Attachment 0034 Interface Production Government Format TDP Requirements

Technical Data Package (TDP) Requirements

TDP shall be sufficiently defined to visualize the interface to the extent necessary to enable the Government to competitively manufacture, procure, provision and catalog an item essentially identical to the original item, without additional engineering effort. TDP shall conform to the requirements in the TDP Option Selection Worksheet (Appendix A) and Tailoring Checklist (Appendix B) within this attachment Parts and assemblies included within the TDP shall be parametric and associative. Any change in either the 3D or 2D will be automatically updated in the associated files. All parts and assemblies of the TDP shall include appropriate Government metadata attributes. Sample templates of Minimum Required Parameters List in CAD Models (Appendix C), Indentured Bill of Material (IBOM) (Appendix D), and Validation Checklist (Appendix E) are included within this attachment.

ASME Y14.24 (11.3.1) Interface Drawing Requirements

The Contractor’s TDP shall include the following interface drawing, as applicable:

(a) Configuration and interface dimensional data applicable to the envelope, mounting, and interconnection of the related items.

(b) Complete interface engineering requirements (e.g., mechanical, electrical, electronic, hydraulic, pneumatic, and optical) that affect the physical or functional characteristics of the co-functioning items.

(c) Any other characteristics that cannot be changed without affecting system interfaces.

Interface Control Document (ICD)

The Contractor’s ICD shall contain records of all interface information that establishes the engineering interface requirements (e.g., mechanical, electrical, electronic, hydraulic, pneumatic, optical, etc.) and procedures necessary to install and integrate in NGCV-OMFV. ICD documents can be models, drawings, diagrams, tables and textual information. The Contractor shall follow the TARDECs SOP (Attachment 0109) in creating ICD models and drawings.

TDP Standards and Best Practices

The Contractor shall develop the TDP in accordance with the Department of Defense (DoD) adopted ASME industry standards Y14.1-2012, Y14.2-2014, Y14.3-2012, Y14.5-2018, Y14.24-2012, Y14.34-2013, Y14.35-2014, Y14.36-2018, Y14.38-2007, Y14.41-2012, Y14.100-2017, MIL-STD-31000B, and TARDECs SOP (Attachment 0109). CAD solid modeling software application shall be in Creo. Version of CAD modeling software used for CAD data delivery will be agreed upon at the SOWM. The contractor shall verify that each file in the TDP opens without errors before each delivery.

Indentured Bill of Material (IBOM)

The Contractor shall submit a TDP IBOM to accompany and reflect each TDP delivered. The Contractor shall include in the spreadsheet, at a minimum, IBOM fields per Appendix D.

TDP Deliverable File Formats

All new and modified parts and assemblies shall be in 3D and 2D parametric CAD formats. All legacy or form fit function parts and assemblies shall be modeled for space claim.

1. Parametric 3D CAD models and associated 2D Native CAD drawings.

All dimensions needed to unambiguously define interfaces shall be called out in the 2D CAD drawings.

2. Envelope Solid Models.

Limited rights technical data shall be modeled at least for form, fit and function with sufficient envelope, mounting and mating features. Weight and center of gravity shall be sufficiently defined for the intended purpose.

3. 2D PDF.

All 2D PDF drawings shall be produced from 2D CAD drawings with at least 300 DPI resolution. 2D PDF files shall be an exact representation of their 2D CAD drawings counterpart.

4. Excel Spreadsheet.

Each TDP shall be accompanied with the TDP IBOM in excel format.

File Naming Convention

All Parts and assemblies shall be named using the following convention:

CAGE_Part Number.prt i.e. 19207_12345678.prt, 80205_MS16995-10B, etc.

Associated PDF files shall have the same filename with extension “.pdf”.

Security Markings

The contractor shall apply the applicable DoD Technical Distribution Statement and Export Control Warning required by DoD Instruction 5230.24 and Directive 5230.25 to all technical data produced or delivered. All statements, notices, and data rights legends shall be applied to all drawings on each sheet, directly above or adjacent to the title block. Associated lists and other related documents that are primarily of a textual nature shall have markings applied to each page. On models, all markings shall be applied to initial layer at opening. There shall be no ‘FOUO’ (For Official Use Only) markings on any technical data.

Data Rights Markings on Tech Data Deliverables

Data rights markings on technical data deliverables shall be in accordance with Defense Federal Acquisition Regulations System (DFARS) 252.227-7013 and Section H.4.2 in this contract.

Part Number Assignment: Army Ordnance Part Numbers (AOPNs)

For newly designed or modified components other than standard hardware and commercial items shall be assigned Government-issued AOPNs. Refer to “File Naming Convention” in this attachment. The contractor shall request AOPNs from the designated Government Engineering Representative.

True Manufacturer Part Numbers

The contractor shall utilize the true manufacturer’s part number and CAGE to identify parts that the contractor does not manufacture (such as commercial, standard or COTS).

a. The Contractor may utilize WebFLIS or FEDLOG CD/DVD subscription.

b. These parts shall have 3D CAD models for space claim in new or modified TDPs.

Product Baseline Changes

At establishment of the final interface TDP, revised data shall cite the Engineering Release Record (ERR) Number in the description of change block or applicable CAD parameter as authorization to release the data, and shall be married to the ERR as the ERR package deliverable.
