About this file

This document contains notes from a Site Visit and Pre-Solicitation Conference held at Dugway Proving Ground (DPG) on February 4-5, 2025, providing detailed information about the Mission Support Services (MSS) requirements across multiple divisions.

The document outlines contractor support needs across several divisions including Resource Management, Data Sciences, Operations, Test Support, Chemical Test, and DEVCOM CBC Bio Test. Key requirements include: supply clerks and logistics support in multiple divisions; advisory service personnel, refuelers, and range control staff at Michael Army Air Field; heavy equipment operators and HVAC technicians for range support; chamber maintenance personnel for the Active Standoff Chamber and Joint Ambient Breeze Tunnel; chemists and lab support personnel with a 50/50 government/contractor split in the Chemical Test Division; and various specialized technical roles requiring security clearances and specific certifications. The document emphasizes that current staffing levels mentioned are based on the incumbent's technical approach and are not government requirements - offerors must develop their own staffing approach to meet the PWS requirements in the upcoming solicitation.

The Site Visit and Pre-Solicitation Conference was held at Dugway Proving Ground (DPG) 4-5 Feb 2025, as posted via the 08 Jan 2025 presolicitation notice herein. In accordance with the posted Agenda, after receiving a welcome and overview brief from DPG leadership, attendees toured identified facilities (by division) and/or received a short briefing from Government personnel, specific to the Division and how it relates to follow-on Mission Support Services (MSS) requirements, consistent with the Performance Work Statement (PWS) (as posted 08 Jan 2025).

See below for relevant MSS support information provided during the Site Visit and Conference along with the separate “Q&A” Excel file, identifying industry questions and government responses addressed during or after the event, provided they were submitted by 5PM EST 7 Feb 2025, as required by the Contracting Officer.

See “DPG Leadership” brief attached.

Resource Management (RM) Division

• RM is split into three (3) branches: Accounting, Budget and Contracts Management

• Training and testing requirements aren’t guaranteed

• Government is moving to G-invoicing in lieu of MIPRs to ensure data and financial accountability on all sides – transition incomplete to date

• RM, through the COR requires specific information for cost reporting (to be submitted to CIMS on the government side); required information is “standard” cost data via a spreadsheet template and is addressed through CDRL

• There are not MSS contractor personnel support requirements to the RM Division, all government personnel

Data Sciences Division

• Data Sciences consists of five (5) Branches: Data Analytics, Systems Architecture, Test

Instrumentation, Optics, and Meteorology

• Historically, Analytics branch hasn't utilized contractor support

• Test Referee / Optics branch is approximately 10% contractor support - supply clerks, electronic techs, scientific photographers

• Between Test/Referee/Optics, Meteorology, and Test Instrumentation, there has historically been 2-4 contractor personnel providing support

• Relies heavily on Dugway Joint Program Office-developed ODEMS system that collects data

(through referee devices) and incorporates into a single data package (instrumentation data)

Separate from Data Sciences, the Government addressed the Logistics Support Branch (not part of site visit) is the office who purchases, receipts, inventories, tracks and subsequently delivers purchases coming to Dugway. Contractor personnel within this Branch includes supply clerks and logistics support

Special Programs Division

See “SPD” charts attached separately.

Operations Division

• Michael Army Air Field (MAAF) does not belong to the Army Garrison, is an ATEC asset

• Current MSS support is among three (3) task orders; includes the following personnel:

o Advisory Service Personnel (2) – provides advice, operates radio system and controls, NOT an air traffic controller (but IF personnel have that background, it cuts down on training and certification timeframes) o Refueler (1) – receives refueling, monitors tanks, refuels o Range Control (2) – provides clearance to/from, responsible for safety of MAAF airspace and range (especially during live fire or kinetic event) o ITAM – support needs vary based on funding

• Other tasks not mentioned, Graphic Information System (GIS) (.5) – maps support test/training and surveying

• Jet A Fuel Point (1) – LRC provides fuels and accountability, but Operations responsibility to ensure contractor does documentation/required controls

• Separate fuel asset is AF owned

• MAAF responsible for regular fuel truck maintenance

• APUs are not owned by MAAF

• MAAF equipment includes electric aircraft, fog sweeper, stair and system (not a truck), fork load

