5.1 Materials: Provide materials for striping and marking for roads and streets conforming to the applicable publications referenced.
5.2 Solvent-Based Markings: Solvent-based paint shall be delivered and stored in sealed containers that plainly show the designated name, formula or specification number, batch number, color, date of manufacture, manufacturer's name, formulation number and directions, all plainly legible. The paint shall be homogeneous, easily stirred to smooth consistency, and shall show no hard settlement or other objectionable characteristics during a storage period of six months.
5.3 Reflective Media: Glass beads for roadways shall conform to AASHTO specification M-247. Reflective media for Airfields and Runways shall be submitted to and approved in writing by the appropriate regulating authority for use on airfields and runways.
5.3.1 In the event paint does not contain retro-reflective media, the contractor shall apply retro-reflective media to all roadway markings using approved air activated dispensers attached behind paint spray guns.
5.4 Thermoplastic Markings: Thermoplastic pavement striping and markings shall be reflectorized and of a type that is extruded or sprayed onto the pavement surface in a molten state by mechanical means and which upon cooling to pavement temperature, produces a permanent reflectorized traffic stripe or mark. The compound shall not deteriorate by contract with chemicals used in combating ice formation on roadways, or from oil content of pavement materials. The compound shall not give off fumes which are toxic or otherwise injurious to life or property. The material shall not lift from the pavement in freezing weather, nor show appreciable deformation or discoloration under normal traffic conditions at temperatures below 120 degrees F. The exposed surface shall be free from tack and shall be non-slippery when wet.
5.4.1 Thermoplastic Compound: The thermoplastic material shall be a product especially compounded for traffic markings. The pigmented binder shall be well dispersed and free from all skins, dirts, foreign objects, or such ingredients as cause bleeding, staining, or discoloration. Brightness characteristics shall not appreciably change after prolonged exposure to weather or traffic conditions. The thermoplastic compound shall not break down or deteriorate if held in a plastic temperature for a period of four hours, or by reasons of four heatings to the plastic temperature. During the manufacturing process, reflectorized glass spheres shall be added and uniformly mixed throughout the material to the extent of not less than 15 percent nor more than 50 percent by weight of the material, as approved, or as recommended by the manufacturer.
6. REMOVAL OF PAVEMENT MARKINGS:
6.1 The contractor shall remove existing pavement markings (or conflicting pavement markings), indicated on the delivery order.
6.2 In general, it is expected that removal shall be such that at least 80 percent of the pavement surface shall be exposed uniformly throughout. After removal areas have been thoroughly cleaned and dried, no loose or flaking paint shall remain. Pavement markings shall be removed by a method acceptable to the Contracting Officer that does not materially damage the surface or the texture of the pavement and leaves the surface in proper condition for adequate bonding of the pavement marking material and provides a neat appearance.
6.3 The area cleaned shall be at least two inches wider than the marking to be applied.
6.4 New markings shall be applied the same day old markings are removed.
6.5 Whenever grinding, scraping, sandblasting, or other operations are performed, the work shall be conducted in such a manner that the finished pavement surface is not damaged or left in a pattern that misleads or confuses motorists. When these operations are completed, the pavement markings shall be cleaned to remove residue and debris resulting from the cleaning work.
6.6 Where removal of paint or objectionable material is being performed within 10 feet of a lane occupied by traffic, the residue, including dust, shall be removed immediately from the surface being treated. Such removal shall be by methods acceptable the Contracting Officer.
6.7 Any damage to the pavement or pavement joint materials caused by pavement marking removal shall be repaired by the contractor at no additional cost to the Government by methods acceptable to the Contracting Officer.
7. SURFACE PREPARATION:
7.1 All surfaces to be marked shall be thoroughly cleaned before application of the paint. Dust, dirt, and other granular surface deposits shall be removed by sweeping, blowing with compressed air, rinsing with water or a combination of these methods, as required. Rubber deposits, surface laitance, existing paint markings, and other coatings adhering to the pavement shall be completely removed with scraper, wire brushes, sandblasting, approved chemicals, or mechanical abrasion, as required. Where oil or grease are present on old pavements to be marked, affected areas shall be scrubbed with several applications of trisodium phosphate solution or other approved detergent or degreaser, and rinsed thoroughly after each application. After cleaning, oil soaked areas shall be sealed with cut shellac to prevent bleed through.
