MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: CECOM Policy Memo No. 13-11 Information Technology (IT) Strategic Planning, Acquisition, and Accreditation Procedures
1. Purpose. To prescribe the procedure for approving Information Technology (IT) requisitions and provide guidance on how Communications-Electronics Command (CECOM) will accomplish its IT acquisitions. The policy also addresses the IT Strategic planning for organizations and the IT Accreditation process. IT is the common term for the entire spectrum of technologies for information processing, including software, hardware, communications technologies and related services. Examples include, but are not limited to, computers, printers, servers, routers/bridges/hubs, copiers, video teleconferencing (VTC) equipment, software (e.g., Commercial Off-the-Shelf (COTS), Software Development, training software), etc. A listing of specific examples of “IT” is provided as reference (see appendix F of the SOP).
2. Applicability. This policy applies to all subordinate Army Material Command (AMC) elements of CECOM.
3. Policy. Adherence to this policy ensures CECOM is in compliance with the Clinger-Cohen Act (CCA). Detailed procedures for each step of the process can be found in the enclosed CECOM Standard Operating Procedures (SOP) for IT Acquisitions.
a. Organizations shall be responsible for developing an IT Strategic Plan and IT Business Plan.
b. An Information Review Board approval is required for all Business Applications over 1 million dollars before the obligation of funds is allowed.
c. Based on the requirements identified in the IT Business plan, the organization is required to enter the IT requirements into the Information Technology Master Plan application prior to procuring the hardware, software or service for the current Fiscal Year.
d. All purchases over one dollar ($1) will require pre-approval from CECOM CIO/G6 and if necessary, higher headquarters CIO/G6 through the Army Knowledge Management Goal 1 Waiver Process. A specialized version of the AKM Goal 1 Waiver, with extra documentation, is required for certain Data Center-related requirements.
e. The requiring activity should follow their organization's procedures to obtain the necessary internal approvals for purchasing items before submitting to the CECOM CIO/G6 office.
