*** End of Narrative A0000 ***
A1. The U.S. Army Chemical Materials Activity (CMA) has been directed to develop, on an expedited basis, specific projects to destroy chemical warfare materiel (CWM) such as recovered CWM, and miscellaneous CWM disposal, such as empty spray tanks, specifically identified by the Chemical Weapons Convention (CWC) Treaty. These projects will generate wastes that must be managed. This effort also will include preparation of life cycle cost and schedule planning for the effort, identification of risk areas and data gaps, and coordination with commercial treatment, storage, and disposal facility (TSDF) operations regarding current capabilities, and establishment of one or more contracts for waste disposal services.
A2. The objective of this task is to acquire waste disposal services, and to provide transportation and waste disposal services for
Recovered Chemical Material Directorate (RCMD) missions, projects and systems. The use of non-incineration based treatment technology is preferred; however, the offerors are required to compare and present the costs of processing the wastes using both non-incineration and incineration technologies.
A3. This Request for Proposal, issued as an unrestricted, full and open competitive solicitation, will result in a single source indefinite delivery indefinite quantity (IDIQ) contract award IAW FAR 16.5/DFARS 216.5, with a five-year ordering period covering March
01, 2017 28 February 2022, with an option to extend 5 more years under the authority of DFARS 217.204(e)(i). Once evaluated and a successful awardee selected, the basic IDIQ contract, task order 0001 (as defined at Attachment 0002), and task order 0006 (as defined at Attachment 0007) will be awarded at the same time; the award of task orders 0001 and 0006 will satisfy the Governments minimum ordering liability, as contained in the basic contract. The basic contract types will be setup for award with cost-plus-fixed-fee
(CPFF) task orders each with a maximum order of $5,000,000. The individual periods of performance (POPs), statements of work (SOWs), and their corresponding task orders within these ordering periods will be negotiated with the contractor. These negotiations will primarily be one-year periods of performance. Each task order will be supported by its own Independent Government Cost Estimate (IGCE) based on the specific task requirements. The option period, which will be awarded at the Government's sole discretion, will be based on need and performance of contractors.
A4. The Government intends to make one award for the requirements outlined in the solicitation. The Government will determine which offeror can best accomplish the requirements set forth in this solicitation. In making this determination, the Government will conduct an integrated assessment to determine the best value to the Government using the criteria outlined in this document. Award will be made to the offeror, whose proposal represents the best value to the Government, considering the evaluation criteria and the requirements of the solicitation. Consequently, integration of the technical/management factor, the past performance factor, and small business participation factor evaluation with the total evaluated price could result in award to an offeror other than that with the lowest price/estimated cost. However, the Government reserves the right to make no award as a result of the solicitation if, upon evaluation, none of the proposals are deemed likely to meet the technical/management requirements at an acceptable level of risk and/or cost.
A5. Offerors should submit their best proposal since the Government plans on awarding the contract without discussions. The Offeror's proposal shall be valid for 120 days from the closing date of the RFP or 120 days after the final proposal is received if the Government determines after receipt of proposals that discussions are needed.
A6. This RFP should not be discussed with any Government employee except the Procuring Contracting Officer (PCO), Brian J. Murphy or
Contract Specialist, Brandon E. McKinnis. Mr. Murphy and Mr. McKinnis may be contacted at brian.j.murphy5.civ@mail.mil or
Brandon.e.mckinnis.civ@mail.mil
A7. This RFP and any amendments to this RFP shall be issued electronically. Because of this, the Government is under no obligation to maintain an Offerors mailing list. Any offerors interested in this requirement must periodically access FEDBIZOPS at https://www.fbo.gov/ to obtain the RFP and any amendments that may be issued. Failure to provide proposals in accordance with the instructions/format specified in this RFP shall render the Offerors proposal non-compliant. The proposal will not be further evaluated and will not be further considered for award.
A8. The Government will consider timely questions from offerors to the solicitation; to be timely, questions shall be submitted by the offerors no later than five working days after the issuance date of the solicitation. Questions shall be submitted electronically to the PCO and contract specialist, as identified in A6. All timely questions and the Government's responses to these questions will be electronically issued within eight working days; in addition, any ensuing amendments to the solicitation based on the Government responses will also be electronically issued. For questions received after five working days, the Government will respond and issue them electronically as soon as possible. However, late questions and responses will not form a basis for extending the solicitation's proposal submission date.

Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
A9. The closing date and time for this RFP is identified on page 1 of this RFP, the Local Time is Central Time. All proposal documents are due at the time set forth in this RFP.
A10. The Government will compare the Offeror's proposal to Section L in order to perform a compliance review. Failure to provide proposals in accordance with the instructions/format specified in this RFP shall render the Offerors proposal non-compliant. The noncompliant proposal will not be further evaluated and will not be further considered for award.
A11. Contractor personnel wishing to address an issue of concern, questions, or inquires outside of normal day to day contract administration communications or when wishing to address circumstances that could foreseeably lead to disagreement or conflict with the

CERTIFIED COST OR PRICING DATA--MODIFICATIONS (OCT 2010) --
ALTERNATE III (OCT 1997)
(a) Exceptions from certified cost or pricing data.
(1) In lieu of submitting certified cost or pricing data for modifications under this contract, for price adjustments expected to exceed the threshold set forth at FAR 15.403-4 on the date of the agreement on price or the date of the award, whichever is later, the
Contractor may submit a written request for exception by submitting the information described in the following subparagraphs. The
Contracting Officer may require additional supporting information, but only to the extent necessary to determine whether an exception should be granted, and whether the price is fair and reasonable --
(i) Identification of the law or regulation establishing the price offered. If the price is controlled under law by periodic rulings, reviews, or similar actions of a governmental body, attach a copy of the controlling document, unless it was previously submitted to the contracting office.
(ii) Information on modifications of contracts or subcontracts for commercial items.
(A) If --
(1) The original contract or subcontract was granted an exception from certified cost or pricing data requirements because the price agreed upon was based on adequate price competition or prices set by law or regulation, or was a contract or subcontract for the acquisition of a commercial item; and
(2) The modification (to the contract or subcontract) is not exempted based on one of these exceptions, then the Contractor may provide information to establish that the modification would not change the contract or subcontract from a contract or subcontract for the acquisition of a commercial item to a contract or subcontract for the acquisition of an item other than a commercial item.
(B) For a commercial item exception, the Contractor shall provide, at a minimum, information on prices at which the same item or

Provide a copy or describe current discount policies and price lists (published or unpublished), e.g., wholesale, original equipment manufacturer, or reseller.
Also explain the basis of each offered price and its relationship to the established catalog price, including how the proposed price relates to the price of recent sales in quantities similar to the proposed quantities.
(2) For market-priced items, the source and date or period of the market quotation or other basis for market price, the base amount, and applicable discounts. In addition, describe the nature of the market.
(3) For items included on an active Federal Supply Service Multiple Award Schedule contract, proof that an exception has been granted for the schedule item.
(2) The Contractor grants the Contracting Officer or an authorized representative the right to examine, at any time before award, books, records, documents, or other directly pertinent records to verify any request for an exception under this clause, and the reasonableness of price. For items priced using catalog or market prices, or law or regulation, access does not extend to cost or profit information or other data relevant solely to the Contractors determination of the prices to be offered in the catalog or marketplace.
(b) Requirements for certified cost or pricing data. If the Contractor is not granted an exception from the requirement to submit certified cost or pricing data, the following applies:
(1) The Contractor shall submit certified cost or pricing data, data other than certified cost or pricing data, and supporting attachments in accordance with the instructions contained in Table
15-2 of FAR 15.408, which is incorporated by reference with the same force and effect as though it were inserted here in full text. The instructions in Table 15-2 are incorporated as a mandatory format to be used in this contract, unless the Contracting Officer and the
Contractor agree to a different format and change this clause to use Alternate I.
(2) As soon as practicable after agreement on price, but before award (except for unpriced actions), the Contractor shall submit a
Certificate of Current Cost or Pricing Data, as prescribed by FAR 15.406-2.
(c) Submit the cost portion of the proposal via the following electronic media: MICROSOFT WINDOES COMPATIBLE CD OR DVD