(and pending RIAC asset to MAAF – 4x4 de-ice trucks)

Test Support Division

• Training and Testing – most significant to Dugway mission

• Range support includes heavy equipment operators, electricians, HVAC (contractor only, no

Government)

• Key to support is flexibility

• Engineers support facility management; DPW responsible for “real property” but lines are sometimes blurred o Range support maintains test equipment infrastructure

• No contract support within fabrication shop (used to be IMCOM, but now WDTC)

• Support is broad – “jack of all trades”

• Heavy equipment operators – require CDL certification o From smaller fork lift to 80-ton crane (different certification requirements), but no contractor support for the latter at this time

• Active Standoff Chamber (ASC) and Joint Ambient Breeze Tunnel (JABT)– contractor support maintains these facilities o Built for live agent training, but not ready for that mission o Supports “test tube to battlefield” – prior to field trials, test in a more controlled environment o Facilities require a lot of maintenance, but doesn’t get all the funding o Filter banks and operation of the ASC – MSS contractor responsibility o Unique capability to chem/bio test community o Chamber skins are beyond life cycle. May last another 10 years

• Environmental & Physical Sciences Branch – includes dissemination personnel / explosives operator o Dissemination and explosives guys coexist with Chemical Asset Facility and Ammunition Supply Point – primary mission is disseminating simulants o Majority of work is supporting Special Programs Division o MIL-STD 810 testing – review test plans, provide cost estimates, write test memos, very data intensive, includes data loggers o Includes systems engineering, HVAC, programming – all contractor support (some skills are 1-2 process to get them full certified o Two types of testing – dynamic (e.g., shock tests, simulate aircraft/vehicles/boats) and climax o Support is heavy on trades, data analysis, HVAC o Chem Division support focuses on protective clothing o Bio-Branch support – detectors, lithium batteries and charging o SPD – drone and associated electronics testing o Includes contractor personnel – 2 Test Officer level o Works with contractor personnel from Instrumentation o Contractors tasked with maintaining chambers, refurbishing

• MSS may be used for X-ray training (is infrequently utilized)

Chemical Test Division

See “Chem-Test” charts attached separately.

• Contractor personnel include Chemists

• Lab support is mixed heavily between Government and Contractor personnel

• CPRP – everyone is expected to participate, but there are no administration requirements for the MSS contractor (CPRP doesn’t apply to Supply Techs)

• Safety Personnel – currently 2 contractor personnel who helps with safety documentation, but safety, from a government perspective is decentralized and a responsibility for all

• Contractor training MUST be up to date – surety

• PWS outlines safety and quality requirements – it’s not uncommon for garrison and safety contractor personnel to participate in operational safety briefings

• Contractor develops risk assessments for trainings

• Little distinction between government and contractor safety requirements

• Chem lab currently has 31 contractor personnel (50/50 split between Government and contractor personnel)

• Summer “Desert” test programs result in surge of personnel requirements (TO generates work orders for individual test programs)

• While surges are required at times, surge is a challenge for the Chem lab due to training and certifications, but mostly in field support

• Majority of minicam work is done by contractor

• Chem lab buildings for MSS-WAO – 2 personnel o Tap Laundry Facility – cleaning of test items (e.g., escape mask) o Change House – sanitization requirements o Technical Laundry Facility – keep supplied with detergent/laundry supplies, pick-up scrubs from Chem Lab, Life Sciences for laundering and return

• Personnel are trained to work in any part of the lab

• Security clearance is required

DEVCOM CBC Bio Test Division

• Tenant of Dugway - DEVCOM

• Level 3 Lab

• No current task orders for scientific support N/A as that personnel have shifted to Government only at this time

• 2 contractor personnel (supply, logistics, calibration or field testing set-up)

***Industry shall note, all references to FTEs or current MSS contract support personnel are based on the technical approach within the current contract and are NOT required by the Government.

Potential Offerors under the follow-on acquisition are required to submit and support their own technical approach and plan to support MSS requirements IAW the terms of the solicitation, upon release.***
