Solicitation Solicitation

1) can the contractor follow the current requirements of MIL-DTL-53072 when obsolete requirements are present on drawings? HERE IS THE ENTIRE COMMENT:

Solicitation paragraph C.1.2 refers to TDP 12450001 (Attachment 0004) for painting and 13228E1727 (attachment 0004) for camouflaging of the LTT trailers.

Within the 12450001 TDP, each component drawing refers to its own paint requirements or outlines to use a secondary paint drawing. While all the paint drawings in the TDP reference MIL-DTL-53072 for the application and inspection of the CARC coating system, many of these paint drawings contain information that deviates from the current revision of MIL-DTL-53072, or may not contain all the current options to utilize advanced corrosion methods (i.e. e-coat or powder primer) that are now used in MIL-DTL-53072. Certain component drawings in the TDP simply state to paint in accordance with MIL-DTL-53072 which would allow any of these advanced method outlined in the specification. However, other component drawings refer to paint drawings that have obsolete requirements. For example, paint drawing 12369021, section 4, item C calls for the primer thickness to be 0.8 mils minimum whereas the current allowable minimum per MIL-DTL- 53072 is 1.5 mils. MIL-DTL-53072 revision F paragraph 3.4 (last sentence in paragraph) has a clause stating that when a contract specifies the used of either MIL- DTL-53022 or MIL-DTL-53030 primer, alternate advance corrosion primers MIL-DTL-53084 (e-coat) and MIL-PRF-32348 (powder coat) are authorized to be used when allowed by the contracting officer. The two questions here are 1) can the contractor follow the current requirements of MIL-DTL-53072 when obsolete requirements are present on drawings and, Answer 1: Yes, the contractor can follow the current requirements of MIL-DTL-53072F when obsolete requirements are present on drawings.
