Price:
Adjectival ratings shall not be used for the price portion of offerors proposals. Award will be made to the offeror who submits the lowest priced, technically acceptable proposal. The Government will fully evaluate all priced CLINs. For award purposes, the total proposed price for all CLINs will be added together into a total sum (contract value). Although all pricing will be evaluated, the minimum quantity specified in this solicitation represents the Governments only obligation. The offerors Price proposal will be evaluated using one or more of the techniques described in FAR 15.404-1 in order to determine if it is fair and reasonable. Normally, adequate price competition establishes a fair and reasonable price (FAR 15.404-1(b)(2)(i)).
The offerors proposal will be evaluated for the following:
(a) Compliance with Section L Instructions to Offerors: The proposal submitted by the offeror will be evaluated for compliance based upon the submission requirements contained in the Section L Instructions to Offerors.
(b) Price Reasonableness: The Price submitted by the offeror will be evaluated to determine if it is reasonable. In accordance with
FAR 31.201-3, a cost/price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Total Evaluated Price consists of summing the offerors proposed FFP CLIN prices
(CLINs 0001, 0002, 0003, 0004, and 0005, to include all sub-CLINs). If applicable, it includes information provided in accordance with the Section M provision entitled "Evaluation Procedures to Eliminate Competitive Advantages from Rent-Free Use of Government-Owned