8. APPLICATION EQUIPMENT:
8.1 Paint Applicator: The equipment for applying paint to pavements shall be self-propelled or mobile-drawn pneumatic spraying machine with suitable arrangements of atomizing nozzles and controls to obtain the specified results. The machine shall be capable of applying the stripe widths indicated, at the paint coverage rate specified, and of even uniform thickness with clear cut edges. Equipment used for marking streets and highways shall be capable of placing the prescribed number of lines at a single pass as solid lines, intermittent lines or a combination of solid and intermittent lines using a maximum of two different colors of paint, as required. The paint applicator shall have paint reservoir tanks of sufficient capacity with suitable gages to apply paint in accordance with specified requirements. Tanks shall be equipped with suitable air-driven mechanical agitators. The spray mechanism shall be equipped with quick-action valves conveniently located, and include necessary pressure regulators and gages in full view and reach of the operator. Paint strainers shall be installed in paint supply lines to ensure freedom from residue and foreign matter that may cause malfunction of the spray guns. The paint applicator shall be readily adaptable for attachment of an air-actuated dispenser for the approved reflective media. Pneumatic spray guns shall be provided for hand application of paint and glass beads in areas where the mobile paint applicator cannot be used.
8.2 Reflective Media Dispenser: The dispenser for applying the reflective media shall be attached to the paint dispenser and operate automatically and simultaneously with the paint applicator through the same control mechanism. The dispenser shall be capable of adjustment and designed to provide uniform flow of reflective media over the full width of the stripe at the rate of coverage specified at all operating speeds of the paint applicator to which it is attached.
8.3 Thermoplastic Application Equipment: Equipment used to melt and install hot thermoplastic materials shall be constructed to provide continuous mixing and agitation of the materials. All parts of the equipment which come in contact with the material shall be designed to evenly heat the material to the manufactures recommended temperature without overheating. The primary melting system shall be equipped with automatic thermostatic control devices for positive temperature and safety controls. Heating shall be by means of controlled heat transfer liquid or controlled flame heating, whereby flame does not touch underside or walls of thermoplastic melting vessel. Application equipment, including discharge apparatus, shall be constructed to maintain recommended temperature of material until it is deposited on the pavement. The Contracting Officer will reject any equipment or procedures that causes damage to the quality of the materials by overheating, scorching, or poor agitation. The Contracting Officer will reject materials due to excessive temperatures or time of heating and reheatings. The materials shall be heated uniformly throughout and shall have uniform disbursement of binder, pigment, and glass beads when applied to the surface of the pavement.
8.4 If an Extrusion Die (Shoe) system is used, the front and both sides of the extrusion shaping system shall remain in full contact with the pavement at all times while dispensing material.
8.5 The heating kettle and applicator shall meet the requirements of the National Board of Fire Underwriters, of the National Fire Protection Association of the state, and local authorities.
9. APPLICATION:
9.1 Roadways and Parking lots: Markings shall be applied as recommended by the manufacturer to produce the thickness designated in the contract line items.
9.2 Paint: Paint shall be applied to clean, dry surfaces, and unless otherwise approved, only when air and pavement temperatures are above 40 degrees F. and less than 95 degrees F. Paint temperature shall be maintained within the manufactures recommended limits. Paint shall be applied with approved equipment at rate of coverage specified. The contractor shall provide guide lines and templates as necessary to control paint application. Special precautions shall be taken in marking numbers, letters, and symbols. Edges of markings shall be sharply outlined. The contractor shall manage drying times to prevent undue softening of bitumen, and pickup, displacement, or discoloration by tires of traffic. If there is a deficiency in drying time of the markings, painting operations shall be discontinued until cause of the slow drying is determined and corrected.
9.3 Reflective Media: Applications of reflective media shall immediately follow application of pigmented binder. Application of glass spheres shall be accomplished to ensure the reflective media is evenly distributed throughout the binder at the specified rate of coverage. Should there be malfunction of either paint applicator or reflective media dispenser, operations shall be discontinued immediately until deficiency is corrected.
9.4 Glass Beads: Immediately after the marking material is applied to the pavement surface, and while the material is still molten, glass beads shall be applied to markings by means of a pressurized applicator, so that the beads are held by and imbedded throughout the material as required.
9.5 Thermoplastic Marking Material: Marking material shall be applied at the specified widths and at a rate to result in a thickness of not less than the thickness required in the bid item description. Application tolerances of .005" are acceptable. The Contracting Officer will require the contractor to replace or correct thin application.
9.6 When Glass spheres are not contained in the marking material supplied, they shall be applied to the surface of the molten strip at a uniform rate of approximately 5 pounds of spheres per 100 square feet of line.
9.7 Markings shall be applied in accordance with the manufacturer's recommendation.
