Industry Day #3 Questions & Answers

1. Q: Given the current political environment surrounding tariffs, would the Government consider the addition of a price reopener if the political environment/tariffs materially impact the price of domestic steel?

A: The Government has considered this request and does not intend to include a reopener.

2. Q: Since the Government has stated during Industry Days that 5.56mm primer modernization is planned for units 1 through 4 during the current contract, can we assume that any modernization of

7.62mm or .50 cal primers will occur after the current contract?

A: 5.56mm primer modernization units 1 – 4 are planned for implementation under the current contract, however, to date, units 3 and 4 have not been authorized and are still under Government consideration. The Government does not plan to modernize the 7.62mm or .50 Cal primer processes under the current contract. Out-year project information can be obtained from the OSD comptroller website for the PresBud 19-23 funding information: http://comptroller.defense.gov/Budget-

Materials/fy2019Army/

3. Q: If a bidder would like to submit an engineering drawing for the Modernization Subfactor of

Volume 2, would it be permitted to include an E sized drawing (34” X 44”), folded into a pocket of the submission volume?

A: No, 34 inches x 44 inches page size will not be considered in the proposal. Oversized pages are limited to paper sizes of 8.5 inches x 14 inches or 11 inches x 17 inches only. The Government will clarify the verbiage in the RFP to address page limitations.

4. Q: The “Production Capacity Charts” have been updated on the VTL. For the 7.62mm, it looks like the maximum bullet of EPR rounds are at 36M, but the Government is requesting (in the Price

Matrix) more than that quantity per year within different DODICs. Is the number in the “Production

Capacity Charts” accurate?

A: The Government will clarify the Production Capacity Charts and provide an update to the VTL.

5. Q: Could the Government provide an up-date to the utility data posted? This additional detail will help to understand the impact of the HVAC system on utility costs.

A: Under Review.

6. Q: If the Contractor Maintenance Investment exceeds $1M per year, will the Government accept and rollover excess expenditures?

A: The $1M maintenance investment will commence upon operational control. The Contractor may request advance investment of the $1M per year, however, it is subject to Government approval.

The $1M per year Major Maintenance requirement will be subject to the same provisions as the commercial utilization and investment consideration.

7. Q: Will the Government consider the transition costs as part of the Contractor’s investment?

A: Investment funds can be used for projects meeting the following Government objectives: (1) http://comptroller.defense.gov/Budget-Materials/fy2019Army/ http://comptroller.defense.gov/Budget-Materials/fy2019Army/

8. Q: Can the Government provide supporting analysis data for the Communication Infrastructure as referenced in section 4.7 of the Lake City Army Ammunition Baseline Facility Assessment (BFA)?

A: No additional analysis of the communications infrastructure is presently available.

9. Q: Can a network diagram be provided?

A: A network diagram will be posted to the VTL.

10. Q: Does the uninterrupted power supply (UPS) and generators cover the entire network, the data center, or both as referenced in Section 4.7 of the BFA?

A: The UPS/generators cover about 95% of the network.

11. Q: Can the Government provide a recent inventory of network, and server hardware inventory?

A: Attachment 0023, Government Owned Equipment, includes network and server hardware, in the

"Tagged item" and “Summary Record” tabs.

12. Q: Reference: Para 5.3.1 of the Mowing PWS, This paragraph infers “Outside the firebreak” that the forested areas on the east side of the plant has firebreaks. Can more clarification be provided? If not would the Government want to re-establish firebreaks in the forested areas?

A: Paragraph 5.3.1 has been updated to clarify the requirement. The firebreaks are indicated on Attachment "A" of the Mowing PWS as 8" height or less; and are located primarily on the eastern portion of the drawing.

13. Q: Reference: Para 5.2.2.20 of the Mowing PWS. Can the Government identify the nominal value of fees associated (annually) for the East Fire Prairie Creek Drainage District?

A: The Government is not privy to this information and therefore cannot certify the accuracy of the information, however, the operating contractor stated it has historically paid from $5,000 to $14,000 per year for East Fire Prairie Drainage District depending on the District's total maintenance cost.

14. Q: The Draft RFP appears to limit the use of 11x17 sheets to those used for Production Process Maps

/Schedules. The implication is sheets other than 8 ½ x 11 within any other volume or context will not be allowed. Allowing 11x17 sheets across Volumes 1 and 2 enables delivery of content rich representations of risk identification and mitigation, modernization projects, process flows, and visualization of schedules summarized from the detail in the IMS.

A: The Government will clarify the verbiage in the RFP to address page limitations.

15. Q. PWS 11, Occupational Health and Industrial Hygiene, does not identify the requirement to maintain and operate the on-site medical clinic that is in the PWS under the current LCAAP contract.

Should bidders assume there is no requirement to operate an on-site medical clinic?

A. The Government is not directing that an on-site medical clinic be utilized, however, the contractor still needs to ensure its meeting the PWS requirements.

Answers provided herein are for planning purposes only. Do not rely on this information in formulating a proposal. Information contained within the Solicitation supersedes the information herein.

16. Q. In PWS 6 Fire & Emergency Services, does this requirement in Section 4.3 define the total number of FTEs required or the number of personnel required per shift? There is a wide range of FTEs that could be interpreted depending on the Government's intent. One interpretation is the Government intends the Offeror to provide 24/7 coverage for this requirement resulting in 30+ FTEs giving 3 shift coverage. Another interpretation is this is just 10 FTEs. Will the Government clarify this requirement?

A. Paragraph 4.3 will be updated to clarify the requirement. A minimum of 10 FTEs shall be present on duty at all times.

17. Q. There is no requirement to operate the explosive waste water treatment facilities, waste water incinerator, or conduct snow removal outside of the Army Family Housing areas in any of the PWSs.

Is it the bidder’s responsibility to still meet these requirements?

A. These requirements are inherent to the successful operation of the facility and it is expected that they will be accounted for in the unit prices.

18. Q. How does Next Generation Ammunition tie into modernization of next contract and use of the

Army Corps of Engineers?

A. The Government reserves the right to go to Army Corps of Engineers, or any other 3rd party contractor for any of the modernization projects it funds.

19. Q. The Maintenance PWS has a $1 million major maintenance requirement. Is the $1M an incremental cost increase beyond CIP and CUP investments?

A. Yes, the $1M is in addition to CIP and CUP funding.

20. Q. The Draft RFP indicates CIP/CUP projects will be the lower of the NTE or the actual spend. Is this how the $1M major maintenance requirement will be executed?

A. Yes, the $1M per year Major Maintenance requirement will be subject to the same provisions as the commercial utilization and investment consideration. NTEs of contractor funds do not require proposals with certified cost and pricing data.

21. Q. In the Past Performance section, a two (2) page limitation for recent and relevant contract narrative seems restrictive for positive performance. Will the Government consider increasing this to 5 pages?

A. The Government intends to revise the Past Performance Narrative page limitation to five (5) pages.

22. Q. Will SMP 860 be included for all .50 Cal DODICs?

A. All .50 Cal DODICs will include an NSN with SMP860 with the exception of A575 and A598.

A. No, the Government does not plan to do a preliminary elimination (i.e., a go, no-go process).

24. Q. At DODIC level, is there a minimum order requirement at the DODIC level (similar to the minimum order for each family)? For example, can the Government buy only 50k of M118?

Answers provided herein are for planning purposes only. Do not rely on this information in formulating a proposal. Information contained within the Solicitation supersedes the information herein.

A. There is no minimum order requirement at the DODIC level, however, the Government will procure in even pack quantities.
