SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
BASIS FOR AWARD
BASIS FOR AWARD AND FACTORS/SUB-FACTORS TO BE EVALUATED
A. BASIS FOR AWARD
The award will be made based on the best overall proposal with appropriate consideration given to the following three evaluation factors: Technical (Factor I), Past Performance (Factor II), and Price (Factor III). To receive consideration for an award, an “Acceptable” rating must be achieved for the following two evaluation factors: Technical (Factor I) and Past Performance (Factor II). Factors I and II are of equal importance. All subfactors under Technical (Factor I) are of equal importance. Award will be made to the single responsible offeror, whose proposal has been determined to be technically acceptable (Factor I), acceptable for Past Performance (Factor II), and who has offered the lowest total price (Factor III), inclusive of all CLINs and options. Offerors must be rated as acceptable for all factors and subfactors to receive the award. Price will be evaluated in accordance with FAR 15.404-1. The Government intends to evaluate proposals and make award without discussions. Offerors should ensure the completeness of their proposals and offer their best terms and conditions with their initial proposals. If negotiations are considered necessary, they will be conducted with those offerors in a competitive range.
The determination of the competitive range will be the responsibility of the Contracting Officer and the Source Selection Authority. Factors and sub-factors are not numerically weighted. Price will be the ultimate determining factor for proposals rated as acceptable for Technical and Past Performance.
In order to be considered for award, offerors must be registered in the System for Award Management (SAM) under NAICS 237310 (Size Standard $36.5M) prior to contract award.
B. FACTORS AND SUB-FACTORS TO BE EVALUATED
The following evaluation factors and subfactors will be used to evaluate each proposal.
A detailed explanation of the criteria for evaluation is set forth in the “evaluation approach”, paragraph C of this section. During evaluation of each proposal, the Government will assign each factor/sub-factor an Acceptable/Unacceptable rating. Each sub-factor will be evaluated to determine if the proposed approach associated with each factor meets or does not meet the minimum performance or capability requirements. To receive an overall “Acceptable” factor rating, all sub-factors must receive an “Acceptable” rating.
Factor 1: Technical
The Technical factor is further divided into the following sub-factors:
a) Bonding Capacity
b) Contract Management Plan (CMP)
c) Key Personnel:
• Project Manager (PM)
• Superintendent
• Quality Control Manager (QCM)
Factor 2: Past Performance:
Each offeror's past performance will be reviewed and evaluated on an acceptable or unacceptable basis.
Factor 3: Price:
The resulting award will be a Requirements-type Indefinite Delivery contract with task orders issued on a Firm Fixed Price (FFP) basis based on line item pricing incorporated into the award. The Government will evaluate offers for award purposes by adding the total of all CLIN/SubCLIN prices, including spreadsheets included in the solicitation.
C. EVALUATION APPROACH
All proposals shall be subject to evaluation by the Source Selection Team (SST). The SST will evaluated the proposals on an “Acceptable” or “Unacceptable” basis.
1. The overarching evaluation approach for all factors and sub-factors is an adequacy of response. The proposal will be evaluated to determine whether the offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the RFP. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the RFP.
TECHNICAL EVALUATION APPROACH.
The Technical factor is divided into the following sub-factors and evaluated on an “Acceptable” or “Unacceptable” basis.
Table – Technical Acceptable/Unacceptable Ratings
Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
2. The Technical factor is divided into the following sub-factors:
Subfactor a: Bonding Capacity:
The Government will evaluate the offeror’s ability to provide evidence from its chosen Surety that it can obtain $10 Million of payment and performance bonds per year of performance specifically for this paving contract based on the documentation that it submits with its proposal.
Subfactor b: Contract Management Plan (CMP):
The Government will evaluate the offeror’s ability to perform based on its submitted information for the CMP. The evaluation will be based on the adequacy of response for the following items:
Description of the overall company structure related to the performance and SOW.
Overview of contract execution.
Organization. Description of its ability to manage multiple projects through adequate and qualified on-site staffing to support at least 10 ongoing projects.
Equipment list (currently owned and planned purchases/lease): Detailed list of equipment to be used in this contract. Age of the vehicles, pictures, and personnel to use this equipment. Identification of current equipment owned and any plans to purchase/lease additional equipment after award during the one (1) month transition-in/phase-in period. NOTE: Contractors should assume for proposal purposes that approximately $5M-$10M of work will be awarded per year or will be ongoing at any time. Currently owned and planned purchases/leased equipment list must be adequate for handling this magnitude of workload.
