The proposed contractual action will be a Five (5) year, Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum / maximum quantities listed above. These items are not commercial, so FAR Part 12 will be not utilized. Required delivery shall be FOB Origin.
DMWR 1-1615-281, Revision Date 02/10/2012, has been identified for this effort; however, the Main Rotor Blade is a Critical Safety Item (CSI) and is limited only to the approved sources by AED. The following sources are currently listed as approved sources for this effort: Sikorsky Aircraft Corporation, 6900 Main St., Stratford, CT 06614-1378 (CAGE Code 78286); International Aviation Composites, 8715 Harmon Rd., Fort Worth, TX 76177-7501 (CAGE Code 1BHR6); and Israel Aerospace Industries - Bedek Accessories Mata, Atarot Airport, Jerusalem, Israel (CAGE Code 2491A). Contractors are encouraged to seek Source Approval Requests (SAR) in order to become an approve source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. These procedures are outlined at the following website: http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home.
No telephone requests for the solicitation will be accepted. Requests for the solicitation shall be by mail. You may mail your request to Andrew Cameron, CCAM-ALB, Building 5303, 2nd Floor, Redstone Arsenal, AL 35898- 5000. Email requests should be sent to andrew.e.cameron.civ@mail.mil. Proposals can be hand-carried, mailed via the US Postal Service, or delivered by a commercial delivery service. No FAX or email responses shall be accepted for the initial proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
Note: For security reasons, attachments 0012 - 0048 (The DMWR and MEOs) cannot be posted with the solicitation. They must be requested via the following procedures:

DMWRs and Technical Manuals (TMs) can be obtained by contacting Ms. Sandra Love at the AMCOM Publications Office via E-mail: sandra.d.love4.ctr@mail.mil or telephone: 256-842-6544. The AMCOM Publications Office recommends that the requesting company fill out the Military Critical Technical Data Agreement (DD Form 2345) before requesting technical data. A copy of DD Form 2345 can be found at the website: http://www.dtic.mil/whs/directives/forms/eforms/dd2345.pdf.
MEOs and AEDs can be obtained by contacting the Aviation Engineering Directorate, Maintenance Engineering Division's MEO Library via E-mail: usarmy.redstone.rdecom-amrdec.list.rdmr-aem-library@mail.mil and requesting any required MEOs/AEDs for the applicable DMWR. The SAR number must be identified in the request. Without the SAR number, AED will not release the MEOs
