1.0 SCOPE

The Aviation and Missile Research, Development, and Engineering Center (AMRDEC), Engineering Directorate (ED) Prototype Integration Facility (PIF) provides a rapid response capability for generating hardware solutions to support the Department of Defense (DoD) and other Federal Agencies. The PIF operates nine facilities including buildings 3328, 3629, 4762, 4773, 4770, 4803, 5405, 5685, and 7231 at Redstone Arsenal (RSA), Alabama (AL), and will be supported by off-site contractor facilities in the Huntsville-Decatur-Albertville Combined Statistical Area. Government owned and Government operated, the PIF offers single-source convenience, turn-key solutions for development, fabrication, systems integration, modification, experimentation, and subsystem/system-level testing.

The PIF maintains a collaborative environment optimally structured for supporting quick reaction delivery of hardware solutions. PIF Government personnel are grouped by customer and function. There is a team of approximately 60 Government Project Leads (GPL) who are the primary points of contact (POC) for PIF customers and are responsible for successful project execution. A GPL or other Government personnel will be assigned as a Contracting Officer’s Representative (COR) on each task order/delivery order (TO/DO). There are also a number of robust Government support teams in place which make up the backbone of the organization including business and strategic operations, engineering design, production management, facilities management, configuration management, and mission assurance, the last of which includes quality assurance, test, and flight activities management.

This statement of work (SOW) describes the requirement to provide labor, materials, and facilities to support the PIF at RSA. The Contractor’s efforts under this SOW support the following specific PIF capabilities: program management, design and analysis, three-dimensional (3D) modeling, rapid prototyping, mechanical fabrication, advanced composites, printed wiring board fabrication, circuit assembly and test, circuit board fabrication and plating, cable/wiring harness assembly, electrical and mechanical assembly, platform integration, aircraft modification, field retrofits, operations support, documentation support, and sustainment support in Continental United States (CONUS) and Outside the Continental United States (OCONUS). These efforts support all new and existing platforms, systems, subsystems, parts, items, and components, and emerging future technology.

The following terms are used throughout the SOW, and are defined as follows:

Platform - A combination of hardware, software/firmware, structures and personnel that provide a dedicated function serving a Government requirement. To this extent, platforms include, but are not limited to, airborne vehicles, wheeled/tracked vehicles, watercraft, spacecraft, missiles, electronics equipment, shelters, ground support equipment, support structures, marine devices, launchers, the Warfighter/personnel, and emerging future technology, e.g. V-22 Osprey, Multi-Mission Launcher, and Mine-Resistant Ambush Protected vehicles.

System - A combination of hardware and software/firmware that performs a dedicated function serving a Government requirement, including, but not limited to, electronics equipment, networks, shelters, ground support equipment, and support structures which use one or more subsystems.

Subsystem - Electronic/mechanical/structural equipment, associated components/parts/items, and/or software/firmware that support one or more systems.

Part/Item/Component - A tangible, distinct, serviceable and/or replaceable element, assembly/subassembly, or tool required in support of a subsystem or system.

2.0 APPLICABLE DOCUMENTS

Applicable top-level documents are identified by number, title, date, and category in the Document Summary List (DSL), an attachment to the Contract. The document versions specified on the DSL take precedence over the generic references (without revision letters) cited in this SOW.

3.0 REQUIREMENTS
