Feels like we’re walking in different dimensions!
Current Challenges…
• Submission, review, and approval process
• MULTIPLE…
– Contract clauses (applicable to ammo & weapons)
– Outdated Data Item Descriptions (DIDs)
– Outdated AIE MIL-Specs in TDPs
– Industry standards embedded in Clause and TDPs at various levels
THEREFORE, requirements variability and visibility is a challenge…

Our Vision…
Creation of a “one-stop shop” with removal of ambiguity.
WHY?
LONG TERM RISKS
Boundary Conditions
• Long life cycle - Failures of inventory decades later
• Diverse DoD inventory and unique items.
– 5.56mm to Precision Guided munitions
• Diverse industrial base.
– Small, medium, large businesses

MSE Clause is a…
What is MSE
• MSE is not just Inspection Equipment
• MSE includes gages, instruments, tools, standards, operations, methods, fixtures, software, personnel, environment, assumptions used & any other piece of equipment used to quantify a unit of measure or fix assessment to a feature characteristic.
Navy Furnished Gages
• Navy Special Interface Gages (NSIG)
• Navy Gage Lab provides NSIG(s) for:
1. Several branches of the Military Services.
2. Final acceptance of identified TDP features/interfaces.
• Purpose of NSIGs is to ensure satisfactory interface rqrts.
• NSIGs are for Major & Critical Characteristics.
• Contractor must request NSIGs 45 days prior to FAT (if rqrd) or production.
NSWC, Corona processes the request.
This will ensure gages arrive before needed & will not need to be sent back early for re-calibration.
Navy Furnished Gages (Cont’d)
• Navy Special Interface Gages (NSIG)
• Para (o)(9) contains:
• NSIG info that includes specific dwg # (from Govt provided TDP), revision, & feature(s) the NSIG is designed to inspect.
• NSIG # (used for tracking), quantity included, dimensions, weight, & value.
• Contractor may elect to use their own gages in lieu of NSIGs but would need to send their designs to Navy Gage Lab for approval.
• Calibration or repair of NSIGs only to be performed as authorized by NSWC-Corona
• Navy Gage Lab typically has two sets of duplicate NSIGs, thus damaged or worn NSIGs need to be brought to the attn of NSWC-Corona so a replacement can be sent.
What: Three Concluding Points
• ONE MSE clause, DID, and review guide
• Requirements included are current state, with added clarity/amplification.
• Alignment with other requirements and best practices: CCC, Process Control, ISO 9001/AS 9100, NDT, AIAG etc.

It’s Not Reality Unless It’s Shared”
“How do perfectly smart people make bad decisions? In an organizational context, it’s almost always the result of a lack of shared reality”
Peter Blaber, COL (Retired) US Army, The Mission, The Men, and Me: Lessons from a Former Delta Force Commander
Challenges
• Variability:
–Three current clauses
–Multiple requirements spread over various specifications, commercial and DoD
• Waste:
–Lack of requirements in one place leads to waste. Labor and energy needed to connect the dots.
–Affects first pass yield of submissions
–Can lead to Government and contractors miscommunication.
–Failures of inventory decades later requiring screening and maintenance
• Constraints:
–Diverse DoD inventory and unique items.
–Diverse industrial base (e.g., GOGO, GOCO, & COCO)
–Cost (e.g., REAs, Govt & Contractor labor)
–Long life cycle of ammunition
Path Forward
• Consolidate clauses
• Consolidate current requirements from various outdated government specifications into the clause
• Craft a tailored DID and recommended CDRL for the clause
• Create review guide that explains to users what’s expected for compliance.
Key Events So Far
• Kaizen Event
• SQI Management Review Team Chartering the MSE project.
• FedbizOps Notice soliciting feedback from Industry
• SQI Working Group meetings with Joint Service Representatives to craft requirements
• SQI Management Review Team meeting
• Industry Day
Benefits! ONE STOP SHOP
• No trying to find all specifications, contracts, drawings, etc to find the correct AIE/AAIE requirements. MSE clause is the consolidated gateway.
–Clause, CDRL, DID and Review guide a pathway to all necessary information.
• Clause is longer, but clearer.
• No “new” requirements. Language phrased to complement other requirements rather than conflict.
• It may appear to be “new” due to how spread out current requirements are.
