The specification section for bid items 10 07AE, Tank Mix and 10 07AS, Runway Mix is 02554, Hot Mix Asphalt Pavement. This specification states that bituminous concrete mixes and materials shall be in accordance with Section 504 of Maryland State (Highway) Specifications. This section, or any other section of the Maryland State Highway specifications, does not provide specifications for either the Tank Mix or Runway Mix. Please provide specifications for the required mix design.
In accordance with: Runway mix: Unified Facilities Criteria (UFC) 3-260-01 Airfield & Heliport Planning & Design Guide; Tank Mix: Maryland Department of Transportation (DOT) Level 5

Regarding the MDE permit acquisition and expedited review, should this be a line item on the bid sheet?
Yes, See CLIN 10 25 AY for Maryland Reviewer.
3
We are pursuing for this project and would like to ask you about the teaming with other Small Business, but non-8(a) firm.
SBA approval for teaming arrangements is not required. In accordance with the Partnership Agreement between SBA and the agency, the Partnership Agreement represents delegation of the SBA's 8(a) contract execution authority to other federal agencies, which includes full administrative authority to the Contracting Officer to review and approve subcontractors to the 8(a) Participant. We would draw your attention to the 8(a) firm's requirement to meet the limitations on subcontracting per 13 FR 125.6. 13 CFR 125.6(c) specifically discusses subcontracts to similarly situated entities. Because this procurement is an 8(a) competitive, the case where the prime is 8(a) and the subcontractor is a small business (no 8(a) certification), they would not be viewed as similarly situated and that subcontractor's performance would not count towards the 8(a)'s 15% self-performance requirement as outlined in the RFP. If both entities were 8(a), both of their performance would count toward the 15% requirement. Finally, because this is 8(a) competitive, we would strongly suggest that you contact your local SBA Business Opportunity Specialist for additional guidance and confirmation of what was stated.
4
Is SBA approval required for teaming arrangement with my 8(a) firm and one other Small Business, non 8(a) firm?

9
Will the Government provide enough work on this contract for the Contractor to be able to schedule crews to work continuously or will numerous mobilizations and demobilizations be required?
The Government is unable to specify future workloads because it depends on the need, funding availability, and unpredictable factors such as the weather. Consequently, the requirement is being competed and awarded as an Indefinite Delivery requirements-type contract.
10
How is the cost for traffic control to be captured by the contractor? Can you provide an idea of the number or percentage of delivery orders that will require traffic control?
Traffic control is to be captured as part of the offeror’s proposed loaded prices in the spreadsheets. The Government cannot provide a number or percentage of task orders that will require traffic control.
11
What percentage of work will be required to be performed “off-hours” for logistical, safety or other reasons? How is the cost of overtime pay to be captured by the contractor for the additional expense?
The Government cannot provide a percentage of “off hours” for safety or other reasons. It will depend on the requirement when the need arises. Contractor will need to capture those expenses as part of their overhead expenses which are to be included in line item pricing. Task Orders are issued on a firm fixed price basis.
12
How is the contractor to be compensated for additional cost associated with an “off hour” emergency response?
Contractor will need to incorporate those expenses as part of their function of the contract and overhead expenses if the need arises. Off-hour Emergency responses have historically been rare, averaging less than one per year.
13
How is scheduling affected by APG specific factors such as access to secure areas, firing schedules, military activities, etc? How are delays and de and re-mobilization costs from these and similar restrictions compensable to the contractor?
This is a firm fixed price requirement. The Government and the contractor discuss firing schedules, military activities, etc. during the site visit and when agreeing upon an appropriate performance period. The contractor can refer to FAR 52.243-1, 52.243-4, and 52.243-5 Changes and 52.236-2 Differing Site Conditions Clauses within the solicitation for additional delays.
14
Will the Wage Rates specified in the solicitation remain in effect for the duration of the contract including option years / extensions? If the wage rates are revised during the contract period will we have an option to adjust our pricing to reflect the change?
No. Wage Determination Rates will change annually as the Option Years are exercised. Regarding adjustments to contract pricing, it depends. Reference FAR 52.222-43.
15
What documentation is required for planned equipment purchases?
Please review the solicitation package carefully. Equipment is mentioned in several places throughout the document. Example: Technical Evaluation Approach Subfactor b: Contract Management Plan (CMP) – bullet “4” request “Equipment List” – please provide a detailed document of what is being requested in this bullet. Again, Proposal Submission Requirements, Subfactor b: Contract Management Plan (CMP) – bullet “4” Equipment. Please read carefully. It is ultimately up to the offeror to provide sufficient information and detail to enable the Government to evaluate the proposal and determine whether the planned equipment purchase plan is adequate for the requirement.

See contract clauses within the solicitation package for Changes and Changed Conditions.
17

See contract clauses within the solicitation package for Changes and Changed Conditions. Reference FAR 52.236-2.

The Solicitation Instructions to Bidders, Section 1, Introduction, states:
"The Government is establishing a 150 page limit on proposals. Volume IV does not count against the page limitation."
We would like to request clarification on this because it seems to include the pricing volume within this 150 page limitation. Volume III combined with Section 00010, SF1442 and addendums already exceed the 150page limit. Shouldn't Volume III be excluded from the page count as well as Volume IV?
Please also confirm that the PPQs which are returned directly to the Government are not included against this page count.
Volume I – Technical, Volume II – Past Performance and Volume III – Price. These 3 volumes has a total page limit of 150 pages. Volume IV which is your SF 1442, addendums, certification/representations, teaming, joint venture documentation (if applicable) does not count against the page limitation.
Past Performance Questionnaires that are returned directly to the Government are not included in the page count.