Scheduling methodology: Description of the scheduling techniques and project planning methodology. Description of the criteria for selecting and qualifying subcontractor(s).
Quality control. Description of how the prime contractor plans to control the quality of work.
Safety: safety program, training, and OSHA requirements within 3 years.
Subfactor c: Key Personnel (NOTE: Qualifications, education, and other information as outlined below in "Proposal Submission Requirements" must be clearly demonstrated/listed in the resumes provided. The Government will not make assumptions or fill-in the blanks)
Project Manager (PM):
The Government will evaluate the offeror’s ability to provide a PM that possesses the following experience:
Minimum of 7 years of experience in the construction, including minimum of 5 years of experience in paving management.
Graduate of an accredited university or college with an engineering degree in the civil construction field.
Has at least 2 years of supervisory experience in the construction field related to paving.
Superintendent:
The Government will evaluate the offeror’s ability to provide a Superintendent that possesses the following experience:
Minimum of 7 years journeyman level experience in the paving field and minimum of 3 years of experience in supervisory position related to paving.
Quality Control Manager (QCM):
The Government will evaluate the offeror’s ability to provide a QCM that possesses the following experience:
Possesses the current license/certification in the following areas: American
Concrete Institute (ACI) concrete Field Testing Grade I Certification, 30-hour OSHA Safety Inspection Certification, Storm Water Permit Certification (N/A to the QCM but the certificate must be held by one of the offeror’s National Institute for Certification in Engineering Technologies (NICET) Level 1 Soil Certification, and the US Army Corps of Engineers Quality Control Training Course Completion Certificate.
Minimum of 10 years combined specialized experience as a Quality Control Manager in industrial, institutional, and DoD activities.
3. Past Performance
The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the SOW. Past Performance factor considers each offeror’s demonstrated recent and relevant record of performance in providing services that meet the contract requirements. Recent past performance is considered to be efforts awarded during the past five (5) years, from the issue date of this RFP. Relevant efforts are defined as services that are the same as or similar services as compared to the North American Industry Classification System (NAICS) Code 237310 (Highway, Street, Bridge Construction). Work may include work performed for commercial or Governmental clients. The size and scale of the projects provided will also be considered when determining relevancy.
Evaluation of past performance shall be in accordance with this plan utilizing the forms and questionnaires set forth in Attachment 2. The Government may consider a wide array of information from a variety of sources, but is not compelled to rely on all the information available.
The Government may use data provided by the offeror in its proposal and data obtained from other sources, including data in Government files (i.e., CPARs) or data obtained through interviews with personnel familiar with the contractor and their current and past performance.
Data used in conducting past performance assessments shall not extend past five years prior to the issue date of the RFP, but may include performance data as a prime. The Government reserves the right to limit the number of references it decides to contact and to contact references other than those provided by the Offeror including sources outside the Government.
The Government will evaluate the offeror’s proposal against the above requirements to determine whether the proposal is acceptable or unacceptable for the Past Performance factor, using the ratings and descriptions outlined in Table 1 below.
Table 1 – Past Performance Ratings
NOTE: If an Offeror submits a certification statement that it has no relevant past performance and the Government has no other information available regarding the Offerors past performance, that Offeror will receive a neutral/unknown rating (i.e.), the Offeror is evaluated neither favorably nor unfavorably) for past performance. If the Offeror provides past performance information that is not relevant and current as defined in the RFP, the Offeror will receive a neutral/unknown past performance rating for those contracts. Neutral/unknown is the equivalent of Acceptable for this acquisition.
4. Price.
The Government will evaluate the price proposal for award purposes by adding the total of all CLIN/SubCLIN prices, including all options by using price analysis techniques describe in FAR 15.404-1. Examples include using historical price information, price competition information, the Independent Government Estimate (IGE), and any other pricing tools necessary. Offers that are unbalanced between years or CLINs may be found unacceptable.
A price is considered reasonable when, in its nature or amount, it does not exceed what an ordinarily prudent person in the conduct of competitive business would incur. A balanced offer is one that contains prices properly distributed over all line items throughout the life of the contract including any base and option period(s).
Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Reasonableness will be established using historical price information, price competition information, the Independent Government Estimate (IGE), and any other pricing tools necessary. Offers that are unbalanced between years or CLINs may be found unacceptable.
