MTRS Inc Q&A #6

QUESTION GOVERNMENT

RESPONSE

Will the government provide the OPNET and Training System Requirements Document with the Solicitation and description of how it is to be used for development of the IMI so we can accurately provide a FFP estimate for the IMI?

No. The OPNET course material will be developed based on the selected offeror's design solution and will be furnished by the Government, as identified in Attachment 0002. The Government believes that the definition provided in C.15 of the RFP, combined with the offeror's knowledge of their proposed design, allows for the development of the proposed costs.

In the Performance Specification, sections

3.5.1.3.3.1 and 3.5.1.3.3.2 specify climbing and descending stairs “without payloads.” However, the “Verification” column presents contradicting instructions: to operate “with 10 lbs mounted on the arm, and 10 lbs mounted on the base.” Will the Government confirm that Requirements 3.5.1.3.3.1 and 3.5.1.3.3.2 should be performed without payloads?

The MTRS Inc II shall climb and descend stairs as described in

3.5.1.3.3.1 and 3.5.1.3.3.2 of the Performance Specification with weight mounted on the arm and the base.

Attachment 0001 will be updated to clarify in an amendment.

The estimated delivery days after award of contract are stated, but for all CLINs listed other than 1001AA, the award date for those CLINs relative to the initial contract award is not stated. It is therefore not possible to know what date to assume the effort is to be initiated.

Can the Government provide the award date for all CLINs other than 1001AA relative to the initial contract award?

Answered in question #32.

CLIN 3003AA Shipping is FOB destination. Is acceptance performed at Seller facility or will acceptance be in another location?

CLIN 3003AA is for storage and specifies inspection and acceptance as origin. However, other CLINS are FOB destination. Refer to clause 52.247-34, FOB destination.

Is there mandatory information that should be included on the cover, the header and/or footer of the Volumes?

No, but all volumes must contain the information required in Section L.

Past performance relevancy matrix has 5 rows available. Can more than 3 relevant past performance programs be submitted? If so, will they be considered as part of the evaluation?

No, only three contracts will be considered in the Past Performance evaluation in accordance with L.4.4.

MTRS Inc Q&A #6

Is the BOM requirement applicable for the Prime Offeror only, or is a BOM required by a proposed vendor at the subsystem level? To what level shall a BOM be indented?

Answered in question #49.

The Government recommends a minimum font size of 10 pt. Does the Government recommend or require a specific font? What is the requirement for spacing between lines?

Answered in question #51.

Will Subcontractors be able to submit proprietary cost proposals directly to the Government in accordance with the upload instructions currently provided?

The submission requirements for subcontractors are detailed in L.4.3.2.4 for non-major subcontracts and 4.3.2.10 for major subcontractors. While proprietary cost proposals are not required, if they are provided they should follow the same submission guidelines detailed in Section L.

Could the Government please clarify what it is expecting for material costing back-up and/or justification be included in the proposal response?

The proposal requirements for proposed material costs are detailed in L.4.3.2.4 and L.4.3.2.4.1.
