About this file

This is Amendment 0004 to a Firm Fixed Price IDIQ solicitation for demilitarization and disposal of conventional ammunition issued by the Army Contracting Command at Rock Island Arsenal in Rock Island, Illinois.

The amendment modifies section L.3.11.d regarding Minimum Guarantee Quantity (MGQ) pricing requirements. The change clarifies that offerors proposing an MGQ unit price that falls outside the corresponding quantity range ceiling price for Ordering Period 1 may exceed those ceiling prices, whereas previously the unit price was strictly limited to not exceed the ceiling price. For CLIN Groups 2, 4, and 5, offerors must propose separate unit prices for 100% of the MGQ and 50% of the MGQ, with total evaluated prices calculated separately for each scenario. The solicitation covers six CLIN groups: 30mm Depleted Uranium (Group 1), Improved Conventional Munitions including 155mm, Rockeye, and MLRS (Group 2), 20mm Cartridges (Group 3), Hexachloroethane Smoke Pots and Canisters (Group 4), Flares (Group 5), and Rocket Motor MLRS (Group 6). Single awards are anticipated for Groups 1, 3, and 6, while multi-award IDIQ contracts are planned for Groups 2, 4, and 5. Proposals must include technical approach (oral presentation), safety, environmental, security, and program management sub-factors, past performance information, and pricing on the provided spreadsheet. Offerors must be responsive to all proposal submission requirements including representations and certifications, small business participation plans, and complete technical documentation demonstrating capability to meet demilitarization requirements for the selected CLINs. The proposal validity period is 180 days from RFP closure.

The offeror shall be able to meet the requirements for all CLINs included in the group for which it is providing a proposal. Each CLIN will be listed in Section B of this solicitation.

L.1.1.b. Additional details regarding these assets can be found in the GFM Asset List (Attachment 0003) and in the available technical information.

L.1.2. Each proposal shall contain the offeror's best terms for award of a contract under the solicitation. Offerors will have the opportunity to compete for a single group, all the groups, or a combination of groups contained in the solicitation. The offeror shall submit a separate technical approach portion in its proposal for each CLIN. Each proposal received will be evaluated separately.
