About this file

This is a Questions and Answers document addressing industry inquiries regarding RFP W519TC-26-R-0007 for Conventional Ammunition Demilitarization. The document clarifies key requirements and procedural matters for contractors bidding on this multi-award IDIQ contract.

Critical compliance requirements include Cybersecurity Maturity Model Certification (CMMC) Level 2 via self-assessment with senior official affirmation by November 10, 2026, followed by third-party independent certification by November 10, 2027, with milestones to be tracked in the Integrated Master Schedule. For multi-award CLIN Groups (2, 4, and 5), the Minimum Guaranteed Quantity will be split 50/50 between awardees, with each contractor receiving all potential Defense Identification Codes (DODICs) and evenly distributed shipments, though quantities may vary slightly based on packaging configuration and condition codes. An updated Price Evaluation Spreadsheet (Attachment 0001) was forthcoming to reflect split MGQ quantities and accurate pricing calculations. The proposal submission deadline was extended from May 4, 2026, to May 19, 2026. Contractors are not required to own disposal facilities but must ensure subcontracted facilities meet all federal, state, and local regulations as Treatment, Storage, and Disposal Facilities (TSDF) with required permits and licenses completed prior to shipment. Small Business Participation Attachment (Attachment 0005) must be submitted with proposals, limited to 10 pages per CLIN Group, with the full Subcontracting Plan to be presented post-award. Oral presentations will be required after proposal closure for all offerors' Technical Approach Subfactors. The document also addresses propellant testing requirements, packaging specifications (such as LY12 flares packaged 8 to unit pack, 36 unit packs per pallet), and updates to FAR clauses including incorporation of FAR 52.244-6 (March 2026) and FAR 52.222-90 on DEI discrimination.

Questions RFP 2027 Q1. Given that the requirement for Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance is November 10, 2027, for third party assessment, per DOW Standards, can you confirm the November 10, 2026 date listed in the Request for Proposal (RFP), W519TC-26-R-0007, is correct?

A1. Language added to Section C:

DFARS 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting applies, DFARS 252.204-7021 Cybersecurity Maturity Model Certification (CMMC) Requirements applies. The Contractor must be Level 2 CMMC via Self-Assessment with senior official affirmation prior to 10 November 2026 and maintain assessments in Supplier Performance Risk System (SPRS). Per CMMC Phase 2, the Contractor must achieve Level 2 via Third-Party Independent Certification prior to 10 Nov 2027.

To ensure traceability, the Contractor must include CMMC certification milestones in their Integrated Master Schedule (IMS). The Government reserves the right to exclude the Contractor from consideration for future delivery order awards if they fail to maintain Self-Assessment compliance or demonstrate adequate progress toward Third-Party Independent Certification.

Q2. Due to the Minimum Guaranteed Quantity (MGQ) Splitting for multiple awardees, will each of the Department of Defense Identification Code (DODICs) represented in the MGQ asset list be split 50/50, or will one group get a certain set of DODICs, and the other group get a different set of DODICs?

a) Example would be, Cluster Bomb Unit (CBU) Rockeyes – if splitting by group – one contractor may be awarded the BLU-77s, and the other party explicitly MK-118s.

A2. Each contractor will receive all potential DODICs and will be evenly shipped 50/50; however, it could be off a few rounds depending on packaging configuration, condition code, and ship from location.

Q3. The pricing sheet (Attachment 0001, dated 26FEB26) reflects full MGQ quantities in each of the CLIN Groups. Per L.1.2.b, Groups 2, 4, and 5, are to be solicited/awarded as multi-award, IDIQ contracts. L.1.2.d. states, “If two awards are made per CLIN group, the total below will be split equally between awardees.” Listing the MGQ quantities, respectively. Is it the USG’s intent to maintain a single award MGQ price, or provide a secondary pricing sheet, provided the MGQ is split, so that the quantity is half of the total and the calculations are accurate for the total evaluated price? (This will also affect small business plan quantity percentages, if MGQ is only half of the proposed price/quantities)

A3. An updated Price Evaluation Spreadsheet-Attachment 0001 is forthcoming and will be in the next solicitation amendment.

Q4. Are the LY12 flares pre-loaded in the rack assembly that is used for loading on the aircraft and shipped to the demil site in this configuration or are they packaged as individual flare cartridges and shipped to the demil site in this manner?

A4. LY12’s are packaged 8 to a unit pack, 36 unit packs to a pallet. They will be packaged and shipped in this configuration.

Q5. So if I’m reading this RFP correctly, we must have CMMC Level II via self assessment in order to be awarded any part of the contract?

A5. See question and answer 1.

Q6. In the SOW:C.6.2 Propellant Testing, Reporting, and Storage Requirements C.6.2.1 The contractor shall include a description of its process for propellant testing in its ADDP. The contractor shall test each manufacturing propellant lot/index number to accurately determine the level of Remaining Effective Stabilizer (RES) using a testing method approved by the Contracting Officer. The U.S. Government considers High Pressure Liquid Chromatography (HPLC) testing to be the most reliable means for stabilization determination. Testing for RES will be conducted on propellant recovered from pull-apart and/or downloaded munitions within one week of the recovery (generation) of the propellant. The contractor shall identify what combination of testing intervals, storage and practices will be executed to establish a sufficiently high confidence level of the prevention of recovered propellant auto igniting from lack of stabilizer.

