About this file
This document is a Questions and Answers (Q&A) Exhibit for Solicitation W51AA1-25-R-0022, a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for epoxy floor repairs at Tobyhanna Army Depot (TYAD). The document provides clarifications on key solicitation details, including historical repair data showing an average of ~3,000 square feet of repairs performed yearly, task order size constraints (minimum 500 SF, maximum 4000 SF per task order), and logistical requirements such as no on-site storage being available.
The Q&A addresses multiple vendor inquiries, including proposal submission format (preferred as separate Adobe PDFs), bonding requirements (proof of ability to obtain $150,000 in surety), and task order flexibility. The current contract is held by Spectrum of Floors, LLC/Spectrum Construction Services, and the new solicitation includes a site visit on April 1, 2025, with proposals to be submitted electronically to the Contracting Officer. The applicable Davis-Bacon Act Wage Determination is PA20250098, Modification 5, dated 3/21/2025, and the government intends to award the contract without discussions, encouraging vendors to submit their best initial proposal.
