Solicitation W56HZV-21-R-L067 Rock Island Arsenal Museum Fabrication & Installation Responses to Vendor Questions

1. Is the site visit mandatory?

ANSWER: The site visit was not mandatory.

1. Would the government consider extending the bid due date? (I am asking because there is quite a bit of scope analysis needed in order to provide a responsible proposal.)

ANSWER: The proposal due date has been extended to 07 February at 10:00AM EST

1. L.4 Evaluation Factors-Past Performance (Page 59 of 70).

L.4.1.1 States “recent contracts are those performed within 3 years of the date of issuance of this RFP”. I would ask that that the period of performance is expanded to within 4 or 5 years of the date of issuance of this RFP. The nationwide Pandemic virtually shuttered all museums for a year plus curtailing and pausing contracts for 2020 and beyond. Many fabrication and installation contracts came to a halt due to the facilities being closed to the public leaving a gap of projects that would fit within the 3 year requirement of this RFP.

ANSWER: Section L.4.1.1 has been updated to change the number of years from 3 to 5. See Amendment 04 of the solicitation.

1. Is the exhibit space located on the first floor of the museum yet the first floor is above ground level?

ANSWER: The main entrance to the museum is 8 steps above ground. There is a dock adjacent to the museum that can be utilized. Dock image for reference:

1. Is there an ample space available onsite where we can stage one or more 53’ tractor trailers?

ANSWER: There is space available where tractor trailers can be staged. Coordination will be done with local Department of Public Works (DPW) for specific placement.

1. Is there attendee list available for the site visit that happened on 1-12-2022?

ANSWER: The Government cannot give out this type of information.

1. Have all of the Technical Data Packages been made available before the RFP submittal deadline or are we missing some of the information?

ANSWER: All submitted.

1. During installations we would prefer to work 10-hour days seven days a week consecutively- Is it possible to extend the hours of access to the museum during installation beyond 8:00am and 5:00pm Monday through Friday?

ANSWER: No. Government employees work a 40 hour week – overtime would need to be approved. Museum personnel is not available to work 7 days a week with overlapping schedules.

1. If the contractor has previously completed iWatch or AT Level 1 training for other US Army locations, will we need to take those training courses again for this project?

ANSWER: The iWatch or AT Level 1 training must be completed yearly. If the dates are expired, or will expire during the length of the contract, then it must be completed to comply.

1. Vinyl lettering is repeatedly called out but it’s difficult to distinguish by the dimensions what is and what isn’t vinyl lettering? Is all text on the painted exhibit walls intended to be produced as vinyl letters? If not, can you please define the specifications of the vinyl lettering.

ANSWER: Vinyl lettering is specified as the identifiers inside the case, text on the wallpaper can be printed. Some text [as specified] on wall panels is in lieu of wallpaper as the wall is specified to be painted [no graphic image is used]. These can be produced as full wallpapers, but have not been specified as such on the wallpaper sheet of the excel database.

1. Would you prefer all the locked cases to be keyed the same?

ANSWER: Yes.

1. Will the weighted walls also be connected to the adjacent exhibit walls? If so, can we use casket locks on these connections?

ANSWER: Yes, they can be connected using casket locks.

1. Who is responsible for removing the existing exhibits to make room for the new?

ANSWER: All existing exhibits have been removed. Reference image:

1. Will all the macro artifacts already be placed in the room? If not, is the Exhibit Contractor (EC) responsible for moving these items to the museum?

ANSWER: The following macro artifacts will need to be relocated from offsite to the museum by the EC:

1. Will we be able to use a forklift or other lift equipment in the space to lift the macro artifacts onto the platforms and/or mounts or will we need to use manpower for securing the larger artifacts on platforms/mounts?

ANSWER: Small forklifts or other lift equipment can be used; however, consideration must be taken for the Vinyl Composition Tile (VCT) flooring to avoid damage.

1. There’s a concern that laminate may not be able to handle the weight of some of the macro artifacts if applied to the tops of the platforms holding them. Can we match a paint color to finish the tops of these platforms?

ANSWER: Yes.

1. Are all the uniforms for the mannequins in dioramas and/or display cases be provided? If not is there a list of uniforms and or props to be provided by the EC?

ANSWER: All uniforms/clothing (108th USCT Soldier & WWII Woman Worker diorama) will be provided by museum. All props will be provided by museum (table, chair, boxes, ammunition). Figures will need to be provided by EC. Reference images:

ANSWER: Sheet C020 specifies a 2 rail barn door style system with end stops that would allow the pieces to bypass each other on separate rails.

3.5.3

1. Does the touchable model of the tank connect to the touchscreen on the elevation or is the EC to provide a separate monitor for the video clips? What it the design intent of this interactive? This page in the design plan directs us to see attachment 4, is this document available or different from the pricing schedule attachment 004?
