About this file

This document contains questions and answers related to a solicitation for construction of a splash pad in Memorial Park in Rock Island, Illinois. The solicitation seeks a 120 calendar day performance period to complete construction, revised from an initial completion date of 3 June 2022 due to material lead times and on-site work requirements. It addresses questions on the electrical service, conduit needs, excavation quantities and payment, and backfill material. Contractors are advised to consider sod instead of seeding to ensure completion by the new date of 1 July 2022 given potential delays with Type 6 seeding placement windows. Adjustments to plan quantities and potential contract modifications for additional payment are available if contractors can prove contract amounts are exceeded during performance of class 10, 12, or 13 excavation work.

Question Answer

Is the phase a single phase or 3 phase service? Existing 400MCB panel is Single Phase 120/240 volt. Refer to existing pole mounted electrical panel schedule “Panel 405” in Sheet E-101.

Will the electrical service, Mid-American Energy, be installing a meter for the new disconnect? Not required.

The detail 1 on E101 shows 3 conduits coming out of new panel, but only one is needed for the water feature.

Is this just the schematic or are three wanted?

Contractor shall install QTY of conduits as required by manufactures recommendations.

In talking to the Vortex Aquatic Structures representative, it appears that a completion of 49 calendar days is not achievable. Based on lead time for approvals, materials procurement and fabrication, as well as for installation and on-site finish work this project requires a performance period of 120 calendar days. This 120 days may not be adequate to complete Type 6 seeding during the placement dates of August 10 – September

30. How will this be handled?

SOW revised to incorporate new completion date of 1 July 2022 from 3 June 2022. See W52P1J-22-R-5002 -- Solicitation Attachment 0001 -- SOW Build Splash Pad -- 01Mar2022.

Contractor should consider SOD instead of seeding to ensure contract completion.

Item 2 on Sheet C-101 calls for 99.51 CY of Class 13 Excavation. Does this represent the bedrock removal quantity only? If the actual quantity of Class 13 Excavation exceeds 99.51 CY, will the contractor be entitled to additional payment?

If the Contractor can prove that contract amounts are exceeded a Contract MOD may be requested. Relevant Specification excerpt: 2.02 EXCAVATION MATERIALS (Continued) C. Class 13 Excavation:

1. Class 13 excavation includes all materials listed under the definitions of Classes 10 and 12, and any other material encountered, regardless of its nature.

2. This classification covers work commonly referred to as "unclassified excavation."

Can the excavated Class 13 material be used as backfill for the storm sewer? No spec for backfill material was found.

For pipe backfill, refer to Standard Road Plan SW-102 Class R-1 in SUDAS. Everything above Class R-1 Bedding can be Class 13 material.

If the quantities shown on the Estimated (Civil) Project Quantities table on Sheet C-101 are exceeded based on actual conditions, is the contractor entitled to additional payment for the additional quantities?

If the Contractor can prove that contract amounts are exceeded a Contract MOD may be requested. See process below from Specs.

Relevant Specification excerpt:

E. Class 10, Class 12, or Class 13 Excavation:

1. Measurement:

a. Measurement for Class 10, Class 12, and Class 13 material excavated from the project site and borrow areas will be the plan quantity in cubic yards, without final field measurement. Adjustments may be made to the plan quantities if agreed to by both the Engineer and the Contractor.

b. If either the Contractor or the Engineer desires actual measurements rather than using contract document quantities, that party must provide written notice to the other party prior to starting work.

1) If actual measurements are used, use cross-section surveys by the Engineer before and after work for the basis of computing the cubic yards of excavation. The extra survey cost will be paid by the party requesting the survey.

2) When the Engineer determines it is impractical to make cross-section surveys, use the truck count method, with a shrinkage factor, resulting in volume per truck type and size determined by the Engineer. Unless otherwise specified, use a shrinkage factor of 1.35 for Class 10 and Class 13 excavation. No shrinkage factor will be used for Class 12.
