About this file

This document is an Exhibit 5 Questions and Answers for Solicitation W51AA1-25-R-0022, addressing key inquiries about an Epoxy Floor Repair Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The document provides critical details such as the current incumbent (Spectrum of Floors, LLC/Spectrum Construction Services), historical repair data (approximately 3,000 square feet of repairs yearly), and clarifications on task order specifications. The scope of work is limited to the shaded area of Building 16 at Tobyhanna Army Depot, with repair task orders ranging from 500 to 4,000 square feet.

Key submission requirements include providing proposal documents in separate Adobe PDF files, emailing submissions to mark.buonomo2.civ@army.mil, and potentially demonstrating bonding capacity up to $150,000. Proposal components should include a color chart, material submissions, repair methods, material safety data sheets, job hazard analysis, and site safety plan. Offerors are advised that the Government intends to award without discussions and will require proof of ability to obtain performance and payment bonds at the task order level, depending on the order's total value.
