(CDI) Practice Bombs. The following NSNs may be procured under this solicitation:

CLIN NSN Pallet____ ___ ______

0002-0003 1325-01-607-6844 MHU-149

0004 1325-01-607-6840 MHU-122

2. This solicitation is restricted to competition only within the National Technology Industrial Base (NTIB), U.S. and Canadian firms as authorized by 10 U.S.C. 2304(c)(3), implemented by Federal Acquisition Regulation (FAR) 6.302-3, Industrial Mobilization. The applicable NAICS Code is 332993, ammunition (except small arms) manufacturing; with a small business size standard of 1,500 employees.

3. This RFP will result in a single Firm Fixed Price (FFP) contract for a base quantity of 10,000 each BDU-50D/B CDI Practice Bombs

(CLIN 0002). The MHU-149 or MHU-122 pallets and the MS3314 suspension lugs required for assembly will be provided as Government

Furnished Material (GFM), reference Attachment 0011, Scheduled Government Furnished Property.

4. All proposals submitted in response to this RFP shall be valid for 120 calendar days. Offerors shall annotate the 120 day validity period in block 12 of the executed SF 33.

5. First Article Test (FAT) is required to be performed by the contractor, as described in clauses 52.209-4512, First Article Test

(Contractor Testing) and 52.209-3, First Article Approval - Contractor Testing (Alt I). FAT report is due to the Government within 300 days after award. Offerors are required to propose a separate price for FAT on the Price Matrix for the base and each evaluated option period, as stated in the Price Matrix instructions.

6. The resultant contract will also include an evaluated option provision to procure additional possible requirements. Three separate

Option Periods (OP) are provided to allow the offeror to submit range unit prices for the option quantities on the Price Matrix, Attachment 0001. The option validity period, defined in terms of Days After Award (DAA), and total quantity per OP are as follows:

OP Validity Period Total Quantity__ _________________ ______________

1 Date of Award through 365 DAA 40,000 each

2 366 DAA through 730 DAA 50,000 each

3 731 DAA through 1095 DAA 50,000 each

The Government reserves the right to exercise options up to the maximum aggregate quantities available in all three option periods without regard to actual OP. The total combined quantity, for all option periods, will not exceed 140,000 each BDU-50D/B CDI Practice

Bombs. The Government may exercise any portion of the option quantity at time of basic contract award. See Section I clause 52.217-

4080, Evaluated Option for Increased Quantity.

7. Offerors shall submit proposed prices on the Price Matrix (Attachment 0001) in lieu of completing Section B pricing. Refer to

Section L, Instructions, Conditions, and Notices to Offerors; part 2.c., for instructions on completing the Price Matrix; and Section M, Evaluation Factors for Award, part 3.d., for how the Government will evaluate the Price factor for this RFP. If the Government awards any portion of the option quantity at time of basic contract award, the Government reserves the right to utilize the base quantity unit price for the total quantity awarded on the basic contract, or utilize the option quantity unit price for the total quantity awarded

(base + option quantity), whichever is determined to be in the best interest of the Government.

8. Production delivery terms are FOB Origin. Production deliveries are required to begin within 90 days after FAT report approval, estimated at 420 DAA, when FAT is required. If FAT is waived, monthly production deliveries shall start no later than 180 DAA. Monthly production delivery schedules will be based upon a twelve month delivery period for the awarded quantity. Small Business Participation Factor.

17. Offerors should take special notice of the Section L provision at FAR 52.215-1, Instructions to Offerors - Competitive. The

Government intends to award the contract resulting from this RFP without discussions with offerors (except clarifications as described in FAR 15.306 (a)). Phosphate Coating Requirement (Light)_____________________________________

The following requirements regarding phosphate coating are applicable to this solicitation and any resultant contract in addition to those requirements set forth in specification TT-C-490.

(a) Paragraph 3.2.1 of TT-C-490 refers to "Procedure approval". The written procedure, along with the panel submission requirements of paragraph (b), below, shall be sent to the designated contracting officer. The procedure shall include product names and manufacturers of all chemicals/materials to be used. The procedure shall capture all processes, equipment, and controls, along with the testing and test frequencies used for phosphating including the application of supplemental finishes.

(b) Paragraph 3.2.2 of TT-C-490 refers to Preproduction validation panels. The contractor shall coat twelve (4 X 6 inch) panels (see 4.7.2) and six case sections (6 x 6 inch) by the proposed zinc phosphate coating procedure outlined for use in the contract. Case sections shall be made from cut sections of BDU-50D/B bomb cases of the same substrate and surface finish to be used in production. Standard test coupons may be used for the twelve (4 x 6 inch) panels. Six of the panels and six of the case sections shall be coated with the primer plus enamel or the TGIC polyester powder coating to be used in production. The dry film thickness (DFT) of the applied coating(s) shall be in the range specified on Drawing 923AS1100, and the nominal DFT shall be representative of the DFT to be used in production. Three of the non-coated panels shall be checked for phosphate coating weight, and the resultant coating weight test analysis report shall be provided to the procuring agency. Three of the coated panels and three of the coated case sections shall be performance tested by the contractor in neutral salt spray for accelerated corrosion resistance (see 3.5.7), with the results documented (including photographs of each tested panel and segment) and reported to the procuring agency. The remaining six panels (three phosphated only; three phosphate plus coating) and three remaining coated case sections shall be forwarded to the procuring activity for evaluation and testing.

