About this file

This is a Request for Quote (RFQ) for the revitalization of an Uninterruptible Power Supply (UPS) system in support of Headquarters First Army. The U.S. Army Contracting Command - Rock Island (ACC-RI) issued solicitation W519TC26QA1270002 under FAR Part 12 for commercial services on a firm-fixed-price basis. This is a Total Small Business Set-Aside with a small business size standard of $34 million for NAICS 811210.

The solicitation requires a comprehensive UPS revitalization and installation package including OEM parts (SKU WMPR505-MP-505), delivery, removal, installation, configuration, temporary UPS provision if needed, and disposal/recycling, along with one-year preventative maintenance coverage including one annual preventive maintenance visit and next-business-day response capability. Additional line items include 40 hours of unscheduled service visits for break-fix labor at a discounted fully burdened hourly rate, with optional line items for battery replacement and temporary UPS system provision. All services are priced on a firm-fixed-price basis except unscheduled service visits which are time-and-materials. The performance period extends from May 20, 2026 to May 19, 2027 at HQS First Army in Rock Island, Illinois (DoDAAC W81MR0). The original proposal deadline of May 6, 2026 was extended via two amendments to May 20, 2026 at 10:00 AM Central Daylight Time. Award will be made to the responsible offeror with mandatory Schneider Electric OEM certification for the specified revitalization kit, relevant corporate experience demonstrated through project examples, acceptable past performance risk, and fair and reasonable pricing. Technical capability and past performance, when combined, are significantly more important than price. Offerors must acknowledge receipt of all amendments and submit pricing on the provided Pricing Matrix (Attachment 0003) for their quotes to be considered acceptable.

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Evaluation Factor

Evaluation Method & Submission Requirement

1. Technical Capability & Experience

Submission: Offerors must submit a brief Technical Volume (Maximum 2 pages) containing:(A) Certification (Mandatory): Documentation verifying technicians are certified by Schneider Electric (OEM) for the SKU WMPR505- MP-505 revitalization kit.(B) Corporate Experience: A brief description of 1 to 3 recent projects demonstrating the company's experience managing and executing modular UPS revitalizations of similar size and scope. Evaluation:

The Government will evaluate quotes to verify the mandatory OEM certification is present. Quotes lacking verifiable OEM certification will be deemed technically unacceptable. For acceptable quotes, the Government will comparatively evaluate the offeror's demonstrated corporate experience to determine which firm possesses the most relevant expertise.

2. Past Performance

Submission: Offerors are NOT required to submit past performance references. Evaluation: The Government will evaluate past performance risk utilizing existing data available in the Supplier Performance Risk System (SPRS), CPARS, or other Government databases.

3. Price Submission: Offerors shall submit a firm-fixed-price for all parts, labor, and services required by the SOW. Evaluation: The Government will evaluate the proposed price for fairness and reasonableness.

Relative Importance: The Government will conduct a comparative assessment of the quotes based on Technical Capability & Experience, Past Performance risk, and Price. Technical Capability & Experience and Past Performance, when combined, are significantly more important than Price.

(b) . The Government will evaluate offers for award purposes by adding Options (if applicable) the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
