MTRS Inc II

QUESTION GOVERNMENT RESPONSE

1 This is an FFP program. Why is a proposal for cost realism required?

The awarded contract will be FFP. A proposal for cost realism is not required by the RFP and cost realism will not be conducted. The detailed cost volume is required to evaluate proposed prices in accordance with FAR Part 15.

Should all costs proposed by offerors directly align and be captured in the price for individual CDRLs? For example C.4.1.7 requires support for a MOCU SW IPT.

Should the costs associated with supporting the IPT (including conducting meetings) be included in the price for CDRL A002 (Meeting Minutes) which is referenced in this section?

This is a FFP effort. Therefore, allocation of costs is at the offeror’s discretion. Please note, unbalanced pricing could result in a proposal being rejected in accordance with Section M.

3 Do FLMNET instructors have to be TRADOC certified? Yes, but the Government will conduct FLMNET. The contractor will not provide the instructors.

4 What is the Government's anticipated duration for

LOGDEMO?

The estimated duration of the LOGDEMO is 30 business days, in accordance with SOW section C.13.4.

5 Is the Government open to considering next generation CBRN and Explosives sensors?

Sensors will not be acquired under the MTRS Inc. II contract resulting from the RFP. The only requirement is that the MTRS Inc. II be able to interface with the specified sensors. As a result, consideration of next generation sensors, of any type, is not applicable to the MTRS Inc. II requirement.

For pricing proposals, where should offeror’s capture/propose their engineering, program management and IPT costs?

This is a FFP effort. Therefore, allocation of costs is at the offeror’s discretion. Please note, unbalanced pricing could result in a proposal being rejected in accordance with Section M.

7 Will the Government look favorably on an accelerated delivery schedule for early test and LRIP results?

The RFP provides no evaluation credit for proposing an accelerated delivery schedule, nor does it preclude offerors from proposing an accelerated delivery schedule.

Will the Government consider allowing Past Performance from ‘major subcontractors’ performing a significant role in execution of the contract?

No.

9 Will the RFP be updated to an FY17 nomenclature? No.

10 Please clarify target costs shown in Slide 14 but not briefed today, e.g. AUMC $220,000.

The $220,000 Average Unit Manufacturing Cost (AUMC) is the only target cost included in the RFP and briefed at the pre-proposal conference. The AUMC target cost was provided for informational purposes only.

11 What are the page limits for the six volumes? Any page limits are clearly defined in Section L. Not all volumes have page limits.

12 Is there a minimum guarantee for number of MTRS Inc. II systems to be awarded? If not, will one be established?

The RFP contains no minimum that the Government must order and a "minimum guarantee" will not be established.

However, all ACC-WRN MTRS Inc. II requirements will be procured under this Requirements contract for the duration of the Period of Performance of the contract.

13 When will the Government conduct the industry site visits? Estimated Calendar time?

Industry site visits, if determined necessary by the PCO, may be conducted at any point after establishment of the competitive range and prior to contract award.

14 What does the Government expect to see at the site visits?

FAR 9.106 covers Pre-Award surveys in detail, to include the information the Government will seek.

Will there be a chance for small businesses to post their capabilities and interest in MTRS Inc. II to facilitate subcontracting opportunities to assist prime contractors in meeting or exceeding SB Participation objectives/goals?

A distinct MTRS II posting in this regard will not be made, but small businesses are encouraged to register with the TACOM Office of Small Business Programs, using the links provided in Pre-Proposal Conference charts, to indicate interest in any robotic requirement and provide their capabilities. We also encourage Prime offerors to seek sources using the TACOM Small Business site. The attendee list from the Pre-Proposal Conference will be posted to FBO.

16 Does the $4M affordability cap for CLIN 1001AA include all EMD development? Are any data items included? It is the offeror's discretion to allocate costs appropriately.

There is no management volume. Where do we show in the proposal that we are in compliance with the Statement of Work?

Section L.4.6.3 requires the offeror to provide a statement, within Volume VI Proposal Terms and Conditions, specifying agreement with all RFP terms, conditions, and provisions.

