APPENDIX G

LED LIGHTNG REBATE PROCESS

All rebate payments from the utility and rebate information submissions to the utility shall be through the Garrison Energy Manager.

The contractor shall provide all information to the COR that is necessary for the Rock Island Arsenal Garrison (RIAG) to successfully process the utility rebates.

At project completion the contractor shall provide a letter of receipt of payment to Public Works.

The installing subcontractor shall provide to the COR through the contractor all invoices with material and labor and the supplier's invoices showing quantities, detailed costs with the material and labor costs broken out separately for each fixture type (as required by the rebate application), fixture manufacturer and model numbers for all the lighting fixtures and controls used in the project. Every invoice shall clearly have the project number 2018-1395 on it. The contractor shall submit an easily understood package of information that is properly organized since there are significant quantities of fixtures and lighting controls in this project. Include in the package a copy of the approved fixtures, wireless controllers, and dimmer switches data cut sheets that are properly annotated to understand what was provided. The RIAG Energy Manager shall provide these documents to MidAmerican Energy and their energy consultants.

The invoices for MidAmerican Energy will NOT include the following costs*:

1. The bond payment

2. The management and administration costs

3. The design cost

4. The cost of recycling the old tubes and ballasts

5. The installation of the replacement ceiling tile

6. Furniture movement if required

7. O&M manuals creation

8. Submittal costs

9. All emergency lighting costs

10. Programming costs for the existing Clipsal lighting controls

11. The cost for dimmer switches and their installation for where there are no dimmer switches are used. The dimmer switches are used only in perimeter offices. Provide separate invoices for perimeter offices.

The invoice for MidAmerican Energy shall include:

Just the construction fee broken out BY THE SELECTED CONTRACTOR which is the labor and materials to install the equipment. For example, this may be for just the subcontractor doing the actual installation work.

*Discussions with MidAmerican Energy consultants advised not to include these costs since they do not contribute directly to the installation of the lighting and controls and is necessary to for the Arsenal to fairly meet the established reasonable cost guidelines that must be followed in order to justify receiving rebates.

The contractor shall clearly show how many troffers of each model number were used and how many of each model number were used because the utility company rebates may be different for each.

Utility Rebate Application Requirements:

The fixture information required on the utility rebate application, provided by the contractor, includes:

Manufacturer Model # DLC Product Code Actual Lumens per Fixture (per DLC) Fixture Wattage (per DLC) Total Fixture Equipment Cost (per model #) Total Fixture Contractor Labor Cost (per model #)

The following information is required for the occupancy sensor rebate:

Manufacturer Model # Total Watts Controlled per Occupancy Sensor Total Equipment Cost (per model #) Total Contractor Labor Cost (per model #) Only DLC-listed fixtures are eligible for utility company incentives.

The contractor shall provide a detailed statement of total cost by the installing subcontractor to install the lighting and lighting controls that does not include the eleven listed items above. Provide the final total material and labor average cost to install one fixture with a wireless lighting control. Provide the total number of fixtures, wireless lighting controls, and dimmer switches installed.

Provide a brief report for the final average wattage used by the commissioned fixtures and the calculated total wattage for all fixtures installed on this contract. Provide copies of annotated project plans showing the measured wattage for a minimum of 5 typical fixtures in each bay and where the fixtures are located on each plan that had the wattage measured.

The contractor will be required to resubmit any correspondence and invoices that are not properly prepared.

For further details on utility company rebate requirements, contact the MidAmerican Energy Company Commercial Energy Solutions "Energy Advisor" assigned to the account executive for Rock Island Arsenal who is Doug Litwiller, douglas.litwiller@clearesult.com, 515-233-4400. The MidAmerican Energy Account executive is Steve Hampton, sjhampton@midamerican.com, 563-333-8822. If contact is necessary request the COR or the RIAG Energy Manager be involved in the communication.

All correspondence (Public Works, contractor, subcontractor, and supplier) will have the project number ("PR No. 2018-1395") on it in order to properly manage the rebate process from project initiation to the final MidAmerican Energy rebate check.

MidAmerican Energy consultants will require reviewing designs and will work through the COR and RIAG Energy Manager for this.
