APPENDIX D

DESIGN REQUIREMENTS

1. This project will require design/build services to design and perform the work.

Architectural and Engineering firms shall be employed to provide design, drawings, and specifications of the proposed project. The Contractor’s Designer of Record (DOR) shall be a licensed Professional Engineer or Architect. For the portions of the design dealing with completion of installation drawings and specification or modifications of fire detection, fire alarm, or mass notification systems the DOR shall be an engineer meeting one of the following three conditions:

a. A registered professional engineer having a Bachelor of Science or Masters of Science Degree in Fire Protection Engineering from an accredited university engineering program, plus a minimum of four years’ work experience in fire protection engineering.

b. A registered professional engineer (P.E.) in fire protection engineering.

c. A registered professional engineer (P.E.) with verification of experience and at least five years of current experience in the design of fire protection and detection systems.

2. Three design submittals are required: 35%, 95%, and 100%. Scanned prints are not acceptable. The requirements contained in this paragraph apply to all the engineering aspects of the work such as electrical and mechanical. Design Submittals: 35%, 95%, and 100% completion of plans and specifications. The Government shall be allowed ten working days to review each submittal. The Government will furnish comments to the contractor after each review. Provide five 11 inch by 17 inch drawing prints for each submittal along with electronic PDF and electronic Microstation copies on a CD. Provide five 8 and a half by 11 inch paper copies of the specifications for each submittal, along with a PDF copy on a CD.

The PDF copies and paper copies of the drawings shall be of high quality and all details of the drawings shall be legible. Each paper copy of the drawings or specifications shall be stapled or in some way bound together. As‐built or “project record drawings” shall also be submitted to the Government. The Government reserves the right to copy and use for any purpose all the design drawings and any other information submitted during the design or equipment installation phase of this project. If the Contractor decides to submit major equipment for review by the Government before the 100% drawings and specifications are reviewed and accepted by the Government, and the Contractor decides to order this equipment prior to the review and acceptance of the 100% drawings and specifications by the Government, the Contractor assumes all risk if there are required changes to the design during design review that requires modifications or changes to the equipment he has ordered.

3. Design Review Meetings: The Contractor shall contact the COR to schedule a review meeting at the Arsenal prior to sending each design (35%, 95%, and 100%) to the Government. The meetings will be held in Building 102 unless noted otherwise by the COR.

The Government has the option to wait up to 10 working days from receipt of design drawings to have the review meeting. The Contractor’s designers shall be present at the meetings to explain the details of each design. The Government shall be allowed 10 nonFederal Holiday week days to review each design submittal, and send comments to the Contractor’s designer.

4. All submitted Plans and Specifications shall be stamped by a licensed professional engineer.

5. Design drawings: Provide design drawings that meet the requirements of Appendix C.

The design drawings shall complement and add to the project drawings in Appendix B.

6. Specifications: Provide an expanded specification for this project. The existing specification in Appendix A may be used as a starting point. Some other information in the expanded specifications should include the following: Include a sequence of work in the specification.

7. Government comment resolution: The Contractor shall respond within 10 working days to Government comments, and for minor deficiencies (as judged by the COR) shall correct and resubmit the plans or specifications in question on the next submittal (if this is not the final submittal) or if this is the final submittal or if the deficiencies are serious in nature the Contractor shall resubmit with corrections until the deficiencies are corrected.
