Questions and Answers for the General Mechanics Toolkit (GMTK) on Solicitation W56HZV-16-R-0092 (0002)
Q1:
3.4.6 – Drawer Supports. This section mentions “SAG INTO THE PATH OF OTHER DRAWERS”. Does this refer to when the drawer is in it closed or open position?
A1: This requirement refers to a cycle of opening and closing a drawer so the requirement would apply in both the open and closed position.
Q2:
3.5.1 – Side Handles. The requirement is for a 4-person lift. We anticipate this to weigh around 110-115 pounds maximum when fully loaded and were under the impression that would qualify for 2-person lift, one person per side-handle rather than two. Can you provide clarification as to whether 2-person capability would be sufficient and/or reasoning why 4-person lift is required (i.e. lift requirement table/standards)?
A2: The requirement for this kit is a 4-person lift based on a safety review of the potential weight. The 4 person lift is a firm requirement for all submissions. Note 3.5.1 makes no reference to lift requirement table/standards.
Q3:
3.7.1 Telescoping Handle Length. This requirement states that “THE DISTANCE FROM THE
FLOOR TO THE BOTTOM OF THE HAND GRIP OF THE EXTENDED HANDLE SHALL
ALLOW FULL USE BY THE TARGET POPULATION, ALL INDIVIDUALS FROM THE 5%
FEMALE TO THE 95% MALE. TO ALLOW FULL USE BY THIS POPULATION, THIS
DISTANCE SHALL BE NO LESS THAN 41 INCHES.” Can you provide access to the table/standard which shows that the 5% female and/or the 95% male would require the handle to be 41 inches tall?
A3: The Government is unaware of a table/standard for telescoping handle length. The requirement for 41 inches was determined by user feedback and shall not be less than 41 inches.
Q4:
In addition to the Attach 0001 issue below regarding part 0720B000-5 in set 0627D1027, Snap-on part PPC104A, and our engineering team just pointed out the following. The highlighted item was not changed on the evaluation sheet to reflect the correct part number PPC104A.
A4: Attachment 0001 will be updated to correct the part number in Amendment 0004.
Q5:
The reference description for Item #1 on Attach 0003_TIQ appears to be incorrect. The accessibility feature for the drawers is called out at 3.4.3 on drawing 0627B0000 page 2 of 6.
A5: This issue was addressed and corrected in Amendment 0004 with an updated TIQ from the first set of questions.
Q6:
I have a question regarding the use of a tool manufacturer who is not one of the approved sources such as in the case of Drawing # 0731B0001. This drawing only provides a single company as an approved source. This drawing only shows one approved vendor for this item.
May an alternate U.S. made manufacturer be used for this item?
A6: This drawing was part of a sources sought package that was open from 21 April 2017 through 05 May 2017. All acceptable sources identified at that time were added to the drawings.
At this time, no additional sources will be evaluated or accepted.
Q7:
The Evaluation Question [for Item #1 of the TIQ] asks if the “drawers” are fully extendable, implying all drawers. The Verification requires drawings and figures of only one drawer highlighting accessible space claim. However, it does not state whether that one drawer is a shallow drawer or a deep drawer, or where it is located within the tool chest. Shouldn’t drawings and figures of each drawer (Drawer #1 through #6”) be required to show that each and every drawer is fully extendable and all space within the drawer is accessible?
A7: The requirement is all drawers of the tool chest are fully extendable. The contractor can pick any single drawer to provide substantiating data for the requirement of the TIQ. Since all drawers are required to be fully extendable, every drawer will be verified at PVT.
Q8:
The Verification requires a test report for the proposed chest or a similar chest. Since both Notes 3.8.2 Stacking and 3.8.3 Crush Resistance are referenced and they specify two separate and different tests, shouldn’t two separate test reports be required, one showing conformance to Note 3.8.2 Stacking with four chests loaded to 120 lbs. and a second test report showing conformance to Note 3.8.3 Crush Resistance with each of the four chests loaded to 120 lbs. at 170 °F?
A8: The government does not provide a specific format to address the requirements in the test report(s); however, each requirement shall be addressed in the submission as specified in the
QAP.
Q9:
Please confirm that the test reports required under Item #3 [of the TIQ] for conformance to Drawing 0627B0000, Notes 3.8.2 and 3.8.3 must be on tool chests loaded with 120 pounds and test reports on chests loaded less than 120 pounds will not be accepted.
A9: To satisfy Item #3 of the TIQ, the test report shall show tool chests loaded to a weight of not less than 120 pounds.
Q10:
The Verification requires providing test reports, commercial item literature, user manuals, or material specification sheets. Test reports must be submitted for Items #3, #5, and #7 which have similar requirements to Item #4 [of the TIQ]. It does not seem that commercial literature, user manuals or material specification sheets can show conformance to Notes 3.8.6 Cold Temperature Performance and 3.8.10 Elevated Temperature Rough Handling Resistance because these are performance requirements. Shouldn’t only test reports be permitted as verification to Item #4?
A10: To satisfy Item #4 of the TIQ, any verification methods listed that shows compliance to the requirements will be acceptable; however, test reports are required following the PVT.
Q11:
Since both Notes 3.8.6 Cold Temperature Performance and 3.8.10 Elevated Temperature Rough Handling Resistance are referenced, and they are two separate and different tests, shouldn’t two separate test reports be required, one showing conformance to Note 3.8.6 Cold Temperature Performance and a second test report showing conformance to Note 3.8.10 Elevated Temperature Rough Handling Resistance with the chest loaded to 120 lbs. at 170 °F?
A11: The government does not provide a specific format to address the requirements in the test report(s); however, each requirement shall be addressed in the submission as specified in the
QAP.
