SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 002

The purpose of this amendment, 002 is the following:

1. Provide answers to the following contractor questions:

Q-1. Reference Appendix E

a. Please identify room numbers listed in this appendix on the lighting plans.

b. Are we to provide light harvesting, occ sensors and dimmer switch in all exterior offices or just the rooms listed? UFC 3-350-01, 3-4.3 does not reference North/South façade control.

A-1) a. Appendix E has been updated as well as floor plans with numbers for all the perimeter offices. The newly updated documents are entitled; REVISED, Appendix E and 350-1 room number, 350-2 room numbers, 350-3 room numbers, 350-4 room numbers, 350-5 room numbers and 350-6 room numbers.

A-1) b. Provide light harvesting, occ sensors and dimmer switches ONLY in the rooms listed on Appendix E.

Q-2. Since this project is design/build, can we utilize circuit control of fixtures in lieu of having wireless occ sensor in every fixture?

A-2. No, you cannot utilize circuit control of fixtures in lieu of having a wireless occ sensor in every fixture. The

Clipsal system is obsolete as stated in the contract. Replacement parts and service for this system is presently very limited and the company would not guarantee parts and service for the future.

Q-3. The lighting plans do not identify emergency fixtures. Please identify.

A-3. The existing emergency lighting was surveyed and all of the emergency fixtures are identified on the floor plans. They are the fixtures represented (square and rectangular) without the black dot in the middle, wall mounted and primarily near the doors.

Q-4. Please identify all computer rooms on plans. They need to be designed for 50fc whereas the remaining rooms need to be designed for 30fc.

A-4. There are computer rooms with 2 x 4 troffers and the 50 foot candle requirement applies to them. The G-5 are in the south or middle basement floor comes to mind. Computer rooms that do not have 2 x 4 troffers are not included in the contract work.

Q-5. A conversation at the site visit noted that work could occur over occupied areas. However, the SOW item

1.1.6.4 indicates that the building manager will relocate employees as required. Please clarify.

A-5. Always refer to the SOW; employees will be relocated as required or as needed (which will be determined by the COR and must be coordinated with the COR well in advance). The costs for these moves WILL NOT be at the contractor expense. The Government will fund employees moves via a separate contract.

Q-6. UFC 3-530-01, page 36 indicates that all recessed lighting to be direct/indirect. Is that the standard for this project?

A-6. Indirect lighting does not apply to this design.

Q-7. Does the “DOR” need to have the Bachelor of Science or Master of Science in Fire protection for this lighting project to be stamped by a licensed professional engineer per the attached?

A-7. The DOR is the Designer of Record, this person shall be the Contractor’s design engineer or architect as required in Appendix D.

Q-8. In reference to “Appendix D Engineering Requirements” section 1 calls for design/build services of an

Architectural and Engineering firm.

a. Will the contractor be required to have a fire protection engineer when there are no life safety modifications being made in this project?

b. Will the contractor be required to provide designed engineering drawings only if they are awarded the contract?

c. Since drawings have been provided by contracting, are these drawings for bidding purposes only or will the contractor be required to redesign once the project has been awarded?

A-8) a. No, Appendix D references meeting qualifications of a fire protection engineer only, “For the portions of the design dealing with completion of installation drawings and specification or modifications of fire detection, fire alarm, or mass notification systems.” Therefore, a fire protection engineer is not required on this project.

A-8) b. Yes, ONLY the contractor who is awarded the contract will be required to provide designed engineering drawings.

A-8) c. The contract drawings show the existing lighting plan for the building. The contractor is to use them for point to point computer design and submit as built drawings at the completion of the project. The existing drawing electronic files are available for the contractor. The emergency lighting needs to meet the requirements of the life safety code as approved by the DOR.

Q-9. Will there be a basis of design for the Emergency lighting? i.e. warranties, battery type, minimum output?

A-9. The emergency lighting needs to meet the requirements of the life safety code as approved by the DOR.

Q-10. Are the existing light fixtures not being replaced controlled with the existing lighting controls, (relay panels)?

A-10. Yes

Q-11. Basis of design for the new led light fixtures require an integral wireless sensor. Light fixtures with integral sensors (intelligent fixtures) are required to have constant power present at the light fixture at all times. These intelligent fixtures do not “play well” with relay lighting control panels. Will it be acceptable to reprogram the existing relay control panels to provide constant power to the new led light fixtures? Existing lighting if controlled by the existing relay control panels will remain unchanged.

