Industry Questions and Government Responses
1. Industry Question: Solicitation Section C-1 (Page 9) mentions Automated Data List (ADL) – Change Notice (CN) 923AS1100F001 dated 21 August 2015 and ADL-CN 923AS1100E001 dated 21 August 2015, however these ADL-CNs cannot be located in the Technical Data Packages (TDPs) that have been provided. Please provide these documents or advise where they can be found within the provided TDPs.
Government Response: The Government will provide the above mentioned ADL-CN 923AS1100F001 dated 21 August 2015 and ADL-CN 923AS1100E001 dated 21 August 2015 only to approved TDP recipients, via AMRDEC SAFE file exchange. Approved TDP recipients, please provide email address to laura.k.spencer2.civ@mail.mil and you will receive an email with a link and unique password to download the files.
2. Industry Question: Solicitation Section C (Page 9) under Phosphate Coating
Requirement (Light) paragraph (d) states that the duration of the accelerated corrosion resistance test shall be 240 hours minimum for MIL-DTL-11195 and 120 hours minimum for TGIC polyester powder coating. The ADL’s provided in the TDP’s also address the duration of the accelerated corrosion resistance (salt spray) test on Sheet 0006 under Exception 6, which changes the test duration on Drawing 923AS1100, Rev -, Sheet 1, Note 3 Line 19 from 120 hours to 240 hours minimum when using the alternate TGIC polyester powder coating with TT- C-490 phosphate coating. What is the correct test duration when using TGIC polyester powder coating?
Government Response: The correct test duration when using TGIC polyester powder coating is 240 hours minimum as referenced on ADL Sheet 0006, Exception 6. Section C, Phosphate Coating Requirement (Light) paragraph (d), is corrected via Solicitation Amendment 0002.
3. Industry Question: Do the Phosphate Coating Requirement changes imply that the Government will no longer consider alternate cleaning/pretreatment processes in lieu of TT-C-490 phosphate coating for BDU-50?
Government Response: No, the Government will still consider alternate cleaning/pretreatment processes in lieu of TT-C-490 phosphate coating for the BDU-50D/B. After contract award, the contractor may submit a Request for Deviation to formally request an alternate cleaning/pretreatment process.
