.
- Response: At this time, the Government does not intend to add additional
CLINs for individual parts needed to overhaul the Main Rotor Blade. The Government does not have historical percentages concerning the replacement rate of any individual parts or components.
6) Will the Government provide on loan Master Blades as GFE or should we include this as GFE or should vendors include this as part of their proposal price?
- Response: Master Blades will not be provided by the Government.
7) PVA CLIN 0001AA: Please clarify what data should be filled into the column
Amount. Regarding the Fixed Price; should this include the cost for the Overhaul of the 3 MRB?
- Response: The price of overhaul (for the 3 PVA Blades) will be covered under the applicable overhaul CLIN.
8) The solicitation calls for destination.
- Response: Destination only applies to CLIN 0001AA (PVA). All other CLINS are Origin.
9) Scrap, 0004AA, has a (BER) Beyond Economical Repair as being $137,413.84 cost to the contractor. What pricing information is required to substantiate such a report for a blade?
- Response: As stated in the Statement of Work, paragraph b, “This data will include at minimum material cost (80% of material cost will be supported by current vendor quotes), labor hours, labor rates, overheads, G&A, and profit rate. More information to support the contractor's price may be requested by the Government.”
10) It is not clear if the Subcontracting Plan must be submitted along with submission of the proposal or is it a post award requirement?
- Response: The applicable Subcontracting Plan shall be submitted with the proposal.
11) Lead times for PVA and starting the repairs seem to be unrealistic.
- Response: At this time, the Government does not intend to adjust the delivery schedule.
