MTRS Inc II Q&A #2

QUESTION GOVERNMENT RESPONSE

CLINs 1001AB, 2001AA, 3006AA and 3001AB are test articles delivered after the initial lot used for Government testing. What assumptions should the contractor make regarding if these other units will undergo testing and what kind of test support is required by the contractor? If support is required by the contractor, which sections apply?

CLIN 1001AB, 2001AA and 3006AA is intended to be utilized as described in Sections E.1.3, E.1.4 and E.1.5, or may be utilized by the Government for additional testing. If Test Assets are acquired by the Government for additional testing, and the early test events have been completed, no additional contractor test support would be required. CLIN 3001AB is intended to be used for LRIP First Article Testing. This testing is described in FAR

52.209-4 and Sections E.1.2 and E.1.5.

Regarding the Delivery Schedule, the estimated delivery days after award of contract are stated, but for all CLINs listed other than

1001AA, the award date for those CLINs relative to the initial contract award is not stated. It is therefore not possible to know what date to assume the effort is to be initiated. Can the

Government provide the award date for all CLINs other than 1001AA relative to the initial contract award?

Award dates for CLINS will be provided relative to the initial contract award. Attachment 2, MTRS Inc II Integrated Master

Plan, provides an estimate of when program events will occur. A comparison of the Attachment with RFP Section B would provide the best estimate of when deliveries would be required.

In RFP Section L.2.1.1, the RFP states that the proposal should be submitted only electronically. What does the "Quantity 3" refer to with respect to the volumes (I-VI)?

"Quantity 3" has no applicability. References to quantity will be removed in a subsequent RFP amendment.

Regarding CLIN 3003AA, is acceptance performed at Seller facility or will acceptance in another location? Shipping is FOB destination.

CLIN 3003AA requests pricing for storage of units.

Each CLIN for hardware specifies the location of inspection and acceptance. If utilized, any Storage CLIN would be used after inspection and acceptance at the contractor facility, and the contractor would be required to ship the end item to the

Destination at the conclusion of the storage period.

Attachment 0014 shows the Order Years for production units CLIN

3002AA taking place in Order Period 3. However, in Attachment 0002 describing the Integrated Master Plan, full rate production is stated to start in the second quarter of Order Year 4. Clarification is requested.Attachment 0014 states the LRIP units CLIN 2002AA and

3001AA take place in Order Periods 2 and 3 respectively. However in

Attachment 0002 states that LRIP starts in Order Year 3 and runs through mid Order Year 4. Clarification is requested.

The Requirements contract that will result from the RFP allows the acquisition of production units starting in Ordering Year

Three, and then through all remaining Ordering Years.

Attachment 0002 shows the estimated schedule based on current information. The CLIN structure was desiged to allow flexibility in ordering if program events occur sooner or later.

Does the cover page of the Executive Summary volume count toward the five-page page count?

Yes.

37 Does the cover page of the volumes count toward the page count? Yes.

38 What Volume does the integrated master plan and schedule go in?

An Integrated Master Plan and Schedule are not required with the proposal. The awardee of the contract will provide these as contract deliverables.

There are more than 424 items listed in the P-SPEC yet the RFP is asking for only 7 of those items to be substantiated in Volume 1.

Where do we document our compliance and substantiations for the other 417 items.

This will be captured as a statement specifying agreement with all terms, conditions, and provisions in the solicitation in

Proposal Terms and Conditions, Volume Six (L.4.6.3).

Is there mandatory information that should be included on the cover, the header and/or footer of the Volumes?

No.

Past pefomance template has 5 lines available. Can more than 3 relevant past performance programs be submitted? If so, will they be considered as part of the evaluation?

No more than three relevant past performance submissions may be submitted.

Past pefomance template has 4 columns (Relevance considerations a

& b (columns C & D), and two blank columns (columns E &F)). Can we enter data in columns E and F, and will any data in these columns be evaluated?

Only the labeled columns will be evaluated.

Paragraph 1 of sections L.4.1.1, L.4.1.2, and L.4.1.3 indicates that the substantiating data does NOT count toward the 15 page limit. ("The offeror shall provide substantiating information... Additionally, the offeror shall provide a written narrative consisting of no more than

15 pages detailing how the substantiating information provided demonstrates..."). Can the Government confirm what the totality of available pages for an offeror to respond to each subfactor is? For example is the “substantiating information” that is to be provided included in the 15 page limit? Or is the 15 page limit solely for the written narrative to describe how the substantiating information provided demonstrates the offered configuration will meet the level of performance proposed? Is the 15 page limit inclusive of the substantiating information and the narrative?

The only page limitation is in L.4.1.1. "Additionally, the offeror shall provide a written narrative consisting of no more than 15 pages detailing how the substantiating information provided demonstrates the offered configuration will meet the level of performance proposed in Attachment 0067." The 15-page limit applies to the narrative only and not the substantiating information itself.