18 How will the Logistics and Training Section be evaluated?

They will not be evaluated, as not all of the requirements of the SOW are evaluation factors for award. This doesn’t eliminate them as requirements for contract performance.

However, anything not described in Section M will not be evaluated as part of the source selection process.

19 Will Logistics be rated entirely on Past Performance?

Logistics will not be evaluated as part of past performance, other than those aspects of logistics that map to software development and support as described in L.4.4.2.

20 How does Logistics relative importance compare to technical performance?

Logistics will not be evaluated, so it will not be part of the source selection relative order of importance.

Will the Government consider adding a separate Cost Plus CLIN to capture costs for EMD activities (e.g.engineering, program management, etc.). If not, please provide guidance on where offeror’s should capture these costs?

No, a Cost Plus CLIN will not be added for EMD. This is a FFP effort. Therefore, allocation of costs is at the offeror’s discretion.

The RFP Compliance Matrix lists only seven requirements. Where do we show and substantiate compliance in the other ~400 requirements in the performance specification?

Section L.4.6.3 requires the offeror to provide a statement, within Volume VI Proposal Terms and Conditions, specifying agreement with all RFP terms, conditions, and provisions.

Is a Facility Clearance (FCL) required for all sub-contractors or are there any of the major components that do not require an FCL?

The RFP requires the prime contractor to have an appropriate FCL (from Defense Security Services (DSS)) to be eligibe for contract award. The prime must maintain that FCL for the contract duration. In addition, any sub-contractor that either handles classified material at its facility or has access to classified material provided by the prime contractor will require an FCL

Several Areas of the SOW (i.e. Training, Logistics, Provisioning) do not map to the six volumes of the proposal. Where are these to be described, i.e. where will the Government score and determine the best value approach?

Not all of the requirements of the SOW are evaluation factors for award. In accordance with the RFP, the Government will only evaluate those factors identified in Section M. However, offerors are responsible for all SOW requirements during contract performance.

CLIN 1001AB requires two test articles 180 days after contract award. Is this supposed to be the first robot delivery?

1001AB, 2 each 180 DACO was shown in Slide 28. Is that before the 1001AA each which are 410 DACO?

CLIN 1001AB requires two test articles 180 days after contract award. Is this supposed to be the first robot delivery?

The first Delivery Order (0001) will procure test articles under CLIN 1001AA, with delivery within 410 days of award of Delivery Order 0001. Any test articles ordered under CLIN 1001AB will be delivered 180 days after exectution of a subsequent delivery order.

As this is a competitive FFP Contract why will DCMA/DCAA be involved to verify rates or projections as briefed today?

DCMA/DCAA analysis, in this regard, would only be utilized if necessary to ensure a determination of price reasonableness.

27 What is the timing and nature of the pre-award inspection?

Industry site visits, if determined necessary by the PCO, may be conducted at any point after establishment of the competitive range and prior to contract award. FAR 9.106 covers Pre-Award surveys in detail, to include the information the Government will seek.

Are the rework/corrective action periods priced up front or are these separately priced Engineering Change Proposals?

It is assumed that any rework required for Test Articles or FAT assets is included in the unit price and will not be considered an Engineering Change. Engineering Change Proposals are detailed in section C.6.6 of the RFP.

Critical Item and ASL Requirements are driven by LORA.

How can pricing be accurately estimated prior to performing LORA?

The definition of critical stockage (critical item) is provided in section C.11.2.7 of the RFP, and the definition of ASL is provided in section C.3.3 of the RFP. The Government acknowledges there is some risk in providing a Firm Fixed Price for these items before the LORA is complete, but the Government believes that the definitions provided, combined with the offeror’s knowledge of its proposed designs, will allow for the development of accurate pricing.

ASL is historically issued at unit level as opposed to an ASL for each system. Is there a rationale behind individual ASL vs. a unit level ASL?

The method of determining ASL distribution as reflected in the RFP is determined to be the best approach for the Army.
