Text version
1. Please clarify the height required for the unit to be lifted by a forklift in accordance with drawing no.
0414A0000, paragraph 8.
*Rather than a specific height requirement, the forklift note only requires the case be able to be lifted by a forklift without special rigging.
2. There are no item quantities listed on the component listing spread sheet nor the drawings. Can you please update these documents? As of now it looks like there’s a quantity of one (1) each per item.
*The required quantities are indicated in the tables on drawings 0414D0000, 0414D1000, 0414D1001, 0414D1002, 0414D1003, 0414D1004, and 0414D1005.
3. The TDP package states that the foam should be black (or charcoal) over red. Is that a suggestion? Can it be any other color than red on the bottom?
*An exception may be added to the drawings to allow additional contrasting colors.
4. On the Product Engineering Requirements document there’s mention of the water entry test being modified from the last DFP for this kit. This was done during the PVT of the last contract for this kit. Is that requirement still changed to not require full immersion of the tool chest?
*An exception may be added to the drawings to allow the following water resistance testing: “When closed and fastened, the chest shall withstand simulated blowing rain without water entry. Freely flowing water from a nominal ¾ inch inside diameter hose at a pressure of 40±5 psig shall be directed at all seams, handles, wheels, recessed areas, and latching points for no less than 2 minutes, from a distance of 6 to 18 inches. If a rubberized seal is used to meet the requirements, then it shall be easily replaced when damaged in the field.”
5. On legacy version of this kit the requirement for handles on the lid of the chest was waived. Does the government intend to give a waiver for that requirement on the new contract?
*An exception may be added to the drawings to modify the requirement for handles, after award.
6. The drawings and component list spread sheet both list “approved” sources for the tools in this kit. L4 and
L5 on page 79 of the solicitation seem to contradict one another so we want some clarification. Will
“alternative” or “or equal” sources be accepted? As the most recent producer of the legacy version of this kit we’ve noticed many areas where sources other than what’s currently being provided are “approved”. One item we would like to point out is 0721E0000-1. The only “approved” source on the drawing and spread sheet is Snap-On HBFE24. There are quite a number of other sources for this tool. This is the case with several others where there’s only one “approved” source and there are many USA made, industrial quality sources available.
*An exception may be added to the drawings to allow the tool brands and part numbers, after award.