A-11. The new wireless sensors on the remaining fixtures will be used for dimming in all areas as required to meet the reduced lighting level and be a replacement when the existing and obsolete lighting control system fails.

Q-12. Will reprogramming of the existing occupancy sensors be required since each new led light fixture will have an integral sensor? Integral sensors can be grouped and zoned on a micro level which equals additional energy savings. Can we remove existing occupancy sensors where new led lighting is being installed and reprogram the existing relay panel as stated in question #11?

A-12. Same answer as Q-11

Q-13. What is the time line for preparation of the contract documents?

A-13. The contractor shall develop the schedule to include the design and construction to meet the 120 day completion requirement. Once a submittal is received by the government, they will have 10 working days to review and approve or return to the contractor with comments for correction.

Q-14. Is the 120 days from notice to proceed (NTP) “construction-boots on the ground” or does the 120 days include

35%-50%-100% design and approval?

A-14. The 120 days includes the design, construction and close out phases. The 120 time period will begin once the contractor received their Notice To Proceed, typically provided at the pre-construction meeting.

Q-15. The lighting and lighting control vendors are requesting CAD drawings. Can these be provided?

A-15. Yes, reference 1.3.2. in the SOW. Micro station drawings will be provided.

Q-16. In the Scope of Work paragraph 1.1.1.1 indicates most of the existing 2'x4' troffers in the building are two lamp master/slave. With a total of 4,624 lights "most" is pretty subjective. It could mean more than half or 75%. Is there some criteria or basis to determine this amount so the bids can be more accurate since we cannot look at every light fixture?

A-16. For the bidding process we will use the estimate that 75% of the fixtures are two lamp master/slave; therefore, all bids should be figured based upon 3,468 fixtures.

Q-17. Are there drawings available showing the room numbers as shown in Appendix E?

A-17. Yes, the updated floor plans are being provided in Appendix E.

Q-18. The lighting vendors are requesting a path of egress drawing for each floor since they are responsible for the emergency lighting. Is this available?

A-18. Yes

Q-19. Can a manufactured flexible conduit lighting system be used on this project?

A-19. The EMT flexible conduits can be used only between the junction box and the light fixture with distance not to exceed 6 ft.

Q-20. If the design quality of achieving the optimization of energy savings as stated in Scope of Work paragraph

1.1.5 then why are we utilizing the existing Clipsal system of lighting controls when the occupancy and dimming of all the new lights would create the most energy savings?

A-20. The new system shall not interface with, but rather take the place of the existing Clipsal system. As stated in the SOW, the new system needs to achieve optimum energy savings.

Q-21. Appendix D indicates the designer of record to be a fire protection engineer. Is this correct or a licensed professional electrical engineer can be the DOR?

A-21. Same answer as 8)a., referenced in Appendix D.

Q-22. Staging for the number of fixtures required for this project could be major. How far away will the staging area be from the actual work site or will there be an area available to store light fixtures and other materials within the building?

A-22. The COR will work with the contractor to find an area convenient for both the contractor and the Government without interfering with building tenants. The main staging/storage area will most likely be the parking lot the northwest of building 350. There will be areas within 350 to store day to day material and equipment; however, the area must also be accessible to maintenance workers and it will be the responsibility of the contractor to secure their belongings (the government will not be liable for anything that goes missing).

Q-23. Will there be a freight elevator available for transporting fixtures to various floors?

A-23. Yes

Q-24 Will building be occupied during work hours?

A-24 Yes

Q-25. What are the allowed work hours to perform work?

A-25. Refer to SOW 2.3.2.1

Q-26. Instructions for preparation of proposals is not included in the solicitation. What items are required to be submitted with the SF1442, Representations and Certifications, and bond?

A-26. Please review the solicitation which addresses all of these items. An offeror guarantee is required.

Performance and payment bonds will be required by the successful awardee. Representations and certifications are also in the solicitation beginning on page 9. Award will be made based on price, to the responsive, responsible offeror whose proposal represents the lowest total evaluated price.

Q-27. Are the engineer requirements and past performance required to be submitted at this time or only after award?

A-27. If past performance information is needed it will be requested after proposal submission, again only if it is needed.

Q-28. What is the required format for the proposal?

A-28. This solicitation is being competed based upon price alone, there is no format for proposal submission other than providing information requested in the solicitation. Please call your contracting POC for further information.

2. Extend the solicitation closing date from Wednesday, May 30, 2018 to Thursday, June 7, 2018 at 11:00 AM

CST.

3. All other terms and conditions remain unchanged.