(c) Paragraph 3.5.6.2 of TT-C-490 refers to Paint Adhesion of Non-CARC painted items. The adhesion testing requirements of

3.5.6.1 for CARC paint shall be required in lieu of section 3.5.6.2 for all testing performed on this contract and shall not be as specified in 3.5.6.2 for non-CARC painted items. All adhesion testing of the bomb case, 923AS1101, shall be performed on production items and not on panels or segments. Production items sampled for adhesion testing shall have their scribed areas subsequently touched-up with enamel conforming to MIL-DTL-11195 prior to submission for acceptance. Adhesion testing of sub-assemblies/smaller parts (not to include the bomb case 923AS1101) shall be in accordance with TT-C-490F, para. 4.7.6.3 for non-

CARC items.

(d) Paragraph 4.7.7 of TT-C-490 refers to Accelerated corrosion resistance. All panels and case sections subjected to accelerated corrosion resistance testing (see 4.7.7) shall be scribed with two intersecting lines not less than 2 inches long in the shape of an X using the scribe tool as described in ASTM D1654. Duration of accelerated corrosion resistance test shall be 240 hours minimum for MIL-DTL-11195 and 120 hours minimum for TGIC polyester power coating and shall be examined for compliance as specified in 3.5.7.

MIL-STD-1168 shall be considered mandatory requirements where all instances of the term "should" are considered to be replaced with the word "shall." This shall also include, if required on the DD Form 1423, a Report of Contractor Lot Acceptance/Ballistic Testing and

Acceptance and Description Sheets (for Propellants and Explosives). WARP will reside within the Munitions History Program (MHP).

Additional details on these WARP applications are provided below.

(b) MHP-WARP Access Procedures

(1) Government or Contractor employee with CAC and AKO account:

(d) Worldwide Ammunition-data Repository Program (WARP)

An online users manual will provide additional help in the development of an ammunition data card. It is recommended that you download and read the users manual prior to inputting your initial data card. The user's manual also contains screen shots, which depict what the inputter will see during the ADC input process.

(e) Ammunition Data Card Input

ADC input allows current contractors and government facilities the capability to create, and submit for approval, ADCs which meet the format requirements of MIL-STD-1168. ADCs are automatically forwarded to the respective Government Agency Responsible for

Acceptance (GARA). The GARA in most cases is the Defense Contract Management Agency (DCMA) Quality Assurance Representative (QAR), who reviews contractor input for accuracy and completeness, and after updating the disposition code for the specific lot, submits the ADC to the database. The inputter is granted access only to ADCs identified with its specific manufacturing code. The use of previously inputted ADCs through the TEMPLATE option significantly reduces input effort, while increasing accuracy and consistency of data.

(f) Email Notification

WARP provides immediate, automated notification to process participants when actions are required. When the contractor has completed an ADC submission, an email message is routed to the GARA advising that an ADC awaits review and approval. If the GARA approves the ADC as submitted, the ADC is released to the base and an email, with approved data card, is routed back to the originator.

If the ADC requires modification or correction to conform with MIL-STD-1168 and contract requirements, an email is provided to the ADC originator advising that corrective action is required prior to approval.

(g) Information Updates

It is important that the System Administrators are apprised when a contractor receives a new contract. The contractor shall notify mailto:usarmy.ria.jmc.mbx.warp@mail.mil within 30 days after receipt of a new contract. Information to be included shall be the contract number, item, GARA, Manufacturer's identification symbol and the names of the individuals who will be inputting ADCs into the system. If you are a new contractor and do not have a Manufacturer's identification symbol, you can obtain one by sending an email to mailto:usarmy.ria.jmc.mbx.warp@mail.mil. The email must contain manufacturer's name, address where performance of the contract will take place, and a point of contact.

(h) Report of Contractor Ballistic/Function Testing Module

(1) In addition to its ADC function, WARP also serves as a repository for reports of contractor ballistic (or functional) testing.

Whenever the contract requires contractor performance of ballistic testing, the results of such testing shall be captured by you, the performing contractor, within a specially designed Lot Acceptance Test Report (LATR) module.

(2) Within the LATR module, you are required to provide a report of any contractor ballistic/function testing and to submit the report in electronic format via the WWW. The report must be a .pdf file for the upload process to work.

(i) Acceptance and Description Sheets (for Propellants and Explosives) Module: The WARP application now contains an area for on-screen data entry capturing requirements per MIL-STD-1171 for Acceptance and Description Sheets with respect to contract specified Propellant, Chemical and Explosive constituents.