C.6.2.2 The contractor shall keep all propellant recovered from a disassembly/ demilitarization operation separate by propellant type and manufacturing lot number/index number both before and after stability testing has been completed to determine risk and while awaiting disposition IAW paragraph C.3.3 C.6.2.3 Lots with test results less than .20 percent Effective Stabilizer will be reported to the Contracting Officer along with a comprehensive list (in contractor format) showing the results of all manufacturing lot numbers/index numbers for each propellant lot IAW CDRL A005.

C.6.2.4 Manufacturing lot numbers/index numbers with less than .20 percent effective stabilizer, lost lot identity, or deemed potentially hazardous by Joint Munitions Command Surveillance Office shall be destroyed. This shall be accomplished by the contractor within 60 days of identification. Lots with the lowest levels of RES shall be processed first. The contractor shall identify how this will be documented to the U.S. Government Is there any idea of how many different lot numbers there may be for the CLIN Group 6 Rocket Motors?

This information will be helpful because the cost of testing the RES of each lot could be quite expensive.

A6a. Multiple Launch Rocket Systems (MLRS) rocket motors are Ammonium Perchlorate (AP) based with Aluminum (AL) fuel. There are no conditions in which the Army/DoW considers an AP/AL combination to become “unstable” over time that would lead to an initiation in storage or handling. These items in the SOW would not apply to MLRS rocket motors.

A6b. MLRS rockets did not have “as-built” data tracking requirements when manufactured as DoW missile systems do today. So, the LOT and manufacturing data of the PDCA cannot be known until they are downloaded from the warhead. The system automatically chooses the items when we put in documents, and we can’t just choose 17,500 and say these are it for CAD 27. The U.S. Government does have significant historical data on these PDCAs in support of Stockpile Reliability Program/Propellant Stability Program requirements on LOTs dating back to the 80’s.

Q7. It is my understanding that Attachment 0005, Small Business Participation Attachment, is due with the bid submission for each CLIN Group we are submitting for, not the full Subcontracting Plan. The Small Business Participation Proposal Attachment can be up to 10 pages, outlining our commitment to Small Business Utilization. Is this correct? It is my understanding that the actual Subcontracting Plan for the Solicitation and Award would be presented for approval after we know the Award amounts. Is this correct?

If there is anything else I am missing that pertains to the Small Business Participation for this Solicitation/Award, please let me know. I’m available for a brief meeting if that is better for you as well.

A7. Attachment 0005 is due with proposal submission. 10 pages are correct for the Small Business Participation.

Q8. Proposal submissions are currently due on 4 May 2026. Requesting an extension through 4 June 2026 to allow sufficient time to thoroughly and adequately incorporate any changes or clarifications issued as a result of questions submitted on the 20 April deadline.

A8. Proposal submission deadline has been changed from 4 May 2026 to 19 May 2026.

Q9. Contractor understands the USG is interested in recycling Depleted Uranium (DU) and respectfully requests guidance regarding the submission of pricing. Should two separate prices be submitted – one for DU burial and one for DU recycling?

A9. An updated Price Evaluation Spreadsheet-Attachment 0001 is forthcoming and will be in the next solicitation amendment.

Q10. Narrative C0001 of the Reference (a) solicitation requires contractors to obtain Third Party Certified Level 2 Cybersecurity Maturity Model Certification (CMMC) status by 10 Nov 2026. KTR recommends an extension to the Level 2 CMMC third party certification deadline to allow adequate time for both prime contractors and lower-tier suppliers to achieve the requirements. It may also be advisable to assign deadlines for lower-level CMMC certifications. For example, the clause might be rewritten to require contractors to achieve Plan of Action & Milestones (POAM) conditional Level 2 status by a certain date, followed by Level 2 self-certification, etc.

A10. We have updated the language under Section C:

See answer to question answer 1.

Q11. The term “major subcontractor” is used multiple times throughout the solicitation in reference to information that must be submitted for, by, or on behalf of major subcontractors. One example is Solicitation Par. L.3.8.B.7, which requires offerors to include within their Past Performance Volume Letters of Consent from each proposed JV, partnership, and major subcontractor. Contractor assumes a “major subcontractor” is one whose level of performance exceeds 25% of the award value, as this is consistent with the definition included in Par. L.3.10.a.xiv (“Major/key subcontractors who performed >25% of the award”). Please confirm our understanding is accurate. If it is not, please provide further clarification on the definition of “major subcontractor.”

A11. Yes, Major/Key Subcontractors who performed >25% of the award.

Q12. Are the oral presentations scheduled for offerers who chose not to submit a written technical presentation, for all offerers , or for final selections?

A12. Oral Presentations will be scheduled after the solicitation closes and proposals are received. Offerors will present its Technical Approach Subfactor proposal to the United States Government in person. Please refer to L.2.2.a.1 - Sub-factor 1- Technical Approach (ORAL PRESENTATION) (maximum 25 PowerPoint Slides per CLIN) Q13. Are offerors required to own the disposal facilities where the assets will be treated? We have partnered with the facility where disposal will take place while we oversee the project as a whole. We are well versed in their process, safety protocols , and storage capabilities which will discuss in detail in our proposal. Is this acceptable?

A13. No but the subcontracted facility must meet all Federal, State and local regulations for a treatment, storage disposal facility (TSDF) and all permits and licenses are required to be completed prior to shipment on any government furnished material. Estimated transportation costs will be added to each offeror's proposal for evaluation purposes. Any shipments made to the contractor that are to sites differing from the site submitted and evaluated in the contractor proposal, will be at the contractor's expense and must be approved by the Contracting Officer prior to shipment. The U.S. Government will be financially responsible for shipment of the GFM to the place of performance/storage specified in the offeror's proposal.
