About this file

This is Amendment 0002 to Solicitation W519TC-26-R-0007, a competitive Request for Proposals for demilitarization, recycling, reuse, treatment, and disposal of conventional ammunition families. The amendment extends the proposal due date from May 19, 2026 to May 21, 2026 at 6:00 PM CDT and updates key solicitation documents and requirements. The Government intends to award up to two five-year Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contracts on CLIN Groups 2, 4, and 5, and one award each on CLIN Groups 1, 3, and 6 to offerors providing best value considering technical, past performance, price, and small business participation factors. Six ammunition categories are involved: 30mm Depleted Uranium (CLIN 1), Improved Conventional Munitions including 155mm ICM, Rockeye, and MLRS (CLIN 2), 20mm High Explosive/Incendiary/Tracer (CLIN 3), Hexachloroethane Smoke Pots and Canisters (CLIN 4), Flares L410/L461/LY12 (CLIN 5), and Rocket Motors MLRS (CLIN 6). Maximum order quantities over the five-year contract period total approximately 7.8 million units for CLIN 1, 478,000 for CLIN 2, 9.6 million for CLIN 3, 1.4 million for CLIN 4, 2.7 million for CLIN 5, and 17,500 for CLIN 6. Performance will be executed at multiple Army facilities including Anniston Munitions Center, Blue Grass Army Depot, Crane Army Ammunition Activity, Hawthorne Army Depot, Letterkenny Munitions Center, McAlester Army Ammunition Plant, Pine Bluff Arsenal, and Tooele Army Depot.

The amendment replaces the Price Evaluation Spreadsheet with Revision 1 dated May 13, 2026, adds Industry Questions and Government Answers dated May 14, 2026, and modifies Section L requirements regarding Small Business Participation Plan page allowance (10 pages excluding certifications) and Minimum Guarantee Quantity (MGQ) pricing for CLIN Groups 2, 4, and 5, which now requires separate pricing for 100% and 50% of the MGQ with two separate Total Evaluated Prices calculated. Section M evaluation criteria are also updated to clarify that the Total Evaluated Price represents the sum of calculations including both 50% and 100% MGQ scenarios. The Government anticipates potential future switching from burial to recycling of DU Penetrators with pricing to be negotiated at that time. Proposals must include detailed technical approaches for demilitarization processes, safety site plans compliant with DOD 4145.26, environmental compliance plans, security procedures per DOD 5100.76M, quality management systems, integrated master schedules with October 2026 award date assumption, and comprehensive risk management plans. All proposals must include firm fixed unit prices for the MGQ and ceiling prices for all quantity ranges across all five ordering periods. The contract is issued by Army Contracting Command-RI at Rock Island Arsenal, with inquiries directed to Brandon E. McKinnis (Contracting Officer) and Elizabeth J. Epperly (Contract Specialist).

(IDIQ) contracts on CLIN Groups 2, 4, and 5 and one award on CLIN Groups 1, 3, and 6 to the offeror(s) whose proposal represents the best value to the U.S. Government, non-price and price factors considered. Offerors can compete for a single group, all the groups, or a combination of groups contained in this solicitation. The offeror must be able to demil all CLINs identified in the CLIN Group it is proposing on. If an offeror intends to submit proposals for more than one CLIN Group, the offeror shall submit a separate technical approach portion in its proposal for each CLIN Group. Each proposal received will be evaluated separately. If an offeror receives multiple CLIN Group awards, they will receive one contract that contains all awarded CLIN Groups.

4. Offerors shall submit unit prices (excluding transportation) for each CLIN for the Minimum Guaranteed Quantity (MGQ), each quantity range, and all five ordering periods for each CLIN for which they are proposing for award. Each CLIN is listed on the Price Evaluation

Spreadsheet, Attachment 0001. You are reminded this is a competitive procurement action. Although offerors are requested to submit not to exceed ceiling prices, these prices must be determined fair and reasonable to be considered for award.

5. The MGQ as identified on the Price Evaluation Spreadsheet, Attachment 0001, will be awarded concurrently with the award of each contract. The first delivery order will consist of the MGQ and will be issued concurrently with each IDIQ award.

7. The MGQ that each successful awardee will receive is listed in Attachment 0002, MGQ Asset list. Tooele Army Depot, Tooele, UT, (TEAD)

12. Ammunition will be shipped from the above locations and delivered freight on board (FOB) origin to the contractor's place of performance/storage. Ammunition shipped to the contractor's site will be shipped at the U.S. Government's expense by the most economical means possible. The U.S. Government will initiate shipment of GFM within 90 to 120 days after approval of the Safety Site Plan (SSP) and acceptance of the Ammunition Demilitarization and Disposition Plan (ADDP). The delivery schedule will be mutually agreed upon between the U.S. Government and the contractor. Please note, the U.S. Government does require a minimum of three weeks' notice prior to when a contractor would like a shipment to arrive or if a change in needed to the agreed upon schedule.

13. Estimated transportation costs will be added to each offeror's proposal for evaluation purposes. Any shipments made to the contractor that are to sites differing from the site submitted and evaluated in the contractor proposal, will be at the contractor's expense and must be approved by the Contracting Officer prior to shipment. The U.S. Government will be financially responsible for shipment of the GFM to the place of performance/storage specified in the offeror's proposal.

14. Offerors should note the provisions at FAR 52.215-1, Alt 1 "Instructions to Offerors - Competitive Acquisition". The contractor will be eligible to invoice for the equivalent of 5% of the total cost of the first delivery order upon U.S. Government acceptance of the ADDP IAW paragraph C.6.0 contained in the SOW in Attachment 0007. Along with submission and acceptance of the

Certificate of Demilitarization (COD) in Wide Area Work Flow (WAWF), the contractor shall invoice for the remaining 80% of the total for the assets included on the COD. For subsequent delivery orders, upon submission and acceptance of the COD in WAWF the contractor shall invoice for 90% of the total for the assets included on the COD. Once the EUC and/or DC is completed, the contractor shall invoice for the final payment of the remaining 10%. An example of the invoicing process is provided below based on an award of $1,000,000.00:

CLIN 0101AA SSP Approved - $50,000 (5%)

CLIN 0102AA ADDP Accepted - $50,000 (5%)

CLIN 0103AA COD - $800,000 (80%)

CLIN 0104AA EUC/DC - $100,000 (10%)

NOTE: Due to rounding the percentages will be as close to the 5%, 80%, and 10% as possible

16. When future orders are placed; the cumulative total for that ordering period will be used to determine the quantity range within the

Price Evaluation Spreadsheet (Attachment 0001) to be utilized for pricing purposes. For example, if an order is issued on 01 June 2026 for 40,000 155mm ICM Projectiles and another order is issued on 30 August 2026 (same ordering period) for an additional 20,000 155mm ICM

Projectiles the cumulative total for that ordering period would be 60,000. Therefore, the contractor shall utilize the unit price for the middle quantity range (55,000-69,999) on the second order for pricing purposes. Price will not be changed retroactively. If the cumulative total exceeds the maximum quantity range, the contractor shall honor the price of the maximum quantity range.