Can the Government confirm that there is no page limit to an offeror’s response to Subfactor 4, Reliability?

There is no page limit for this subfactor.

Can the Government confirm that there is no page limit to an offeror’s response to Volumes II, III and IV?

There are no page limits for these Volumes.

Section L.4.3.1 states in part “For MTRS Inc II Contract Line Item

Numbers (CLINs) (3002AA, 4001AA, 5001AA, 6001AA, 7001AA) the offeror shall propose Firm-Fixed-Price unit prices for each CLIN quantity range shown in Attachment 0014 and in accordance with

52.216-4216, Range Pricing. The offeror may propose the same unit prices for all ranges in each Ordering Year”. Can the Government confirm that CLIN1001AA, 1001AB, 1002AA, 1002AB, 1003AA, 2001AA, 2002AA, 2002AB, 2003AA, AND 2003AB are also Firm Fixed

Price? If not, how shall these CLINS be proposed?

All CLINs are Firm Fixed Price. The CLINs that are referenced include range pricing, which is why they are specifically referenced.

Section L.4.3.2.10 states in part “For all priced CLINs (except Storage

CLINs 2004AA, 3003AA, 4002AA, 5002AA, 6001AB, 7001AB), the offeror shall submit Excel spreadsheets, time-phased by ordering year and organized by cost element (i.e. Direct Labor, Subcontracts, Material, Other Direct Costs, Overhead/Indirect, Profit, etc.) that support the proposed prices on a per unit basis (for each quantity range, if applicable)”. While it is understood that Prime Offeror shall identify the Subcontracts, Material, and Other Direct Costs line item(s) values in total; clarification is requested as it relates to the requirements for all material and non-material subcontracts (Ref:

L.4.3.2.4 proposed cost less than or equal to $20M). Shall an Offeror be expected to provide in detail - for example direct labor, labor categories, overhead/indirect, and profit for non-major subcontracts and material as described in L.4.3.2.4 ? Or is the narrative requested in L.4.3.2.4 all that is required, or both?

A cost element breakout of non-major subcontracts is not required.

“ L.4.3.2.10 Major Subcontractors. If there are major subcontractor

(those with a total proposed cost expected to be greater than

$20M), provide a list identifying them, showing total amounts for each, brief descriptions of work, and method for determining prices reasonable”. Shall an Offeror be expected to provide in detail - for example direct labor, labor categories, overhead/indirect, and profit for major subcontracts as described in L.4.3.2.10? Or is the requested narrative requested in L.4.3.2.10 all that is required, or both? How do the detailed costing requirements defer from minor to major subcontracts? Should the term “material” be inserted in L.4.3.2.10 verses just “major subcontractor”?

A cost element breakout of major subcontractors is not required. Subcontractor means any supplier, distributor, vendor, or firm that furnishes supplies (which includes parts or raw material) or services to the prime offeror or another subcontractor. For subcontractors with a total proposed cost expected to be greater than $20M, L.4.3.2.10 requires the prime offeror to provide a brief description of the work and method for determining the major subcontractor costs reasonable. The requirement for non-major subcontracts in L.4.3.2.4 does not require the offeror to provide a brief description of the work and method for determining the non-major subcontractor costs reasonable, as is required of major subcontractor costs in

L.4.3.2.10.

Is the BOM requirement applicable for the Prime Offeror only, or is a

BOM required by a proposed vendor at the subsystem level? To what level shall a BOM be indented?

The BOM requirement is for the prime offeror only. The BOM should be identified to the purchased part level. If the prime is acquiring a complete assembly from a supplier, the BOM would include the assembly part number. If the prime is acquiring parts to integrate into a higher level assembly, the BOM will show the assembly part number with the indentation of the purchased parts used in the assembly.

Will the Government look favorably on early delivery of the initial and LRIP robots?

No additional proposal evaluation credit will be provided for an offeror who proposes an accelerated delivery schedule.

The Government recommends a minimum font size of 10 pt. Does the Government recommend or require a specific font? What is the requirement for spacing between sentences?

The minimum font is 10 pt. Spacing must be no less than standard single spacing in Microsoft Word.

The production CLINs currently include step ladder pricing with quantity ranges of 1 – 100, 101 – 220, and 221 +. Would the

Government consider adding additional ranges in the lower quantity to include 1-10, 11-50, and 51-100? Or 1-50 and 49-100? This will more closely match the economic order quantities available from suppliers and prevent unit prices from being higher than necessary to cover order quantity risk. It will also provide additional flexibility for the Government.

The Government will consider additional ranges. If the

Government decides to change the ranges, they will be incorporated into a subsequent RFP amendment.
